1722 Be it enacted by the Senate and House of Representatives in General
1823 Assembly convened:

20-Section 1. Section 10a-109bb of the general statutes is repealed and
21-the following is substituted in lieu thereof (Effective July 1, 2024):
22-[(a) There is established a construction management oversight
23-committee consisting of (1) four members appointed jointly by the
24-Governor, the speaker of the House of Representatives, the majority
25-leader of the House of Representatives, the minority leader of the House
26-of Representatives, the president pro tempore of the Senate, the majority
27-leader of the Senate and the minority leader of the Senate, and (2) three
28-members appointed by the Board of Trustees for The University of
29-Connecticut, who shall be members of said board. The board of trustees
30-shall replace any such committee member appointed by said board if
31-such committee member's term on the board expires or otherwise ends.
32-The members appointed pursuant to subdivision (1) of this subsection Substitute Senate Bill No. 107

38-chairperson of the committee shall be designated by the board of
39-trustees. All appointments of the initial committee shall be made no later
40-than July 20, 2006. Appointments shall be for four consecutive years,
41-except that two of the initial appointments pursuant to subdivision (1)
42-of this subsection shall be for three consecutive years. Upon expiration
43-of the initial members' terms and every four years thereafter, new
44-members shall be appointed in accordance with the procedures for
45-appointment set forth in this section. A majority of the members of the
46-committee shall constitute a quorum for the conduct of business. The
47-committee shall act by a majority vote of the members. The committee
48-shall maintain a record of its proceedings in such form as it determines,
49-provided such record indicates attendance and all votes cast by each
50-member.
51-(b) The construction management oversight committee established
52-pursuant to subsection (a) of this section]
53-(a) The Board of Trustees of The University of Connecticut, or a
54-committee of the board, shall review and approve the policies and
55-procedures developed by The University of Connecticut to undertake
56-any project of UConn 2000, as [defined] described in subdivision (25) of
57-section 10a-109c, concerning the selection of design professionals and
58-contractors, as defined in subdivision (27) of section 10a-109c, contract
59-compliance, building and fire code compliance, deferred maintenance,
60-as defined in subdivision (29) of section 10a-109c, and an annual budget
61-for such maintenance prepared pursuant to section 10a-109dd, as
62-amended by this act, project and program budgets and schedules and
63-the authorization and review of contract changes. The [committee]
64-university shall prepare, biennially, a summary of construction
65-performance of UConn 2000 based on reports submitted at least
66-quarterly by the construction assurance office established pursuant to Substitute Senate Bill No. 107

75-109n. Such review of completed projects shall incorporate information,
76-including, but not limited to, that which is derived from reviews of the
77-reports submitted at least quarterly by the construction assurance office,
78-in accordance with section 10a-109cc, as amended by this act.
79-[(c) The construction management oversight committee established
80-pursuant to subsection (a) of this section shall, upon]
81-(b) Upon completion of each assessment, summary and review
82-conducted pursuant to this section [,] by The University of Connecticut
83-or a committee of the board, the university or such committee, as
84-applicable, shall submit such assessment, summary and review to the

87-without the presence of university staff members.
88-Sec. 2. Section 10a-109cc of the general statutes is repealed and the
89-following is substituted in lieu thereof (Effective July 1, 2024):
90-Not later than August 1, 2006, the Board of Trustees [for] of The
91-University of Connecticut shall establish the construction assurance
92-office. Positions in the office shall be paid positions. The office shall be
93-led by a director who shall be responsible for reviews of construction
94-performance of UConn 2000, as defined in subdivision (25) of section
95-10a-109c, and shall report at least quarterly to the [construction
96-management oversight committee in accordance with section 10a-
97-109bb] Board of Trustees of The University of Connecticut, or a
98-committee of the board, and to the president of The University of

103-Sec. 3. Section 10a-109dd of the general statutes is repealed and the
104-following is substituted in lieu thereof (Effective July 1, 2024):
105-The university, as defined in subdivision (26) of section 10a-109c,
106-shall conduct reviews of deferred maintenance needs at the university
107-and annually submit to the [construction management oversight
108-committee established pursuant to section 10a-109bb] Board of Trustees
109-of The University of Connecticut, or a committee of the board, an annual
110-budget concerning deferred maintenance, as defined in subdivision (29)
111-of section 10a-109c.
112-Sec. 4. Section 10a-154c of the general statutes is repealed and the
113-following is substituted in lieu thereof (Effective July 1, 2024):
114-Not later than [December 31, 2005] December 31, 2028, and biennially
115-thereafter, the [Board of Trustees of the Community-Technical Colleges,
116-the] Board of Trustees of The University of Connecticut and the Board
117-of [Trustees of the Connecticut State University System] Regents for
118-Higher Education shall each develop a plan to increase the number of
119-full-time faculty teaching at the colleges and universities under the
120-boards' jurisdiction. Not later than [December 31, 2005] December 31,
121-2028, and biennially thereafter, each board [of trustees] shall report [the]
122-regarding such plans in accordance with the provisions of section 11-4a
123-to the joint standing committee of the General Assembly having
124-cognizance of matters relating to higher education and employment
125-advancement.
126-Sec. 5. Subsection (a) of section 4-124z of the general statutes is
127-repealed and the following is substituted in lieu thereof (Effective July 1,
128-2024):
129-(a) Not later than January 1, 2022, and as necessary thereafter, the
130-board of the Technical Education and Career System, in consultation
131-with the Chief Workforce Officer, the Labor Commissioner, the Substitute Senate Bill No. 107
84+such project for its conformance with the applicable policies and 48
85+procedures governing construction undertaken pursuant to section 10a-49
86+109n. Such review of completed projects shall incorporate information, 50
87+including, but not limited to, that which is derived from reviews of the 51

136-and Social Services, the Secretary of the Office of Policy and
137-Management and the [president] chancellor of the Connecticut State
138-Colleges and Universities and one member of industry representing
139-each of the economic clusters identified by the Commissioner of
140-Economic and Community Development pursuant to section 32-1m
141-shall (1) review, evaluate and, as necessary, recommend improvements
142-for certification and degree programs offered by the Technical
143-Education and Career System and the community-technical college
144-system to ensure that such programs meet the employment needs of
145-business and industry, (2) develop strategies to strengthen the linkage
146-between skill standards for education and training and the employment
147-needs of business and industry, (3) assess the unmet demand from
148-employers in the state to hire graduates of trade programs from
149-technical education and career schools and the unmet demand from
150-students in the state to enroll in a trade program at a technical education
151-and career school, and (4) assess opportunities to increase utilization of
152-technical education and career schools during after school hours and on
153-weekends.
154-Sec. 6. Subsection (b) of section 4-124ff of the general statutes is
155-repealed and the following is substituted in lieu thereof (Effective July 1,
156-2024):
157-(b) There is established a Council of Advisors on Strategies for the
158-Knowledge Economy to promote the formation of university-industry
159-partnerships, identify benchmarks for technology-based workforce
160-innovation and competitiveness and advise the award process (1) for
161-innovation challenge grants to public postsecondary schools and their
162-business partners, and (2) grants under section 4-124hh. The council
163-shall be chaired by the Secretary of the Office of Policy and Management
164-and shall include the Commissioner of Economic and Community
165-Development, the [president] chancellor of the Connecticut State Substitute Senate Bill No. 107

177-Sec. 7. Subsections (a) to (d), inclusive, of section 4a-82 of the general
178-statutes are repealed and the following is substituted in lieu thereof
179-(Effective July 1, 2024):
180-(a) For the purposes of this section:
181-(1) "Person with a disability" means any individual with a disability,
182-excluding blindness, as such term is applied by the Department of
183-Mental Health and Addiction Services, the Department of
184-Developmental Services, the Department of Aging and Disability
185-Services or the United States Department of Veterans Affairs and who
186-is certified by the Department of Aging and Disability Services as
187-qualified to participate in a qualified partnership, as described in
188-subsections (e) to (l), inclusive, of this section;
189-(2) "Vocational rehabilitation service" means any goods and services
190-necessary to render a person with a disability employable, in accordance
191-with Title I of the Rehabilitation Act of 1973, 29 USC 701 et seq., as
192-amended from time to time;
193-(3) "Community rehabilitation program" means any entity or
194-individual that provides directly for or facilitates the provision of
195-vocational rehabilitation services to, or provides services in connection
196-with, the recruiting, hiring or managing of the employment of persons
197-with disabilities based on an individualized plan and budget for each Substitute Senate Bill No. 107

201-worker with a disability;
202-(4) "Commercial contractor" means any for-profit proprietorship,
203-partnership, joint venture, corporation, limited liability company, trust,
204-association or other privately owned entity that employs persons to
205-perform janitorial work or contractual services, and that enters into
206-contracts to provide janitorial services or contractual services;
207-(5) "Janitorial work" means work performed in connection with the
208-care or maintenance of buildings, including, but not limited to, work
209-customarily performed by cleaners, porters, janitors and handypersons;
210-(6) "Janitorial contract" means a contract or subcontract to perform
211-janitorial work for a department or agency of the state;
212-(7) "Person with a disadvantage" means any individual who is
213-determined by the Labor Department, or its designee, to be eligible for
214-employment services in accordance with the Workforce Innovation and
215-Opportunity Act or whose verified individual gross annual income
216-during the previous calendar year was not greater than two hundred
217-per cent of the federal poverty level for a family of four;
218-(8) "Awarding authority" means the Commissioner of Administrative
219-Services, Chief Court Administrator of the Judicial Branch and
220-[president] chancellor of the Connecticut State Colleges and
221-Universities, as applicable; and
222-(9) "Contractual services" includes, but is not limited to, any and all
223-laundry and cleaning services, mail supply room staffing, data entry,
224-telephone call center staffing and other services specified by the
225-Commissioner of Administrative Services under subsection (b) of this
226-section.
227-(b) (1) The Commissioner of Administrative Services shall establish a
228-program to create and expand janitorial work job opportunities for Substitute Senate Bill No. 107
159+for certification and degree programs offered by the Technical 111
160+Education and Career System and the community-technical college 112
161+system to ensure that such programs meet the employment needs of 113
162+business and industry, (2) develop strategies to strengthen the linkage 114
163+between skill standards for education and training and the employment 115
164+needs of business and industry, (3) assess the unmet demand from 116
165+employers in the state to hire graduates of trade programs from 117
166+technical education and career schools and the unmet demand from 118
167+students in the state to enroll in a trade program at a technical education 119
168+and career school, and (4) assess opportunities to increase utilization of 120
169+technical education and career schools during after school hours and on 121
170+weekends. 122
171+Sec. 6. Subsection (b) of section 4-124ff of the general statutes is 123
172+repealed and the following is substituted in lieu thereof (Effective July 1, 124
173+2024): 125
174+(b) There is established a Council of Advisors on Strategies for the 126

176+partnerships, identify benchmarks for technology-based workforce 128

191+Sec. 7. Subsections (a) to (d), inclusive, of section 4a-82 of the general 143 Substitute Bill No. 107

232-persons with a disability and persons with a disadvantage. The program
233-shall create full-time jobs or full-time equivalents at standard wage rates
234-for persons with disabilities and persons with disadvantages. The
235-Judicial Branch and Board of Regents for Higher Education may
236-participate in such program.
237-(2) The Commissioner of Administrative Services may expand such
238-program to include contractual services that the commissioner deems
239-appropriate and shall post a list of such services on the department's
240-Internet web site.
241-(c) Notwithstanding any other provision of the general statutes,
242-under such program, the awarding authority may award janitorial
243-contracts or contracts for contractual services pursuant to the following
244-procedures: (1) Upon receipt of a request for janitorial services or a
245-contractual service that the Commissioner of Administrative Services
246-has deemed appropriate for inclusion in the program by an agency or
247-department of the state, the awarding authority shall notify each
248-qualified partnership, as described in subsections (e) to (l), inclusive, of
249-this section, of such request and invite each qualified partnership in
250-good standing to submit a bid proposal for such janitorial contract or
251-service contract to the awarding authority in a manner and form as
252-prescribed by the awarding authority; (2) in the event that only one such
253-qualified partnership submits a bid or proposal for such janitorial or
254-service contract, the awarding authority shall award such contract to
255-such qualified partnership, provided such bid or proposal does not
256-exceed the fair market value for such contract, as determined by the
257-awarding authority; (3) if more than one qualified partnership submits
258-a bid or proposal, the awarding authority shall award the contract to the
259-lowest responsible qualified bidder or most advantageous proposer, as
260-described in section 4a-59; and (4) in the event that a qualified
261-partnership does not submit a bid or proposal or is not awarded such
262-contract, the awarding authority shall award such contract in Substitute Senate Bill No. 107

