LCO No. 1116 1 of 3 General Assembly Raised Bill No. 5162 February Session, 2024 LCO No. 1116 Referred to Committee on COMMITTEE ON CHILDREN Introduced by: (KID) AN ACT REQUIRING CERTAIN AGENCIES TO REPORT COSTS ASSOCIATED WITH PROGRAMS SERVING CHILDREN AND FAMILIES. Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (Effective from passage) Not later than January 1, 2024, the 1 Department of Children and Families shall submit a report, in 2 accordance with the provisions of section 11-4a of the general statutes, 3 to the joint standing committee of the General Assembly having 4 cognizance of matters relating to children. Such report shall (1) describe 5 each program administered by the department that serves children or 6 families pursuant to a sliding fee scale or at no cost to such children and 7 families, where eligibility for participation in such program or the 8 sliding fee for participation in such program is based on a comparison 9 between annual family income and the federal poverty level, (2) list the 10 total cost associated with the administration of each such program, (3) 11 list the anticipated total cost associated with the administration of each 12 such program if eligibility for participation was expanded to include 13 children and families with an annual family income above the federal 14 poverty level and below the ALICE Threshold of Financial Survival for 15 Raised Bill No. 5162 LCO No. 1116 2 of 3 the state, as determined by the United Way of Connecticut, and (4) 16 discuss the feasibility of adopting the ALICE Threshold of Financial 17 Survival in making eligibility determinations for each such program. 18 Sec. 2. (Effective from passage) Not later than January 1, 2024, the 19 Department of Social Services shall submit a report, in accordance with 20 the provisions of section 11-4a of the general statutes, to the joint 21 standing committee of the General Assembly having cognizance of 22 matters relating to children. Such report shall (1) describe each program 23 administered by the department that serves children or families 24 pursuant to a sliding fee scale or at no cost to such children and families, 25 where eligibility for participation in such program or the sliding fee for 26 participation in such program is based on a comparison between annual 27 family income and the federal poverty level, (2) list the total cost 28 associated with the administration of each such program, (3) list the 29 anticipated total cost associated with the administration of each such 30 program if eligibility for participation was expanded to include children 31 and families with an annual family income above the federal poverty 32 level and below the ALICE Threshold of Financial Survival for the state, 33 as determined by the United Way of Connecticut, and (4) discuss the 34 feasibility of adopting the ALICE Threshold of Financial Survival in 35 making eligibility determinations for each such program. 36 Sec. 3. (Effective from passage) Not later than January 1, 2024, the 37 Department of Developmental Services shall submit a report, in 38 accordance with the provisions of section 11-4a of the general statutes, 39 to the joint standing committee of the General Assembly having 40 cognizance of matters relating to children. Such report shall (1) describe 41 each program administered by the department that serves children or 42 families pursuant to a sliding fee scale or at no cost to such children and 43 families, where eligibility for participation in such program or the 44 sliding fee for participation in such program is based on a comparison 45 between annual family income and the federal poverty level, (2) list the 46 total cost associated with the administration of each such program, (3) 47 list the anticipated total cost associated with the administration of each 48 such program if eligibility for participation was expanded to include 49 Raised Bill No. 5162 LCO No. 1116 3 of 3 children and families with an annual family income above the federal 50 poverty level and below the ALICE Threshold of Financial Survival for 51 the state, as determined by the United Way of Connecticut, and (4) 52 discuss the feasibility of adopting the ALICE Threshold of Financial 53 Survival in making eligibility determinations for each such program. 54 This act shall take effect as follows and shall amend the following sections: Section 1 from passage New section Sec. 2 from passage New section Sec. 3 from passage New section Statement of Purpose: To require the Department of Children and Families, Department of Social Services and Department of Developmental Services to submit reports describing current costs associated with programs serving children and families and anticipated costs associated with utilizing different eligibility criteria for participation in such programs.