222+perform janitorial work or contractual services, and that enters into 168
223+contracts to provide janitorial services or contractual services; 169
224+(5) "Janitorial work" means work performed in connection with the 170
225+care or maintenance of buildings, including, but not limited to, work 171

305-pro tempore of the Senate, (5) one member who is a chief elected official
306-of a municipality, who shall be appointed by the minority leader of the
307-Senate, and (6) one member who is a representative of small business
308-who shall be appointed by the minority leader of the House of
309-Representatives. The commission shall convene a meeting at least once
310-during each calendar quarter.
311-Sec. 9. Section 5-199d of the general statutes is repealed and the
312-following is substituted in lieu thereof (Effective July 1, 2024):
313-The Department of Administrative Services or any other state agency
314-which seeks to contract for training for their employees shall, prior to
315-entering into a contract, contact the [president] chancellor of the
316-Connecticut State Colleges and Universities, or [said president's] the
317-chancellor's designee, to determine if an appropriate training program
318-exists or can be designed at a regional community-technical college.
319-Nothing in this section shall preclude an agency from considering or
320-choosing other providers to meet such training need.
321-Sec. 10. Subsection (a) of section 7-323k of the general statutes is
322-repealed and the following is substituted in lieu thereof (Effective July 1,
323-2024):
324-(a) There is established a Commission on Fire Prevention and Control
325-to consist of twelve members appointed by the Governor. The State Fire
326-Marshal or [his or her] the State Fire Marshal's designee and the
327-[president] chancellor of the Connecticut State Colleges and Universities
328-or [his or her] the chancellor's designee shall serve as ex-officio, voting
329-members of said commission. Of the twelve members appointed by the Substitute Senate Bill No. 107

235+(7) "Person with a disadvantage" means any individual who is 175
236+determined by the Labor Department, or its designee, to be eligible for 176
237+employment services in accordance with the Workforce Innovation and 177
238+Opportunity Act or whose verified individual gross annual income 178
239+during the previous calendar year was not greater than two hundred 179
240+per cent of the federal poverty level for a family of four; 180
241+(8) "Awarding authority" means the Commissioner of Administrative 181
242+Services, Chief Court Administrator of the Judicial Branch and 182
243+[president] chancellor of the Connecticut State Colleges and 183
244+Universities, as applicable; and 184
245+(9) "Contractual services" includes, but is not limited to, any and all 185
246+laundry and cleaning services, mail supply room staffing, data entry, 186
247+telephone call center staffing and other services specified by the 187
248+Commissioner of Administrative Services under subsection (b) of this 188
249+section. 189
250+(b) (1) The Commissioner of Administrative Services shall establish a 190
251+program to create and expand janitorial work job opportunities for 191
252+persons with a disability and persons with a disadvantage. The program 192
253+shall create full-time jobs or full-time equivalents at standard wage rates 193
254+for persons with disabilities and persons with disadvantages. The 194
255+Judicial Branch and Board of Regents for Higher Education may 195
256+participate in such program. 196
257+(2) The Commissioner of Administrative Services may expand such 197
258+program to include contractual services that the commissioner deems 198
259+appropriate and shall post a list of such services on the department's 199
260+Internet web site. 200
261+(c) Notwithstanding any other provision of the general statutes, 201
262+under such program, the awarding authority may award janitorial 202
263+contracts or contracts for contractual services pursuant to the following 203
264+procedures: (1) Upon receipt of a request for janitorial services or a 204 Substitute Bill No. 107

340-Sec. 11. Subsection (a) of section 7-608 of the general statutes is
341-repealed and the following is substituted in lieu thereof (Effective July 1,
342-2024):
343-(a) There is established a Neighborhood Revitalization Zone
344-Advisory Board. The board shall consist of the following voting
345-members: (1) The Secretary of the Office of Policy and Management; (2)
346-the director of the Institute for Municipal and Regional Policy at The
347-University of Connecticut; (3) the [president] chancellor of the
348-Connecticut State Colleges and Universities; (4) the heads of those state
349-agencies deemed appropriate by the secretary; (5) the chief executive
350-officer of a municipality in which a neighborhood revitalization zone
351-planning committee, pursuant to this chapter, was established on or
352-before July 1, 1998; and (6) one member of each such neighborhood
353-revitalization zone planning committee appointed by the chief executive
354-officer based upon recommendations submitted to him by such
355-committee. In a municipality having more than one neighborhood
356-revitalization zone planning committee, each committee shall submit its
357-recommendations to the chief executive officer and he shall choose the
358-board member to be appointed from such recommendations. Each
359-member of the board may designate a person to represent him on said
360-board. The membership of the board shall be increased on September 1,
361-1999, and annually thereafter, to reflect the addition of a municipal chief
362-executive officer and a member of a neighborhood revitalization zone
363-planning committee having been established in the preceding twelve Substitute Senate Bill No. 107

275+this section, of such request and invite each qualified partnership in 209
276+good standing to submit a bid proposal for such janitorial contract or 210
277+service contract to the awarding authority in a manner and form as 211
278+prescribed by the awarding authority; (2) in the event that only one such 212
279+qualified partnership submits a bid or proposal for such janitorial or 213
280+service contract, the awarding authority shall award such contract to 214
281+such qualified partnership, provided such bid or proposal does not 215
282+exceed the fair market value for such contract, as determined by the 216
283+awarding authority; (3) if more than one qualified partnership submits 217
284+a bid or proposal, the awarding authority shall award the contract to the 218
285+lowest responsible qualified bidder or most advantageous proposer, as 219
286+described in section 4a-59; and (4) in the event that a qualified 220
287+partnership does not submit a bid or proposal or is not awarded such 221
288+contract, the awarding authority shall award such contract in 222
289+accordance with the provisions of sections 4a-52a, 4a-59, 10a-151b and 223
290+17a-796, or title 51, as applicable. No awarding authority shall award a 224
291+contract under the provisions of this subsection at a site where 225
292+employees are employed pursuant to an existing collective bargaining 226
293+agreement or where a contract has been awarded pursuant to section 227

372-(b) The Governor shall appoint, with the advice and consent of the
373-General Assembly, the members of said board, provided each student
374-member (1) is on the list submitted to the Governor pursuant to section
375-10-2a, (2) is enrolled in a public high school in the state, (3) has
376-completed eleventh grade prior to the commencement of his term, (4)
377-has at least a B plus average, and (5) provides at least three references
378-from teachers in the school the student member is attending. The
379-nonstudent members shall serve for terms of four years commencing on
380-March first in the year of their appointment. The student members shall
381-serve for terms of one year commencing on July first in the year of their
382-appointment. The [president] chancellor of the Connecticut State
383-Colleges and Universities, the chairperson of the Technical Education
384-and Career System board and the Chief Workforce Officer shall serve as
385-ex-officio members without a vote. Any vacancy in [said] the State
386-Board of Education shall be filled in the manner provided in section 4-
387-19.
388-Sec. 13. Subsection (b) of section 10-16p of the 2024 supplement to the
389-general statutes is repealed and the following is substituted in lieu
390-thereof (Effective July 1, 2024):
391-(b) (1) The office shall be the lead agency for school readiness. For
392-purposes of this section and section 10-16u, school readiness program
393-providers eligible for funding from the office shall include local and
394-regional boards of education, regional educational service centers,
395-family resource centers and providers of child care centers, group child
396-care homes and family child care homes, as described in section 19a-77, Substitute Senate Bill No. 107

401-meet any standards established by the commissioner. The office shall
402-establish standards for school readiness programs. The standards may
403-include, but need not be limited to, guidelines for staff-child
404-interactions, curriculum content, including preliteracy development,
405-lesson plans, parental involvement, staff qualifications and training,
406-transition to school and administration. The office shall develop age-
407-appropriate developmental skills and goals for children attending such
408-programs. The commissioner, in consultation with the [president]
409-chancellor of the Connecticut State Colleges and Universities, the
410-Commissioners of Education and Social Services and other appropriate
411-entities, shall develop a professional development program for the staff
412-of school readiness programs.
413-(2) For purposes of this section:
414-(A) Prior to July 1, 2022, "staff qualifications" means that for each
415-early childhood education program accepting state funds for infant,
416-toddler and preschool spaces associated with such program's child care
417-program or school readiness program, there is in each classroom an
418-individual who has at least the following: (i) A childhood development
419-associate credential or an equivalent credential issued by an
420-organization approved by the commissioner and twelve credits or more
421-in early childhood education or child development, as determined by
422-the commissioner or the [president] chancellor of the Connecticut State
423-Colleges and Universities, after consultation with the commissioner,
424-from an institution of higher education (I) accredited by the Board of
425-Regents for Higher Education or Office of Higher Education, and (II)
426-regionally accredited; (ii) an associate degree with twelve credits or
427-more in early childhood education or child development, as determined
428-by the commissioner or the [president] chancellor of the Connecticut
429-State Colleges and Universities, after consultation with the
430-commissioner, from such an institution; (iii) a four-year degree with Substitute Senate Bill No. 107

454-education that is regionally accredited, or (IV) satisfy the requirements
455-of subdivision (3), (4) or (5) of this subsection, and (ii) such remaining
456-individuals with the primary responsibility for a classroom of children
457-hold a childhood development associate credential or an equivalent
458-credential issued by an organization approved by the commissioner and
459-twelve credits or more in early childhood education or child
460-development, as determined by the commissioner or the [president]
461-chancellor of the Connecticut State Colleges and Universities, after
462-consultation with the commissioner, from an institution of higher
463-education (I) accredited by the Board of Regents for Higher Education
464-or Office of Higher Education, and (II) regionally accredited; Substitute Senate Bill No. 107

490-individuals with the primary responsibility for a classroom of children
491-(i) hold certification pursuant to section 10-145b with an endorsement in
492-early childhood education or early childhood special education, (ii) have
493-been issued an early childhood teacher credential, pursuant to
494-subdivision (2) of section 10-520b, (iii) hold at least a bachelor's degree
495-with a concentration in early childhood education from an institution of
496-higher education that is regionally accredited, or (iv) satisfy the
497-requirements of subdivision (3), (4) or (5) of this subsection.

507-school readiness program shall be considered to meet the staff
508-qualifications required under subparagraphs (B) to (D), inclusive, of
509-subdivision (2) of this subsection. No such early childhood education
510-program shall terminate any such individual from employment for
511-purposes of meeting the staff qualification requirements set forth in
512-subparagraph (B), (C) or (D) of subdivision (2) of this subsection.
513-(4) Any individual with an associate degree or a bachelor's degree in
514-early childhood education or child development or an associate degree
515-or a bachelor's degree and twelve credits or more in early childhood
516-education or child development from an institution of higher education
517-that is regionally accredited, other than an associate degree or a
518-bachelor's degree with a concentration in early childhood education,
519-may submit documentation concerning such degree for review and
520-assessment by the office as to whether such degree has a sufficient
521-concentration in early childhood education so as to satisfy the
522-requirements set forth in subparagraphs (B) to (D), inclusive, of
523-subdivision (2) of this subsection.
524-(5) Any individual with an associate degree with twelve credits or
525-more in early childhood education or child development, as determined
526-by the commissioner or the [president] chancellor of the Connecticut
527-State Colleges and Universities, after consultation with the
528-commissioner, from an institution of higher education (A) accredited by
529-the Board of Regents for Higher Education or Office of Higher
530-Education, and (B) regionally accredited, who has been employed in the
531-same early childhood education program that accepts state funds for
532-infant, toddler and preschool spaces associated with such program's Substitute Senate Bill No. 107
387+before July 1, 1998; and (6) one member of each such neighborhood 303
388+revitalization zone planning committee appointed by the chief executive 304

538-subparagraphs (B) to (D), inclusive, of subdivision (2) of this subsection
539-until June 30, 2025. On and after July 1, 2025, such individual shall hold
540-a childhood development associate credential or an equivalent
541-credential, described in subparagraph (A) of subdivision (2) of this
542-subsection, or otherwise meet the staff qualifications required under
543-subparagraphs (C) and (D) of subdivision (2) of this subsection. Any
544-such individual who terminates his or her employment with such early
545-childhood education program on or before June 30, 2025, and accepts a
546-position at another early childhood education program accepting state
547-funds for spaces associated with such program's child care program or
548-school readiness program shall submit documentation of such
549-individual's progress toward meeting the staff qualification
550-requirements set forth in subparagraph (B) to (D), inclusive, of
551-subdivision (2) of this subsection in a manner determined by the office.
552-Sec. 14. Subsection (a) of section 10-16z of the general statutes is
553-repealed and the following is substituted in lieu thereof (Effective July 1,
554-2024):
555-(a) There is established the Early Childhood Cabinet. The cabinet
556-shall consist of: (1) The Commissioner of Early Childhood, or the
557-commissioner's designee, (2) the Commissioner of Education, or the
558-commissioner's designee, (3) the Commissioner of Social Services, or the
559-commissioner's designee, (4) the [president] chancellor of the
560-Connecticut State Colleges and Universities, or the [president's]
561-chancellor's designee, (5) the Commissioner of Public Health, or the
562-commissioner's designee, (6) the Commissioner of Developmental
563-Services, or the commissioner's designee, (7) the Commissioner of
564-Children and Families, or the commissioner's designee, (8) the executive
565-director of the Commission on Women, Children, Seniors, Equity and

426+Sec. 13. Subsection (b) of section 10-16p of the 2024 supplement to the 336
427+general statutes is repealed and the following is substituted in lieu 337
428+thereof (Effective July 1, 2024): 338
429+(b) (1) The office shall be the lead agency for school readiness. For 339
430+purposes of this section and section 10-16u, school readiness program 340
431+providers eligible for funding from the office shall include local and 341
432+regional boards of education, regional educational service centers, 342
433+family resource centers and providers of child care centers, group child 343
434+care homes and family child care homes, as described in section 19a-77, 344
435+Head Start programs, preschool programs and other programs that 345
436+meet any standards established by the commissioner. The office shall 346
437+establish standards for school readiness programs. The standards may 347
438+include, but need not be limited to, guidelines for staff-child 348
439+interactions, curriculum content, including preliteracy development, 349
440+lesson plans, parental involvement, staff qualifications and training, 350
441+transition to school and administration. The office shall develop age-351
442+appropriate developmental skills and goals for children attending such 352
443+programs. The commissioner, in consultation with the [president] 353
444+chancellor of the Connecticut State Colleges and Universities, the 354
445+Commissioners of Education and Social Services and other appropriate 355
446+entities, shall develop a professional development program for the staff 356
447+of school readiness programs. 357
448+(2) For purposes of this section: 358
449+(A) Prior to July 1, 2022, "staff qualifications" means that for each 359
450+early childhood education program accepting state funds for infant, 360
451+toddler and preschool spaces associated with such program's child care 361
452+program or school readiness program, there is in each classroom an 362
453+individual who has at least the following: (i) A childhood development 363
454+associate credential or an equivalent credential issued by an 364
455+organization approved by the commissioner and twelve credits or more 365
456+in early childhood education or child development, as determined by 366
457+the commissioner or the [president] chancellor of the Connecticut State 367
458+Colleges and Universities, after consultation with the commissioner, 368 Substitute Bill No. 107

570-of the Connecticut Head Start State Collaboration Office, (10) a parent
571-or guardian of a child who attends or attended a school readiness
572-program appointed by the minority leader of the House of
573-Representatives, (11) a representative of a local provider of early
574-childhood education appointed by the minority leader of the Senate, (12)
575-a representative of the Connecticut Family Resource Center Alliance
576-appointed by the majority leader of the House of Representatives, (13) a
577-representative of a state-funded child care center appointed by the
578-majority leader of the Senate, (14) two appointed by the speaker of the
579-House of Representatives, one of whom is a member of a board of
580-education for a town designated as an alliance district, as defined in
581-section 10-262u, and one of whom is a parent who has a child attending
582-a school in an educational reform district, as defined in section 10-262u,
583-(15) two appointed by the president pro tempore of the Senate, one of
584-whom is a representative of an association of early education and child
585-care providers and one of whom is a representative of a public
586-elementary school with a prekindergarten program, (16) ten appointed
587-by the Governor, one of whom is a representative of the Connecticut
588-Head Start Association, one of whom is a representative of the business
589-community in this state, one of whom is a representative of the
590-philanthropic community in this state, one of whom is a representative
591-of the Connecticut State Employees Association, one of whom is an
592-administrator of the child care development block grant pursuant to the
593-Child Care and Development Block Grant Act of 1990, one of whom is
594-responsible for administering grants received under section 1419 of Part
595-B of the Individuals with Disabilities Education Act, 20 USC 1419, as
596-amended from time to time, one of whom is responsible for
597-administering the provisions of Title I of the Elementary and Secondary
598-Education Act, 20 USC 6301 et seq., one of whom is responsible for
599-coordinating education services to children and youth who are
600-homeless, one of whom is a licensed family child care home provider
601-and a member of a staffed family child care network identified by the
602-Commissioner of Early Childhood, and one of whom is a parent Substitute Senate Bill No. 107

611-Commissioner of Mental Health and Addiction Services, or the
612-commissioner's designee.
613-Sec. 15. Subsection (a) of section 10-16nn of the general statutes is
614-repealed and the following is substituted in lieu thereof (Effective July 1,
615-2024):
616-(a) There is established an Interagency Council for Ending the
617-Achievement Gap. The council shall consist of: (1) The Lieutenant
618-Governor, or the Lieutenant Governor's designee, (2) the Commissioner

620-Children and Families, or the commissioner's designee, (4) the
621-Commissioner of Social Services, or the commissioner's designee, (5) the

623-[president] chancellor of the Connecticut State Colleges and
624-Universities, or the [president's] chancellor's designee, (7) the
625-Commissioner of Economic and Community Development, or the
626-commissioner's designee, (8) the Commissioner of Administrative
627-Services, or the commissioner's designee, (9) the Secretary of the Office
628-of Policy and Management, or the secretary's designee, (10) the
629-Commissioner of Housing, or the commissioner's designee, and (11) the
630-Chief Court Administrator, or the Chief Court Administrator's
631-designee. The chairperson of the council shall be the Lieutenant
632-Governor, or the Lieutenant Governor's designee. The council shall meet
633-at least quarterly.
634-Sec. 16. Subsection (c) of section 10-16pp of the general statutes is
635-repealed and the following is substituted in lieu thereof (Effective July 1,

465+from an institution of higher education (I) accredited by the Board of 369
466+Regents for Higher Education or Office of Higher Education, and (II) 370

476+certification pursuant to section 10-145b with an endorsement in early 380

479+education that is regionally accredited; or (vi) a bachelor's degree with 383
480+a concentration in early childhood education from an institution of 384
481+higher education that is regionally accredited; 385
482+(B) From July 1, 2022, until June 30, 2025, "staff qualifications" means 386
483+that for each early childhood education program accepting state funds 387
484+for infant, toddler and preschool spaces associated with such program's 388
485+child care program or school readiness program, (i) at least fifty per cent 389
486+of those individuals with the primary responsibility for a classroom of 390
487+children (I) hold certification pursuant to section 10-145b with an 391
488+endorsement in early childhood education or early childhood special 392
489+education, (II) have been issued an early childhood teacher credential, 393
490+pursuant to section 10-520b, (III) hold at least an associate degree with a 394
491+concentration in early childhood education from an institution of higher 395
492+education that is regionally accredited, or (IV) satisfy the requirements 396
493+of subdivision (3), (4) or (5) of this subsection, and (ii) such remaining 397
494+individuals with the primary responsibility for a classroom of children 398
495+hold a childhood development associate credential or an equivalent 399
496+credential issued by an organization approved by the commissioner and 400
497+twelve credits or more in early childhood education or child 401

651-within the Department of Education. Membership of the council shall
652-consist of: (1) The Commissioner of Education and the [president]

654-designees, (2) one representative from each of the following
655-associations, designated by the association, the Connecticut Association
656-of Boards of Education, the Connecticut Association of Public School
657-Superintendents, the Connecticut Federation of School Administrators,
658-the Connecticut Education Association, the American Federation of
659-Teachers-Connecticut, the Connecticut Association of School
660-Administrators and the Connecticut Association of Schools, (3) a
661-representative from the Task Force to Diversify the Educator Workforce,
662-established pursuant to section 10-156aa, as amended by this act,
663-designated by the chairpersons of said task force, and (4) persons
664-selected by the Commissioner of Education who shall include, but need
665-not be limited to, teachers, persons with expertise in performance
666-evaluation processes and systems, and any other person the
667-commissioner deems appropriate.
668-Sec. 18. Subsection (c) of section 10-155l of the general statutes is

528+early childhood education program accepting state funds for infant, 426
529+toddler and preschool spaces associated with such program's child care 427
530+program or school readiness program, one hundred per cent of those 428
531+individuals with the primary responsibility for a classroom of children 429
532+(i) hold certification pursuant to section 10-145b with an endorsement in 430
533+early childhood education or early childhood special education, (ii) have 431
534+been issued an early childhood teacher credential, pursuant to 432
535+subdivision (2) of section 10-520b, (iii) hold at least a bachelor's degree 433
536+with a concentration in early childhood education from an institution of 434
537+higher education that is regionally accredited, or (iv) satisfy the 435 Substitute Bill No. 107

674-(c) Not later than October 1, 2007, the Regional Educational Service
675-Center Minority Recruiting Alliance, in consultation with the
676-Department of Education, the Board of Regents for Higher Education,
677-the constituent units of the state system of higher education and the
678-Connecticut Conference of Independent Colleges, shall propose
679-guidelines to the Commissioner of Education and the [president]
680-chancellor of the Connecticut State Colleges and Universities for pilot
681-programs to recruit and retain minority teachers and may consider, but
682-such consideration need not be limited to, the establishment and
683-operation of the following pilot programs:
684-(1) A fellows program leading to the eligibility for an educator
685-certificate for minority individuals who have (A) completed an intensive
686-summer session focusing on classroom management and methodology,
687-(B) received a bachelor's degree from an institution of higher education
688-accredited by the Board of Regents for Higher Education or Office of
689-Higher Education or regionally accredited, (C) achieved a satisfactory
690-score on the examination required pursuant to section 10-145f or have
691-had such requirement waived pursuant to said section, and (D) have
692-such other qualifications for the issuance of an educator certificate as are
693-required for individuals participating in the alternate route to
694-certification program under section 10-155d;
695-(2) A competitive grant program to assist local and regional boards
696-of education to form and operate future teachers' clubs as part of the
697-extracurricular activities at middle and high schools under their
698-jurisdiction; and
699-(3) A program to allow minority college seniors who are majoring in
700-subject shortage areas pursuant to section 10-8b but who are not
701-enrolled in a teacher preparation program to receive up to three credits
702-for working as cadet teachers in a public school and, upon graduation
703-and recommendation by school officials, to allow such cadet teachers to
704-enter a fellows program pursuant to subdivision (1) of this subsection if Substitute Senate Bill No. 107

709-Sec. 19. Subsection (a) of section 10-155m of the general statutes is
710-repealed and the following is substituted in lieu thereof (Effective July 1,

712-(a) The Commissioner of Education, the [president] chancellor of the
713-Connecticut State Colleges and Universities and the dean of the Neag
714-School of Education at The University of Connecticut shall jointly
715-develop a plan to assist local and regional boards of education in
716-promoting the teaching profession as a career option to students in high
717-school. Such plan shall include, but need not be limited to, a means for
718-local and regional boards of education to develop partnerships with
719-educator preparation programs in the state, and the creation of
720-counseling programs directed to high school students in order to inform
721-them about and recruit them to the teaching profession.
722-Sec. 20. Subdivision (8) of subsection (b) of section 10-156aa of the
723-general statutes is repealed and the following is substituted in lieu
724-thereof (Effective July 1, 2024):
725-(8) The [president] chancellor of the Connecticut State Colleges and
726-Universities, or the [president's] chancellor's designee;
727-Sec. 21. Section 10-156bb of the 2024 supplement to the general
728-statutes is repealed and the following is substituted in lieu thereof
729-(Effective July 1, 2024):
730-There is established an Increasing Educator Diversity Policy
731-Oversight Council within the Department of Education. The council
732-shall consist of (1) the Commissioner of Education, or the
733-commissioner's designee, (2) two representatives from the Task Force to
734-Diversify the Educator Workforce, established pursuant to section 10-
735-156aa, as amended by this act, (3) one representative from each of the
736-exclusive bargaining units for certified employees, chosen pursuant to Substitute Senate Bill No. 107
544+requirements of subdivision (3), (4) or (5) of this subsection. 436
545+(3) Any individual with a bachelor's degree in early childhood 437
546+education or child development or a bachelor's degree and twelve 438
547+credits or more in early childhood education or child development, 439
548+who, on or before June 30, 2015, is employed by an early childhood 440
549+education program that accepts state funds for infant, toddler and 441
550+preschool spaces associated with such program's child care program or 442
551+school readiness program shall be considered to meet the staff 443
552+qualifications required under subparagraphs (B) to (D), inclusive, of 444
553+subdivision (2) of this subsection. No such early childhood education 445
554+program shall terminate any such individual from employment for 446
555+purposes of meeting the staff qualification requirements set forth in 447
556+subparagraph (B), (C) or (D) of subdivision (2) of this subsection. 448
557+(4) Any individual with an associate degree or a bachelor's degree in 449
558+early childhood education or child development or an associate degree 450
559+or a bachelor's degree and twelve credits or more in early childhood 451
560+education or child development from an institution of higher education 452
561+that is regionally accredited, other than an associate degree or a 453
562+bachelor's degree with a concentration in early childhood education, 454
563+may submit documentation concerning such degree for review and 455
564+assessment by the office as to whether such degree has a sufficient 456
565+concentration in early childhood education so as to satisfy the 457
566+requirements set forth in subparagraphs (B) to (D), inclusive, of 458
567+subdivision (2) of this subsection. 459
568+(5) Any individual with an associate degree with twelve credits or 460
569+more in early childhood education or child development, as determined 461
570+by the commissioner or the [president] chancellor of the Connecticut 462
571+State Colleges and Universities, after consultation with the 463
572+commissioner, from an institution of higher education (A) accredited by 464
573+the Board of Regents for Higher Education or Office of Higher 465
574+Education, and (B) regionally accredited, who has been employed in the 466
575+same early childhood education program that accepts state funds for 467
576+infant, toddler and preschool spaces associated with such program's 468 Substitute Bill No. 107

740-section 10-153b, (4) the [president] chancellor of the Connecticut State
741-Colleges and Universities, or the [president's] chancellor's designee, and
742-(5) a representative from an alternate route to certification program,

744-quarterly meetings and advise, at least quarterly, the Commissioner of
745-Education, or the commissioner's designee, on ways to (A) encourage
746-diverse students in middle and secondary school to attend institutions
747-of higher education and enter teacher preparation programs, (B) recruit
748-diverse students attending institutions of higher education to enroll in
749-teacher preparation programs and pursue teaching careers, (C) recruit
750-and retain diverse educators in Connecticut schools, (D) recruit diverse
751-educators from other states to teach in Connecticut schools, and (E)
752-recruit diverse professionals in other fields to enter teaching. The
753-council shall report, annually, in accordance with the provisions of
754-section 11-4a, on the recommendations given to the commissioner, or
755-the commissioner's designee, pursuant to the provisions of this section,
756-to the joint standing committee of the General Assembly having
757-cognizance of matters relating to education. For purposes of this section,
758-"diverse" means individuals whose race is defined as other than white,
759-or whose ethnicity is defined as Hispanic or Latino by the federal Office
760-of Management and Budget for use by the Bureau of Census of the
761-United States Department of Commerce.
762-Sec. 22. Section 10a-1b of the general statutes is repealed and the
763-following is substituted in lieu thereof (Effective July 1, 2024):
764-(a) The Board of Regents for Higher Education shall appoint a
765-[president] chancellor of the Connecticut State Colleges and Universities
766-who shall serve at the pleasure of the board. The [president] chancellor
767-of the Connecticut State Colleges and Universities shall (1) have the
768-authority to implement the policies, directives and rules of the board
769-and any additional responsibilities as the board may prescribe, (2)

775-interdependent support among the Connecticut State University
776-System, the regional community-technical college system and Charter
777-Oak State College, (4) balance central authority with institutional
778-differentiation, autonomy and creativity, and (5) facilitate cooperation
779-and synergy among the Connecticut State University System, the
780-regional community-technical college system and Charter Oak State
781-College. The [president] chancellor may designate an alternate to serve
782-as a member of any commission, foundation or committee upon which
783-the general statutes require the [president] chancellor to serve. Such
784-designee may vote on behalf of the [president] chancellor. There shall
785-be an executive staff responsible for the operation of the Board of
786-Regents for Higher Education. The executive staff shall be under the
787-direction of the [president] chancellor of the Connecticut State Colleges
788-and Universities, who shall be the chief executive officer of the Board of
789-Regents for Higher Education.
790-(b) The [president] chancellor may employ staff as is deemed
791-necessary, including, but not limited to, temporary assistants and
792-consultants. The board shall establish terms and conditions of
793-employment of the [president] chancellor and the board's staff,
794-prescribe their duties and fix the compensation of the [president]
795-chancellor and the board's professional and technical personnel.
796-(c) Upon recommendation of the [president] chancellor, the Board of
797-Regents for Higher Education shall appoint two [vice-presidents] vice-
798-chancellors. One [vice-president] vice-chancellor shall represent the

802-and responsibilities as the board and [president] chancellor shall
803-prescribe, so that each said constituent unit fulfills its mission. Such

809-(d) Not later than October 1, 2017, the [president] chancellor of the
810-Connecticut State Colleges and Universities shall establish the position
811-of outreach coordinator within the Connecticut State Colleges and
812-Universities system. Such outreach coordinator shall act as a liaison
813-between institutions within the system and businesses in the state to
814-develop workforce education and job training opportunities including
815-Early College Opportunity programs. Such position may be full time or
816-part time and may be held by an individual who also holds another
817-position within said system as part of such individual's regular duties
818-and without additional compensation.
819-Sec. 23. Subdivision (1) of subsection (a) of section 10a-11b of the 2024
820-supplement to the general statutes is repealed and the following is
821-substituted in lieu thereof (Effective July 1, 2024):
822-(1) The commission shall consist of the following voting members:
823-(A) The [president] chancellor of the Connecticut State Colleges and
824-Universities, the president of The University of Connecticut, or their
825-designees from the Board of Regents and Board of Trustees; (B) the

639+community in this state, one of whom is a representative of the 519
640+philanthropic community in this state, one of whom is a representative 520
641+of the Connecticut State Employees Association, one of whom is an 521
642+administrator of the child care development block grant pursuant to the 522
643+Child Care and Development Block Grant Act of 1990, one of whom is 523
644+responsible for administering grants received under section 1419 of Part 524
645+B of the Individuals with Disabilities Education Act, 20 USC 1419, as 525
646+amended from time to time, one of whom is responsible for 526
647+administering the provisions of Title I of the Elementary and Secondary 527
648+Education Act, 20 USC 6301 et seq., one of whom is responsible for 528
649+coordinating education services to children and youth who are 529
650+homeless, one of whom is a licensed family child care home provider 530
651+and a member of a staffed family child care network identified by the 531
652+Commissioner of Early Childhood, and one of whom is a parent 532
653+recommended by a parent advisory group that has been appointed by 533
654+the Commissioner of Early Childhood, (17) the Secretary of the Office of 534
655+Policy and Management, or the secretary's designee, (18) the Lieutenant 535

865-Sec. 24. Section 10a-19d of the general statutes is repealed and the
866-following is substituted in lieu thereof (Effective July 1, 2024):
867-(a) The [president] chancellor of the Connecticut State Colleges and
868-Universities shall, within available appropriations, expand the capacity
869-of programs for training early childhood education teachers through the
870-development of accelerated, alternate route programs to initial teacher
871-certification with an endorsement in early childhood education.

687+Sec. 16. Subsection (c) of section 10-16pp of the general statutes is 561

881-professional associations, early childhood education advocates and
882-practitioners, and persons knowledgeable in the area of career
883-development and programs in early childhood care and education, shall
884-define the preservice and minimum training requirements and
885-competencies for persons involved in early childhood education, from
886-birth to five years of age, including requirements for individual levels
887-of early childhood credentialing and licensing.
888-Sec. 25. Subsections (a) to (d), inclusive, of section 10a-44d of the 2024
889-supplement to the general statutes are repealed and the following is
890-substituted in lieu thereof (Effective July 1, 2024):
891-(a) For the purposes of this section:
892-(1) "Open educational resource" means a teaching, learning or
893-research resource that is (A) offered freely to users in at least one form,
894-and (B) either (i) in the public domain, or (ii) released under a creative
895-commons attribution license or other open copyright license;
896-(2) "Creative commons attribution license" means a copyright license
897-that allows for the free use, reuse, modification and distribution of a
898-work product, provided the original author is credited;
899-(3) "Open copyright license" means any copyright license that is not
900-a creative commons attribution license, but allows for the free use, reuse,
901-modification and distribution of a work product, provided the original
902-author is credited;
903-(4) "High-impact course" means a course of instruction for which

911-(5) "Course utilizing open educational resources" means a course in
912-which all required learning materials are an open educational resource;
913-and
914-(6) ["President"] "Chancellor" means the [president] chancellor of the
915-Connecticut State Colleges and Universities.
916-(b) There is established the Connecticut Open Educational Resource
917-Coordinating Council, which shall be part of the Connecticut State
918-Colleges and Universities. The [president] chancellor shall appoint the
919-members of the council which shall consist of the following: (1) A state-
920-wide coordinator, who shall collaborate with all institutions of higher
921-education to promote open educational resources and administer
922-grants; (2) one faculty member, one administrator and one staff member
923-from The University of Connecticut; (3) one faculty member, one
924-administrator and one staff member from the regional community-
925-technical college system; (4) one faculty member, one administrator and
926-one staff member from Charter Oak State College; (5) one faculty
927-member, one administrator and one staff member from the Connecticut
928-State University System; (6) one faculty member, one administrator and
929-one staff member from the independent institutions of higher education;
930-and (7) one student from any public or independent institution of higher
931-education in the state. All initial appointments to the council shall be
932-made not later than September 1, 2019, and shall expire on August 30,
933-2022, regardless of when the initial appointment was made. Any
934-member of the council may serve more than one term.
935-(c) The state-wide coordinator appointed by the [president]
936-chancellor shall serve as the chairperson of the council. The chairperson
937-shall schedule the first meeting of the council, which shall be held not Substitute Senate Bill No. 107
701+cognizance of matters relating to banks on the status of the plan 569
702+described in subsection (a) of this section. 570
703+Sec. 17. Subsection (a) of section 10-151d of the 2024 supplement to 571
704+the general statutes is repealed and the following is substituted in lieu 572
705+thereof (Effective July 1, 2024): 573
706+(a) There is established a Performance Evaluation Advisory Council 574
707+within the Department of Education. Membership of the council shall 575
708+consist of: (1) The Commissioner of Education and the [president] 576
709+chancellor of the Connecticut State Colleges and Universities, or their 577
710+designees, (2) one representative from each of the following 578
711+associations, designated by the association, the Connecticut Association 579
712+of Boards of Education, the Connecticut Association of Public School 580
713+Superintendents, the Connecticut Federation of School Administrators, 581
714+the Connecticut Education Association, the American Federation of 582
715+Teachers-Connecticut, the Connecticut Association of School 583
716+Administrators and the Connecticut Association of Schools, (3) a 584
717+representative from the Task Force to Diversify the Educator Workforce, 585
718+established pursuant to section 10-156aa, as amended by this act, 586
719+designated by the chairpersons of said task force, and (4) persons 587
720+selected by the Commissioner of Education who shall include, but need 588
721+not be limited to, teachers, persons with expertise in performance 589
722+evaluation processes and systems, and any other person the 590
723+commissioner deems appropriate. 591
724+Sec. 18. Subsection (c) of section 10-155l of the general statutes is 592
725+repealed and the following is substituted in lieu thereof (Effective July 1, 593
726+2024): 594
727+(c) Not later than October 1, 2007, the Regional Educational Service 595
728+Center Minority Recruiting Alliance, in consultation with the 596
729+Department of Education, the Board of Regents for Higher Education, 597
730+the constituent units of the state system of higher education and the 598
731+Connecticut Conference of Independent Colleges, shall propose 599
732+guidelines to the Commissioner of Education and the [president] 600 Substitute Bill No. 107

942-State Colleges and Universities shall serve as administrative staff of the
943-council. The state-wide coordinator may employ a part-time staff person

945-Resource Coordinating Council.
946-(d) Appointed members of the council shall serve for three-year terms
947-which shall commence on the date of appointment, except as provided
948-in subsection (b) of this section. Members shall continue to serve until
949-their successors are appointed. Any vacancy shall be filled by the
950-[president] chancellor. Any vacancy occurring other than by expiration
951-of term shall be filled for the balance of the unexpired term. A majority
952-of the council shall constitute a quorum for the transaction of any
953-business. The members of the council shall serve without compensation,
954-but shall, within the limits of available funds, be reimbursed for
955-expenses necessarily incurred in the performance of their duties.
956-Sec. 26. Section 10a-55e of the general statutes is repealed and the
957-following is substituted in lieu thereof (Effective July 1, 2024):
958-Each technical education and career school and public institution of
959-higher education shall develop, in such manner as the Commissioner of
960-Education and [president] chancellor of the Connecticut State Colleges
961-and Universities prescribe, agreements to share equipment required for
962-students participating in green jobs certificate or degree programs or
963-enrolled in a course of study concerning green jobs, including, but not
964-limited to, solar photovoltaic installation.
965-Sec. 27. Subsection (c) of section 10a-57d of the general statutes is
966-repealed and the following is substituted in lieu thereof (Effective July 1,
967-2024):
968-(c) Not later than March 1, 2019, the [president] chancellor of the

743+(1) A fellows program leading to the eligibility for an educator 605
744+certificate for minority individuals who have (A) completed an intensive 606
745+summer session focusing on classroom management and methodology, 607
746+(B) received a bachelor's degree from an institution of higher education 608
747+accredited by the Board of Regents for Higher Education or Office of 609
748+Higher Education or regionally accredited, (C) achieved a satisfactory 610
749+score on the examination required pursuant to section 10-145f or have 611
750+had such requirement waived pursuant to said section, and (D) have 612
751+such other qualifications for the issuance of an educator certificate as are 613
752+required for individuals participating in the alternate route to 614
753+certification program under section 10-155d; 615
754+(2) A competitive grant program to assist local and regional boards 616
755+of education to form and operate future teachers' clubs as part of the 617
756+extracurricular activities at middle and high schools under their 618
757+jurisdiction; and 619
758+(3) A program to allow minority college seniors who are majoring in 620
759+subject shortage areas pursuant to section 10-8b but who are not 621
760+enrolled in a teacher preparation program to receive up to three credits 622
761+for working as cadet teachers in a public school and, upon graduation 623
762+and recommendation by school officials, to allow such cadet teachers to 624
763+enter a fellows program pursuant to subdivision (1) of this subsection if 625
764+such a program is in operation. 626
765+Sec. 19. Subsection (a) of section 10-155m of the general statutes is 627
766+repealed and the following is substituted in lieu thereof (Effective July 1, 628
767+2024): 629
768+(a) The Commissioner of Education, the [president] chancellor of the 630
769+Connecticut State Colleges and Universities and the dean of the Neag 631 Substitute Bill No. 107

975-education regarding the uniform naming convention designed pursuant

978-Sec. 28. Section 10a-62 of the general statutes is repealed and the
979-following is substituted in lieu thereof (Effective July 1, 2024):
980-The members of the New England Board of Higher Education shall
981-be appointed as follows: (1) The Governor shall appoint two members,
982-who shall be the Commissioner of Education and the Chief Workforce
983-Officer, or their designees; (2) the president pro tempore of the Senate
984-shall appoint three members who are residents of the state, one of whom
985-shall be a member of the Senate and, upon the recommendation of the
986-[president] chancellor of the Connecticut State Colleges and
987-Universities, one of whom shall represent the Connecticut State
988-University System and one of whom shall represent the regional
989-community-technical college system; and (3) the speaker of the House
990-of Representatives shall appoint three members who are residents of the
991-state, one of whom shall be a member of the House of Representatives,
992-one of whom shall represent The University of Connecticut based on the
993-recommendation of the president of said university and one of whom
994-shall represent the independent institutions of higher education in the
995-state. The two persons appointed by the Governor shall be appointed
996-for a term of four years from October twenty-fourth in the year of their
997-appointment, except that in 1969 the Governor shall appoint one
998-member for a term of six years from October 24, 1969. Persons first
999-appointed by the president pro tempore and the speaker shall serve
1000-until February 1, 1971, and persons appointed as their successors shall
1001-serve for terms of two years each commencing as of the first day of
1002-February in the year of their appointment. Persons appointed as of July

1009-Sec. 29. Section 10a-144 of the general statutes is repealed and the

1011-There is established a higher education center for the central
1012-Naugatuck Valley region. The regional community-technical college
1013-established for the greater Waterbury area pursuant to subsection (g) of
1014-section 10a-78, shall be located at such center. The University of
1015-Connecticut shall have access to classrooms, faculty office space and
1016-concurrent and cooperative use of common student facilities including,
1017-but not limited to, library and athletic fields, at such center. [The Board
1018-of Trustees for the Regional Community-Technical Colleges and the
1019-Board of Trustees for The University of Connecticut shall jointly
1020-develop] The Board of Regents for Higher Education, in conjunction
1021-with the [president] chancellor of the Connecticut State Colleges and
1022-Universities, or [his] the chancellor's designee, shall develop an annual
1023-joint use plan for such center. On or before September 1, 1993, and
1024-annually thereafter, the [president] chancellor of the Connecticut State
1025-Colleges and Universities shall call and convene an initial meeting for
1026-the development of such plan.
1027-Sec. 30. Section 10a-161a of the general statutes is repealed and the
1028-following is substituted in lieu thereof (Effective July 1, 2024):
1029-The [president] chancellor of the Connecticut State Colleges and
1030-Universities and the Office of Higher Education shall report, biennially,
1031-in accordance with the provisions of section 11-4a, to the joint standing
1032-committee of the General Assembly having cognizance of matters
1033-relating to higher education on state, northeast regional and national
1034-trends in (1) the cost of attendance at public and independent
1035-institutions of higher education and private career schools, and (2) the
1036-availability and utilization of all forms of student financial aid for Substitute Senate Bill No. 107
776+School of Education at The University of Connecticut shall jointly 632
777+develop a plan to assist local and regional boards of education in 633
778+promoting the teaching profession as a career option to students in high 634
779+school. Such plan shall include, but need not be limited to, a means for 635
780+local and regional boards of education to develop partnerships with 636
781+educator preparation programs in the state, and the creation of 637
782+counseling programs directed to high school students in order to inform 638
783+them about and recruit them to the teaching profession. 639
784+Sec. 20. Subdivision (8) of subsection (b) of section 10-156aa of the 640
785+general statutes is repealed and the following is substituted in lieu 641
786+thereof (Effective July 1, 2024): 642
787+(8) The [president] chancellor of the Connecticut State Colleges and 643
788+Universities, or the [president's] chancellor's designee; 644
789+Sec. 21. Section 10-156bb of the 2024 supplement to the general 645
790+statutes is repealed and the following is substituted in lieu thereof 646
791+(Effective July 1, 2024): 647
792+There is established an Increasing Educator Diversity Policy 648
793+Oversight Council within the Department of Education. The council 649
794+shall consist of (1) the Commissioner of Education, or the 650
795+commissioner's designee, (2) two representatives from the Task Force to 651
796+Diversify the Educator Workforce, established pursuant to section 10-652
797+156aa, as amended by this act, (3) one representative from each of the 653
798+exclusive bargaining units for certified employees, chosen pursuant to 654
799+section 10-153b, (4) the [president] chancellor of the Connecticut State 655
800+Colleges and Universities, or the [president's] chancellor's designee, and 656
801+(5) a representative from an alternate route to certification program, 657
802+appointed by the Commissioner of Education. The council shall hold 658
803+quarterly meetings and advise, at least quarterly, the Commissioner of 659
804+Education, or the commissioner's designee, on ways to (A) encourage 660
805+diverse students in middle and secondary school to attend institutions 661
806+of higher education and enter teacher preparation programs, (B) recruit 662
807+diverse students attending institutions of higher education to enroll in 663 Substitute Bill No. 107

1040-academic and noncredit vocational courses and programs relative to
1041-economic conditions and personal income.
1042-Sec. 31. Subsection (b) of section 10a-169a of the general statutes is
1043-repealed and the following is substituted in lieu thereof (Effective July 1,
1044-2024):
1045-(b) Within available appropriations, the program shall provide grants
1046-for students entering or enrolling in an information technology related
1047-degree or certification program at any public or independent institution
1048-of higher education in this state. The scholarship shall not exceed three
1049-thousand dollars per student per year. The scholarship shall not exceed
1050-the combined costs of tuition and fees of an institution at which a
1051-recipient is or will be enrolled. The Board of Regents for Higher
1052-Education shall develop eligibility requirements for recipients. Such
1053-requirements may include income guidelines. Students shall be eligible
1054-for such scholarships for each year they are enrolled in an information
1055-technology related degree or certification program for a total of not
1056-more than four years per student. Students may apply for such
1057-scholarships to the Board of Regents for Higher Education at such time
1058-and in such manner as the [president] chancellor of the Connecticut
1059-State Colleges and Universities prescribes.
1060-Sec. 32. Subsection (c) of section 10a-169b of the general statutes is
1061-repealed and the following is substituted in lieu thereof (Effective July 1,
1062-2024):
1063-(c) Persons who qualify under subsection (b) of this section and meet
1064-any additional requirements established by the Board of Regents for
1065-Higher Education pursuant to this subsection shall be reimbursed on an
1066-annual basis for qualifying student loans. Such reimbursement shall not
1067-exceed two thousand five hundred dollars for each year of employment
1068-and for no more than a total of two years per person. A person
1069-qualifying under subsection (b) of this section shall only be reimbursed Substitute Senate Bill No. 107

815+and retain diverse educators in Connecticut schools, (D) recruit diverse 665
816+educators from other states to teach in Connecticut schools, and (E) 666
817+recruit diverse professionals in other fields to enter teaching. The 667
818+council shall report, annually, in accordance with the provisions of 668
819+section 11-4a, on the recommendations given to the commissioner, or 669
820+the commissioner's designee, pursuant to the provisions of this section, 670
821+to the joint standing committee of the General Assembly having 671
822+cognizance of matters relating to education. For purposes of this section, 672
823+"diverse" means individuals whose race is defined as other than white, 673
824+or whose ethnicity is defined as Hispanic or Latino by the federal Office 674
825+of Management and Budget for use by the Bureau of Census of the 675
826+United States Department of Commerce. 676
827+Sec. 22. Section 10a-1b of the general statutes is repealed and the 677
828+following is substituted in lieu thereof (Effective July 1, 2024): 678
829+(a) The Board of Regents for Higher Education shall appoint a 679
830+[president] chancellor of the Connecticut State Colleges and Universities 680
831+who shall serve at the pleasure of the board. The [president] chancellor 681
832+of the Connecticut State Colleges and Universities shall (1) have the 682
833+authority to implement the policies, directives and rules of the board 683
834+and any additional responsibilities as the board may prescribe, (2) 684
835+implement the goals identified in section 10a-11c and recommendations 685
836+made pursuant to section 10a-11b, as amended by this act, (3) build 686
837+interdependent support among the Connecticut State University 687
838+System, the regional community-technical college system and Charter 688
839+Oak State College, (4) balance central authority with institutional 689
840+differentiation, autonomy and creativity, and (5) facilitate cooperation 690
841+and synergy among the Connecticut State University System, the 691
842+regional community-technical college system and Charter Oak State 692
843+College. The [president] chancellor may designate an alternate to serve 693
844+as a member of any commission, foundation or committee upon which 694
845+the general statutes require the [president] chancellor to serve. Such 695
846+designee may vote on behalf of the [president] chancellor. There shall 696 Substitute Bill No. 107

1073-if such person is employed by a qualifying company at the time of
1074-application for loan reimbursement pursuant to this section. The Board
1075-of Regents for Higher Education may develop additional eligibility
1076-requirements for recipients. Such requirements may include income
1077-guidelines. Persons may apply for grants to the Board of Regents for
1078-Higher Education at such time and in such manner as the [president]
1079-chancellor of the Connecticut State Colleges and Universities prescribes.
1080-Sec. 33. Subsection (b) of section 10a-179a of the general statutes is
1081-repealed and the following is substituted in lieu thereof (Effective July 1,
1082-2024):
1083-(b) The Connecticut Higher Education Supplemental Loan Authority
1084-shall be governed by a board of directors consisting of the following ten
1085-members: (1) The State Treasurer, or the Treasurer's designee, who shall
1086-serve as an ex-officio voting member; (2) the Secretary of the Office of
1087-Policy and Management, or the secretary's designee, who shall serve as
1088-an ex-officio voting member; (3) the [president] chancellor of the
1089-Connecticut State Colleges and Universities, or the [president's]
1090-chancellor's designee, who shall serve as an ex-officio voting member;
1091-(4) the Chief Workforce Officer, or the officer's designee, who shall serve
1092-as an ex-officio, voting member; (5) the chairperson of the board of
1093-directors of the Connecticut Health and Educational Facilities
1094-Authority; (6) the executive director of the Connecticut Health and
1095-Educational Facilities Authority; (7) two residents of the state, each of
1096-whom is an active or retired trustee, director, officer or employee of a
1097-Connecticut institution for higher education, appointed by the board of
1098-directors of the Connecticut Health and Educational Facilities
1099-Authority; (8) a resident of this state with a favorable reputation for skill,
1100-knowledge and experience in the higher education loan field, appointed
1101-by the board of directors of the Connecticut Health and Educational
1102-Facilities Authority; and (9) a resident of this state with a favorable

1107-education loan field or in state and municipal finance, appointed by the
1108-board of directors of the Connecticut Health and Educational Facilities
1109-Authority. Of the four appointed members, not more than two may be
1110-members of the same political party. The Connecticut Health and
1111-Educational Facilities Authority board shall appoint a member or
1112-members each for a term of six years or until his or her successor is
1113-appointed and has qualified to succeed the members whose terms
1114-expire. Said authority board shall fill any vacancy for the unexpired
1115-term. A member of the Connecticut Higher Education Supplemental
1116-Loan Authority board shall be eligible for reappointment. Any member
1117-of the Connecticut Higher Education Supplemental Loan Authority
1118-board may be removed by the appointing authority for misfeasance,
1119-malfeasance or wilful neglect of duty. Each member of the Connecticut
1120-Higher Education Supplemental Loan Authority board before entering
1121-upon his or her duties shall take and subscribe the oath or affirmation
1122-required by section 1 of article eleventh of the State Constitution. A
1123-record of each such oath shall be filed in the office of the Secretary of the
1124-State.
1125-Sec. 34. Subsections (a) and (b) of section 12-413b of the general
1126-statutes are repealed and the following is substituted in lieu thereof
1127-(Effective July 1, 2024):
1128-(a) The [president] chancellor of the Connecticut State Colleges and
1129-Universities may select a direct payment permit holder, as described in
1130-section 12-409a, for a pilot program in accordance with the provisions
1131-of this section.
1132-(b) There shall be allowed a credit to such direct payment permit
1133-holder in an amount equal to the amount of a qualified investment, as
1134-defined in subsection (c) of this section, that is made on or after July 1,
1135-2000, against the use tax liability that is incurred under this chapter by
1136-such holder in making purchases on or after July 1, 2000, of computer
1137-equipment to be used in this state in electronic commerce. The total Substitute Senate Bill No. 107
853+be an executive staff responsible for the operation of the Board of 697
854+Regents for Higher Education. The executive staff shall be under the 698
855+direction of the [president] chancellor of the Connecticut State Colleges 699
856+and Universities, who shall be the chief executive officer of the Board of 700
857+Regents for Higher Education. 701
858+(b) The [president] chancellor may employ staff as is deemed 702
859+necessary, including, but not limited to, temporary assistants and 703
860+consultants. The board shall establish terms and conditions of 704
861+employment of the [president] chancellor and the board's staff, 705
862+prescribe their duties and fix the compensation of the [president] 706
863+chancellor and the board's professional and technical personnel. 707
864+(c) Upon recommendation of the [president] chancellor, the Board of 708
865+Regents for Higher Education shall appoint two [vice-presidents] vice-709
866+chancellors. One [vice-president] vice-chancellor shall represent the 710
867+Connecticut State University System and the other [vice-president] vice-711
868+chancellor shall represent the regional community-technical college 712
869+system. Each [vice-president] vice-chancellor shall perform such duties 713
870+and responsibilities as the board and [president] chancellor shall 714
871+prescribe, so that each said constituent unit fulfills its mission. Such 715
872+duties shall include, but not be limited to, oversight of academic 716
873+programs, student support services and institutional support. 717
874+(d) Not later than October 1, 2017, the [president] chancellor of the 718
875+Connecticut State Colleges and Universities shall establish the position 719
876+of outreach coordinator within the Connecticut State Colleges and 720
877+Universities system. Such outreach coordinator shall act as a liaison 721
878+between institutions within the system and businesses in the state to 722
879+develop workforce education and job training opportunities including 723
880+Early College Opportunity programs. Such position may be full time or 724
881+part time and may be held by an individual who also holds another 725
882+position within said system as part of such individual's regular duties 726
883+and without additional compensation. 727
884+Sec. 23. Subdivision (1) of subsection (a) of section 10a-11b of the 2024 728 Substitute Bill No. 107

1141-amount of such credits allowed under this section shall not exceed four
1142-million dollars in the aggregate. No credit shall be allowed under this
1143-section unless the [president] chancellor of the Connecticut State
1144-Colleges and Universities certifies, in a manner satisfactory to the
1145-Commissioner of Revenue Services, that a qualified investment has been
1146-made by the direct payment permit holder and that projects related to
1147-such investment have been completed. The Commissioner of Revenue
1148-Services may adopt regulations, in accordance with the provisions of
1149-chapter 54, which prescribe the procedures for the direct payment
1150-permit holder to claim the credit allowed under this section.
1151-Sec. 35. Subsection (b) of section 16-50aaa of the general statutes is
1152-repealed and the following is substituted in lieu thereof (Effective July 1,
1153-2024):
1154-(b) There shall be a Council on 5G Technology. The council shall
1155-consist of the following members or their designees: (1) One employee
1156-of the office of the Governor, designated by the Governor; (2) the
1157-Secretary of the Office of Policy and Management; (3) the Commissioner
1158-of Administrative Services; (4) the Commissioner of Transportation; (5)
1159-the Commissioner of Energy and Environmental Protection; (6) the
1160-president of The University of Connecticut; and (7) the [president]
1161-chancellor of the Connecticut State Colleges and Universities.
1162-Sec. 36. Subsection (a) of section 17a-52 of the general statutes is
1163-repealed and the following is substituted in lieu thereof (Effective July 1,
1164-2024):
1165-(a) There is established a Connecticut Suicide Advisory Board, within
1166-the Department of Children and Families, which shall be a coordinating
1167-source for suicide prevention across a person's lifespan, including, but
1168-not limited to, youth suicide prevention. The board may include (1)
1169-representatives from suicide prevention foundations, youth-serving

896+designees from the Board of Regents and Board of Trustees; (B) the 734
897+provost of the Connecticut State Colleges and Universities and the 735
898+provost of The University of Connecticut; (C) the chair of the Board of 736
899+Regents for the Connecticut State Colleges and Universities, and the 737
900+Board of Trustees [for] of The University of Connecticut, or the chairs' 738
901+designees; (D) the president, provost or chair of the board of a large 739
902+independent institution of higher education in the state, to be selected 740
903+by the president pro tempore of the Senate; (E) the president, provost or 741
904+chair of the board of a small independent institution of higher education 742
905+in the state, to be selected by the speaker of the House of 743
906+Representatives; (F) a representative from a private career school, to be 744
907+selected by the executive director of the Office of Higher Education; (G) 745
908+a teaching faculty representative from the Connecticut State 746
909+Universities, to be selected by the [president] chancellor of the 747
910+Connecticut State Colleges and Universities; (H) a teaching faculty 748
911+representative from the regional community-technical colleges, to be 749
912+selected by the [president] chancellor of the Connecticut State Colleges 750
913+and Universities; (I) a teaching faculty representative from The 751
914+University of Connecticut, to be selected by the president of The 752
915+University of Connecticut; (J) a teaching faculty representative from a 753
916+private career school in the state, to be selected by the executive director 754
917+of the Office of Higher Education; (K) one member appointed by the 755
918+president pro tempore of the Senate, who shall be a representative of a 756
919+large manufacturing employer in the state; (L) one member appointed 757
920+by the speaker of the House of Representatives, who shall be a 758
921+representative of a large financial or insurance services employer in the 759
922+state; (M) one member appointed by the majority leader of the Senate, 760
923+who shall be a representative of an information technology or digital 761
924+media employer in the state; (N) one member appointed by the minority 762 Substitute Bill No. 107

1174-organizations, civic or volunteer groups, state and local government
1175-agencies, tribal governments or organizations, health care providers or
1176-local organizations with expertise in the mental health of children or
1177-adults or mental health issues with a focus on suicide prevention, (2)
1178-one psychiatrist licensed to practice medicine in this state, (3) one
1179-psychologist licensed in this state, (4) one representative of a local or
1180-regional board of education, (5) one high school teacher, (6) one high
1181-school student, (7) one college or university faculty member, (8) one
1182-college or university student, (9) one parent, and (10) a person who has
1183-experienced suicide ideation or loss, all appointed by the Commissioner
1184-of Children and Families. The board shall include one representative of
1185-the Department of Public Health appointed by the Commissioner of
1186-Public Health, one representative of the state Department of Education
1187-appointed by the Commissioner of Education and one representative of
1188-the Board of Regents for Higher Education appointed by the [president]
1189-chancellor of the Connecticut State Colleges and Universities. The
1190-Commissioners of Children and Families and Mental Health and
1191-Addiction Services, or the commissioners' designees, shall serve as
1192-cochairpersons of the board and may appoint a representative of a local
1193-organization with expertise in mental health or a suicide prevention
1194-foundation to serve as a third cochairperson of the board. The board
1195-may adopt bylaws to govern it and its meetings.
1196-Sec. 37. Subdivision (15) of subsection (b) of section 17b-27c of the
1197-general statutes is repealed and the following is substituted in lieu
1198-thereof (Effective July 1, 2024):
1199-(15) The [president] chancellor of the Connecticut State Colleges and
1200-Universities, or the [president's] chancellor's designee;

1207-(g) (1) Notwithstanding any of the information disclosure provisions
1208-of this section, the administrator shall disclose information obtained
1209-pursuant to subsection (a) of this section to: (A) A regional workforce
1210-development board, established pursuant to section 31-3k, to the extent
1211-necessary for the effective administration of the federal Trade
1212-Adjustment Assistance Program of the Trade Act of 1974, as amended
1213-from time to time, the federal Workforce Innovation and Opportunity
1214-Act of 2014, as amended from time to time, and the state employment
1215-services program established pursuant to section 17b-688c for recipients
1216-of temporary family assistance, provided a regional workforce
1217-development board, enters into a written agreement with the
1218-administrator, pursuant to subdivision (2) of this subsection, concerning
1219-protection of the confidentiality of such information prior to the receipt
1220-of any such information; (B) a nonpublic entity that is under contract
1221-with the administrator or another state agency where necessary for the
1222-effective administration of this chapter or with the United States
1223-Department of Labor to administer grants which are beneficial to the
1224-interests of the administrator, provided such nonpublic entity enters
1225-into a written agreement with the administrator, pursuant to
1226-subdivision (2) of this subsection, concerning protection of the
1227-confidentiality of such information prior to the receipt of any such
1228-information; (C) the [president] chancellor of the Connecticut State
1229-Colleges and Universities, appointed under section 10a-1a, for use in the
1230-performance of such [president's] chancellor's official duties to the
1231-extent necessary for evaluating programs at institutions of higher
1232-education governed by said board pursuant to section 10a-1a, provided
1233-such [president] chancellor enters into a written agreement with the
1234-administrator, pursuant to subdivision (2) of this subsection, concerning
1235-protection of the confidentiality of such information prior to the receipt
1236-of any such information; or (D) a third party pursuant to written,
1237-informed consent of the individual or employer to whom the
1238-information pertains. Substitute Senate Bill No. 107
931+leader of the Senate, who shall be a representative of a small business 763
932+employer in the state; (O) one member appointed by the majority leader 764
933+of the House of Representatives, who shall be a representative of a 765
934+health care employer in the state; and (P) one member appointed by the 766
935+minority leader of the House of Representatives, who shall be a 767
936+representative of a small business employer in the state. The 768
937+commission membership shall, where feasible, reflect the state's 769
938+geographic, racial and ethnic diversity. 770
939+Sec. 24. Section 10a-19d of the general statutes is repealed and the 771
940+following is substituted in lieu thereof (Effective July 1, 2024): 772
941+(a) The [president] chancellor of the Connecticut State Colleges and 773
942+Universities shall, within available appropriations, expand the capacity 774
943+of programs for training early childhood education teachers through the 775
944+development of accelerated, alternate route programs to initial teacher 776
945+certification with an endorsement in early childhood education. 777
946+(b) The [president] chancellor of the Connecticut State Colleges and 778
947+Universities, in consultation with the Department of Education, Labor 779
948+Department, Office of Workforce Strategy, Office of Early Childhood, 780
949+Department of Social Services, Charter Oak State College, early 781
950+childhood education faculty at two and four-year public and 782
951+independent institutions of higher education, early childhood education 783
952+professional associations, early childhood education advocates and 784
953+practitioners, and persons knowledgeable in the area of career 785
954+development and programs in early childhood care and education, shall 786
955+define the preservice and minimum training requirements and 787
956+competencies for persons involved in early childhood education, from 788
957+birth to five years of age, including requirements for individual levels 789
958+of early childhood credentialing and licensing. 790
959+Sec. 25. Subsections (a) to (d), inclusive, of section 10a-44d of the 2024 791
960+supplement to the general statutes are repealed and the following is 792
961+substituted in lieu thereof (Effective July 1, 2024): 793 Substitute Bill No. 107

1242-(2) Any written agreement shall contain safeguards as are necessary
1243-to protect the confidentiality of the information being disclosed,
1244-including, but not limited to, a:
1245-(A) Statement from the regional workforce development board,
1246-nonpublic entity or [president] chancellor of the Connecticut State
1247-Colleges and Universities, as appropriate, of the purposes for the
1248-requested information and the specific use intended for the information;
1249-(B) Statement from the regional workforce development board,
1250-nonpublic entity or [president] chancellor of the Connecticut State
1251-Colleges and Universities, as appropriate, that the disclosed information
1252-shall only be used for such purposes as are permitted by this subsection
1253-and consistent with the written agreement;
1254-(C) Requirement that the regional workforce development board,
1255-nonpublic entity or [president] chancellor of the Connecticut State
1256-Colleges and Universities, as appropriate, store the disclosed
1257-information in a location that is physically secure from access by
1258-unauthorized persons;
1259-(D) Requirement that the regional workforce development board,
1260-nonpublic entity or [president] chancellor of the Connecticut State
1261-Colleges and Universities, as appropriate, store and process the
1262-disclosed information maintained in an electronic format in such a way
1263-that ensures that unauthorized persons cannot obtain the information
1264-by any means;
1265-(E) Requirement that the regional workforce development board,
1266-nonpublic entity or [president] chancellor of the Connecticut State
1267-Colleges and Universities, as appropriate, establish safeguards to ensure
1268-that only authorized persons, including any authorized agent of the
1269-board, nonpublic entity or [president] chancellor of the Connecticut
1270-State Colleges and Universities, are permitted access to disclosed Substitute Senate Bill No. 107

969+(1) "Open educational resource" means a teaching, learning or 795
970+research resource that is (A) offered freely to users in at least one form, 796
971+and (B) either (i) in the public domain, or (ii) released under a creative 797
972+commons attribution license or other open copyright license; 798
973+(2) "Creative commons attribution license" means a copyright license 799
974+that allows for the free use, reuse, modification and distribution of a 800
975+work product, provided the original author is credited; 801
976+(3) "Open copyright license" means any copyright license that is not 802
977+a creative commons attribution license, but allows for the free use, reuse, 803
978+modification and distribution of a work product, provided the original 804
979+author is credited; 805
980+(4) "High-impact course" means a course of instruction for which 806
981+open educational resources would make a significant positive financial 807
982+impact on the students taking the course due to the number of students 808
983+taking the course or the market value of the printed textbook or other 809
984+educational resources required for such course; 810
985+(5) "Course utilizing open educational resources" means a course in 811
986+which all required learning materials are an open educational resource; 812
987+and 813
988+(6) ["President"] "Chancellor" means the [president] chancellor of the 814
989+Connecticut State Colleges and Universities. 815
990+(b) There is established the Connecticut Open Educational Resource 816
991+Coordinating Council, which shall be part of the Connecticut State 817
992+Colleges and Universities. The [president] chancellor shall appoint the 818
993+members of the council which shall consist of the following: (1) A state-819
994+wide coordinator, who shall collaborate with all institutions of higher 820
995+education to promote open educational resources and administer 821
996+grants; (2) one faculty member, one administrator and one staff member 822
997+from The University of Connecticut; (3) one faculty member, one 823 Substitute Bill No. 107

1274-information stored in computer systems;
1275-(F) Requirement that the regional workforce development board,
1276-nonpublic entity or [president] chancellor of the Connecticut State
1277-Colleges and Universities, as appropriate, enter into a written
1278-agreement, that has been approved by the administrator, with any
1279-authorized agent of the board, nonpublic entity or [president] chancellor
1280-of the Connecticut State Colleges and Universities, which agreement
1281-shall contain the requisite safeguards contained in the written
1282-agreement between the board, nonpublic entity or [president]
1283-chancellor of the Connecticut State Colleges and Universities and the
1284-administrator;
1285-(G) Requirement that the regional workforce development board,
1286-nonpublic entity or [president] chancellor of the Connecticut State
1287-Colleges and Universities, as appropriate, instruct all persons having
1288-access to the disclosed information about the sanctions specified in this
1289-section, and further require each employee of such board, nonpublic
1290-entity or [president] chancellor of the Connecticut State Colleges and
1291-Universities, and any agent of such board, nonpublic entity or
1292-[president] chancellor of the Connecticut State Colleges and
1293-Universities, authorized to review such information, to sign an
1294-acknowledgment that such employee or such agent has been advised of
1295-such sanctions;
1296-(H) Statement that redisclosure of confidential information is
1297-prohibited, except with the written approval of the administrator;
1298-(I) Requirement that the regional workforce development board,
1299-nonpublic entity or [president] chancellor of the Connecticut State
1300-Colleges and Universities, as appropriate, dispose of information
1301-disclosed or obtained under this subsection, including any copies of
1302-such information made by the board, nonpublic entity or [president]
1303-chancellor of the Connecticut State Colleges and Universities, after the Substitute Senate Bill No. 107

1307-purpose for which the information is disclosed has been served, either
1308-by returning the information to the administrator, or by verifying to the
1309-administrator that the information has been destroyed;
1310-(J) Statement that the regional workforce development board,
1311-nonpublic entity or [president] chancellor of the Connecticut State
1312-Colleges and Universities, as appropriate, shall permit representatives
1313-of the administrator to conduct periodic audits, including on-site
1314-inspections, for the purpose of reviewing such board's, nonpublic
1315-entity's or adherence of the [president] chancellor of the Connecticut
1316-State Colleges and Universities to the confidentiality and security
1317-provisions of the written agreement; and
1318-(K) Statement that the regional workforce development board,
1319-nonpublic entity or [president] chancellor of the Connecticut State
1320-Colleges and Universities, as appropriate, shall reimburse the
1321-administrator for all costs incurred by the administrator in making the
1322-requested information available and in conducting periodic audits of
1323-the board's, nonpublic entity's or procedures of the [president]
1324-chancellor of the Connecticut State Colleges and Universities in
1325-safeguarding the information.
1326-(3) Any employee or agent of a regional workforce development
1327-board, nonpublic entity or [president] chancellor of the Connecticut
1328-State Colleges and Universities, as appropriate, who discloses any
1329-confidential information in violation of this section and the written
1330-agreement, entered into pursuant to subdivision (2) of this subsection,
1331-shall be fined not more than two hundred dollars or imprisoned not
1332-more than six months, or both, and shall be prohibited from any further
1333-access to confidential information.
1334-Sec. 39. Subsection (a) of section 32-4i of the general statutes is
1335-repealed and the following is substituted in lieu thereof (Effective July 1,
1336-2024): Substitute Senate Bill No. 107
1004+administrator and one staff member from the regional community-824
1005+technical college system; (4) one faculty member, one administrator and 825
1006+one staff member from Charter Oak State College; (5) one faculty 826
1007+member, one administrator and one staff member from the Connecticut 827
1008+State University System; (6) one faculty member, one administrator and 828
1009+one staff member from the independent institutions of higher education; 829
1010+and (7) one student from any public or independent institution of higher 830
1011+education in the state. All initial appointments to the council shall be 831
1012+made not later than September 1, 2019, and shall expire on August 30, 832
1013+2022, regardless of when the initial appointment was made. Any 833
1014+member of the council may serve more than one term. 834
1015+(c) The state-wide coordinator appointed by the [president] 835
1016+chancellor shall serve as the chairperson of the council. The chairperson 836
1017+shall schedule the first meeting of the council, which shall be held not 837
1018+later than October 1, 2019. The administrative staff of the Connecticut 838
1019+State Colleges and Universities shall serve as administrative staff of the 839
1020+council. The state-wide coordinator may employ a part-time staff person 840
1021+as necessary to assist and support the Connecticut Open Educational 841
1022+Resource Coordinating Council. 842
1023+(d) Appointed members of the council shall serve for three-year terms 843
1024+which shall commence on the date of appointment, except as provided 844
1025+in subsection (b) of this section. Members shall continue to serve until 845
1026+their successors are appointed. Any vacancy shall be filled by the 846
1027+[president] chancellor. Any vacancy occurring other than by expiration 847
1028+of term shall be filled for the balance of the unexpired term. A majority 848
1029+of the council shall constitute a quorum for the transaction of any 849
1030+business. The members of the council shall serve without compensation, 850
1031+but shall, within the limits of available funds, be reimbursed for 851
1032+expenses necessarily incurred in the performance of their duties. 852
1033+Sec. 26. Section 10a-55e of the general statutes is repealed and the 853
1034+following is substituted in lieu thereof (Effective July 1, 2024): 854

1340-(a) The Commissioner of Economic and Community Development,
1341-in consultation with the Commissioner of Revenue Services and the
1342-[president] chancellor of the Connecticut State Colleges and
1343-Universities, may establish the Learn Here, Live Here program. Such
1344-program may provide an incentive for graduates of a public institution
1345-of higher education, private university or college, or health care training
1346-school in this state, or graduates from a technical education and career
1347-school, to buy a first home in the state. Persons who graduate on or after
1348-January 1, 2014, from such institutions, universities, colleges or schools
1349-may have their income tax liability, up to a maximum of two thousand
1350-five hundred dollars annually, segregated into the Connecticut first-
1351-time homebuyers account established pursuant to section 32-4j,
1352-provided not more than one million dollars from all program
1353-participants may be so segregated in any calendar year. After a period
1354-not exceeding ten years after graduation, any amounts so segregated
1355-may be withdrawn by a participant for the purchase of a first home in
1356-the state. The Commissioner of Economic and Community
1357-Development may make payments in accordance with this section from
1358-said fund to the participants. For the purposes of this section, "health
1359-care training school" means a medical or dental school, chiropractic
1360-college, school or college of optometry, school or college of chiropody
1361-or podiatry, school of occupational therapy, hos pital-based
1362-occupational school, school or college of naturopathy, school of dental
1363-hygiene, school of physical therapy or any other school or institution
1364-giving instruction in the healing arts.
1365-Sec. 40. Section 32-6j of the general statutes is repealed and the
1366-following is substituted in lieu thereof (Effective July 1, 2024):
1367-In the assessment and provision of job training for employers, the
1368-Commissioner of Economic and Community Development and the chief
1369-executive officer of Connecticut Innovations, Incorporated shall request

1046+enrolled in a course of study concerning green jobs, including, but not 860
1047+limited to, solar photovoltaic installation. 861
1048+Sec. 27. Subsection (c) of section 10a-57d of the general statutes is 862
1049+repealed and the following is substituted in lieu thereof (Effective July 1, 863
1050+2024): 864
1051+(c) Not later than March 1, 2019, the [president] chancellor of the 865
1052+Connecticut State Colleges and Universities shall report, in accordance 866
1053+with the provisions of section 11-4a, to the joint standing committee of 867
1054+the General Assembly having cognizance of matters relating to higher 868
1055+education regarding the uniform naming convention designed pursuant 869
1056+to subsection (a) of this section and the determination made from the 870
1057+tuition review required under subsection (b) of this section. 871
1058+Sec. 28. Section 10a-62 of the general statutes is repealed and the 872
1059+following is substituted in lieu thereof (Effective July 1, 2024): 873
1060+The members of the New England Board of Higher Education shall 874
1061+be appointed as follows: (1) The Governor shall appoint two members, 875
1062+who shall be the Commissioner of Education and the Chief Workforce 876
1063+Officer, or their designees; (2) the president pro tempore of the Senate 877
1064+shall appoint three members who are residents of the state, one of whom 878
1065+shall be a member of the Senate and, upon the recommendation of the 879
1066+[president] chancellor of the Connecticut State Colleges and 880
1067+Universities, one of whom shall represent the Connecticut State 881
1068+University System and one of whom shall represent the regional 882
1069+community-technical college system; and (3) the speaker of the House 883
1070+of Representatives shall appoint three members who are residents of the 884
1071+state, one of whom shall be a member of the House of Representatives, 885
1072+one of whom shall represent The University of Connecticut based on the 886
1073+recommendation of the president of said university and one of whom 887 Substitute Bill No. 107

1374-job training pursuant to this section, the Labor Commissioner shall
1375-notify the [president] chancellor of the Connecticut State Colleges and
1376-Universities, or [his or her] the chancellor's designee, of such request.
1377-The [president] chancellor, or [his or her] the chancellor's designee, shall
1378-determine if a training program exists or can be designed at a regional
1379-community-technical college to meet such training need and shall notify
1380-the Labor Commissioner of such determination. The Labor
1381-Commissioner shall to the extent possible make arrangements for the
1382-participation of the regional community-technical colleges, the
1383-Connecticut State University System, other institutions of higher
1384-education, other postsecondary institutions, adult education programs
1385-and the Technical Education and Career System in implementing the
1386-program. Nothing in this section shall preclude the Labor
1387-Commissioner from considering or choosing other providers to meet
1388-such training need.
1389-Sec. 41. Subdivision (1) of subsection (b) of section 32-35 of the general
1390-statutes is repealed and the following is substituted in lieu thereof
1391-(Effective July 1, 2024):
1392-(b) (1) The corporation shall be governed by a board of seventeen
1393-directors. Nine members shall be appointed by the Governor, six of
1394-whom shall be knowledgeable, and have favorable reputations for skill,
1395-knowledge and experience, in the development of innovative start-up
1396-businesses, including, but not limited to, expertise in academic research,
1397-technology transfer and application, the development of technological
1398-invention and new enterprise development and three of whom shall be
1399-knowledgeable, and have favorable reputations for skill, knowledge
1400-and experience, in the field of financial lending or the development of
1401-commerce, trade and business. Four members shall be the
1402-Commissioner of Economic and Community Development, the
1403-[president] chancellor of the Connecticut State Colleges and
1404-Universities, the Treasurer and the Secretary of the Office of Policy and Substitute Senate Bill No. 107

1408-Management, who shall serve ex officio and shall have all of the powers
1409-and privileges of a member of the board of directors. Each ex-officio
1410-member may designate his deputy or any member of his staff to
1411-represent him at meetings of the corporation with full power to act and
1412-vote in his behalf. Four members shall be appointed as follows: One by
1413-the president pro tempore of the Senate, one by the minority leader of
1414-the Senate, one by the speaker of the House of Representatives and one
1415-by the minority leader of the House of Representatives. Except as
1416-provided in subdivision (2) of this subsection, (A) each member
1417-appointed by the Governor shall serve at the pleasure of the Governor
1418-but not longer than the term of office of the Governor or until the
1419-member's successor is appointed and qualified, whichever is longer, (B)
1420-the Governor shall fill any vacancy for the unexpired term of a member
1421-appointed by the Governor, (C) each member appointed by a member
1422-of the General Assembly shall serve in accordance with the provisions
1423-of section 4-1a, and (D) the appropriate legislative appointing authority
1424-shall fill any vacancy for the unexpired term of a member appointed by
1425-such authority. A director shall be eligible for reappointment.
1426-Sec. 42. Subdivision (19) of section 32-39 of the general statutes is
1427-repealed and the following is substituted in lieu thereof (Effective July 1,
1428-2024):
1429-(19) To advise the Governor, the General Assembly, the
1430-Commissioner of Economic and Community Development and the
1431-[president] chancellor of the Connecticut State Colleges and Universities
1432-on matters relating to science, engineering and technology which may
1433-have an impact on state policies, programs, employers and residents,
1434-and on job creation and retention;
1435-Sec. 43. Subdivision (4) of subsection (b) of section 32-39g of the
1436-general statutes is repealed and the following is substituted in lieu
1437-thereof (Effective July 1, 2024): Substitute Senate Bill No. 107
1080+shall represent the independent institutions of higher education in the 888
1081+state. The two persons appointed by the Governor shall be appointed 889
1082+for a term of four years from October twenty-fourth in the year of their 890
1083+appointment, except that in 1969 the Governor shall appoint one 891
1084+member for a term of six years from October 24, 1969. Persons first 892
1085+appointed by the president pro tempore and the speaker shall serve 893
1086+until February 1, 1971, and persons appointed as their successors shall 894
1087+serve for terms of two years each commencing as of the first day of 895
1088+February in the year of their appointment. Persons appointed as of July 896
1089+1, 2021, may continue to serve the remainder of their terms. Vacancies 897
1090+shall be filled for the remainder of unexpired terms in the same manner 898
1091+as original appointments are made. 899
1092+Sec. 29. Section 10a-144 of the general statutes is repealed and the 900
1093+following is substituted in lieu thereof (Effective July 1, 2024): 901
1094+There is established a higher education center for the central 902
1095+Naugatuck Valley region. The regional community-technical college 903
1096+established for the greater Waterbury area pursuant to subsection (g) of 904
1097+section 10a-78, shall be located at such center. The University of 905
1098+Connecticut shall have access to classrooms, faculty office space and 906
1099+concurrent and cooperative use of common student facilities including, 907
1100+but not limited to, library and athletic fields, at such center. [The Board 908
1101+of Trustees for the Regional Community-Technical Colleges and the 909
1102+Board of Trustees for The University of Connecticut shall jointly 910
1103+develop] The Board of Regents for Higher Education, in conjunction 911
1104+with the [president] chancellor of the Connecticut State Colleges and 912
1105+Universities, or [his] the chancellor's designee, shall develop an annual 913
1106+joint use plan for such center. On or before September 1, 1993, and 914
1107+annually thereafter, the [president] chancellor of the Connecticut State 915
1108+Colleges and Universities shall call and convene an initial meeting for 916
1109+the development of such plan. 917
1110+Sec. 30. Section 10a-161a of the general statutes is repealed and the 918
1111+following is substituted in lieu thereof (Effective July 1, 2024): 919 Substitute Bill No. 107

1452-Office shall, in codifying any public act of the 2024 session, make such
1453-technical, grammatical and punctuation changes as are necessary to
1454-carry out the purposes of this section.

1118+The [president] chancellor of the Connecticut State Colleges and 920
1119+Universities and the Office of Higher Education shall report, biennially, 921
1120+in accordance with the provisions of section 11-4a, to the joint standing 922
1121+committee of the General Assembly having cognizance of matters 923
1122+relating to higher education on state, northeast regional and national 924
1123+trends in (1) the cost of attendance at public and independent 925
1124+institutions of higher education and private career schools, and (2) the 926
1125+availability and utilization of all forms of student financial aid for 927
1126+academic and noncredit vocational courses and programs relative to 928
1127+economic conditions and personal income. 929
1128+Sec. 31. Subsection (b) of section 10a-169a of the general statutes is 930
1129+repealed and the following is substituted in lieu thereof (Effective July 1, 931
1130+2024): 932
1131+(b) Within available appropriations, the program shall provide grants 933
1132+for students entering or enrolling in an information technology related 934
1133+degree or certification program at any public or independent institution 935
1134+of higher education in this state. The scholarship shall not exceed three 936
1135+thousand dollars per student per year. The scholarship shall not exceed 937
1136+the combined costs of tuition and fees of an institution at which a 938
1137+recipient is or will be enrolled. The Board of Regents for Higher 939
1138+Education shall develop eligibility requirements for recipients. Such 940
1139+requirements may include income guidelines. Students shall be eligible 941
1140+for such scholarships for each year they are enrolled in an information 942
1141+technology related degree or certification program for a total of not 943
1142+more than four years per student. Students may apply for such 944
1143+scholarships to the Board of Regents for Higher Education at such time 945
1144+and in such manner as the [president] chancellor of the Connecticut 946
1145+State Colleges and Universities prescribes. 947
1146+Sec. 32. Subsection (c) of section 10a-169b of the general statutes is 948
1147+repealed and the following is substituted in lieu thereof (Effective July 1, 949
1148+2024): 950

1160+and for no more than a total of two years per person. A person 956
1161+qualifying under subsection (b) of this section shall only be reimbursed 957
1162+if such person is employed by a qualifying company at the time of 958
1163+application for loan reimbursement pursuant to this section. The Board 959
1164+of Regents for Higher Education may develop additional eligibility 960
1165+requirements for recipients. Such requirements may include income 961
1166+guidelines. Persons may apply for grants to the Board of Regents for 962
1167+Higher Education at such time and in such manner as the [president] 963
1168+chancellor of the Connecticut State Colleges and Universities prescribes. 964
1169+Sec. 33. Subsection (b) of section 10a-179a of the general statutes is 965
1170+repealed and the following is substituted in lieu thereof (Effective July 1, 966
1171+2024): 967
1172+(b) The Connecticut Higher Education Supplemental Loan Authority 968
1173+shall be governed by a board of directors consisting of the following ten 969
1174+members: (1) The State Treasurer, or the Treasurer's designee, who shall 970
1175+serve as an ex-officio voting member; (2) the Secretary of the Office of 971
1176+Policy and Management, or the secretary's designee, who shall serve as 972
1177+an ex-officio voting member; (3) the [president] chancellor of the 973
1178+Connecticut State Colleges and Universities, or the [president's] 974
1179+chancellor's designee, who shall serve as an ex-officio voting member; 975
1180+(4) the Chief Workforce Officer, or the officer's designee, who shall serve 976
1181+as an ex-officio, voting member; (5) the chairperson of the board of 977
1182+directors of the Connecticut Health and Educational Facilities 978
1183+Authority; (6) the executive director of the Connecticut Health and 979
1184+Educational Facilities Authority; (7) two residents of the state, each of 980
1185+whom is an active or retired trustee, director, officer or employee of a 981
1186+Connecticut institution for higher education, appointed by the board of 982
1187+directors of the Connecticut Health and Educational Facilities 983
1188+Authority; (8) a resident of this state with a favorable reputation for skill, 984 Substitute Bill No. 107

1196+by the board of directors of the Connecticut Health and Educational 986
1197+Facilities Authority; and (9) a resident of this state with a favorable 987
1198+reputation for skill, knowledge and experience in either the higher 988
1199+education loan field or in state and municipal finance, appointed by the 989
1200+board of directors of the Connecticut Health and Educational Facilities 990
1201+Authority. Of the four appointed members, not more than two may be 991
1202+members of the same political party. The Connecticut Health and 992
1203+Educational Facilities Authority board shall appoint a member or 993
1204+members each for a term of six years or until his or her successor is 994
1205+appointed and has qualified to succeed the members whose terms 995
1206+expire. Said authority board shall fill any vacancy for the unexpired 996
1207+term. A member of the Connecticut Higher Education Supplemental 997
1208+Loan Authority board shall be eligible for reappointment. Any member 998
1209+of the Connecticut Higher Education Supplemental Loan Authority 999
1210+board may be removed by the appointing authority for misfeasance, 1000
1211+malfeasance or wilful neglect of duty. Each member of the Connecticut 1001
1212+Higher Education Supplemental Loan Authority board before entering 1002
1213+upon his or her duties shall take and subscribe the oath or affirmation 1003
1214+required by section 1 of article eleventh of the State Constitution. A 1004
1215+record of each such oath shall be filed in the office of the Secretary of the 1005
1216+State. 1006
1217+Sec. 34. Subsections (a) and (b) of section 12-413b of the general 1007
1218+statutes are repealed and the following is substituted in lieu thereof 1008
1219+(Effective July 1, 2024): 1009
1220+(a) The [president] chancellor of the Connecticut State Colleges and 1010
1221+Universities may select a direct payment permit holder, as described in 1011
1222+section 12-409a, for a pilot program in accordance with the provisions 1012
1223+of this section. 1013
1224+(b) There shall be allowed a credit to such direct payment permit 1014
1225+holder in an amount equal to the amount of a qualified investment, as 1015
1226+defined in subsection (c) of this section, that is made on or after July 1, 1016
1227+2000, against the use tax liability that is incurred under this chapter by 1017 Substitute Bill No. 107

1236+amount of such credits allowed under this section shall not exceed four 1020
1237+million dollars in the aggregate. No credit shall be allowed under this 1021
1238+section unless the [president] chancellor of the Connecticut State 1022
1239+Colleges and Universities certifies, in a manner satisfactory to the 1023
1240+Commissioner of Revenue Services, that a qualified investment has been 1024
1241+made by the direct payment permit holder and that projects related to 1025
1242+such investment have been completed. The Commissioner of Revenue 1026
1243+Services may adopt regulations, in accordance with the provisions of 1027
1244+chapter 54, which prescribe the procedures for the direct payment 1028
1245+permit holder to claim the credit allowed under this section. 1029
1246+Sec. 35. Subsection (b) of section 16-50aaa of the general statutes is 1030
1247+repealed and the following is substituted in lieu thereof (Effective July 1, 1031
1248+2024): 1032
1249+(b) There shall be a Council on 5G Technology. The council shall 1033
1250+consist of the following members or their designees: (1) One employee 1034
1251+of the office of the Governor, designated by the Governor; (2) the 1035
1252+Secretary of the Office of Policy and Management; (3) the Commissioner 1036
1253+of Administrative Services; (4) the Commissioner of Transportation; (5) 1037
1254+the Commissioner of Energy and Environmental Protection; (6) the 1038
1255+president of The University of Connecticut; and (7) the [president] 1039
1256+chancellor of the Connecticut State Colleges and Universities. 1040
1257+Sec. 36. Subsection (a) of section 17a-52 of the general statutes is 1041
1258+repealed and the following is substituted in lieu thereof (Effective July 1, 1042

1260+(a) There is established a Connecticut Suicide Advisory Board, within 1044
1261+the Department of Children and Families, which shall be a coordinating 1045
1262+source for suicide prevention across a person's lifespan, including, but 1046
1263+not limited to, youth suicide prevention. The board may include (1) 1047
1264+representatives from suicide prevention foundations, youth-serving 1048
1265+organizations, law enforcement agencies, religious or fraternal 1049 Substitute Bill No. 107

1276+one psychiatrist licensed to practice medicine in this state, (3) one 1054
1277+psychologist licensed in this state, (4) one representative of a local or 1055
1278+regional board of education, (5) one high school teacher, (6) one high 1056
1279+school student, (7) one college or university faculty member, (8) one 1057
1280+college or university student, (9) one parent, and (10) a person who has 1058
1281+experienced suicide ideation or loss, all appointed by the Commissioner 1059
1282+of Children and Families. The board shall include one representative of 1060
1283+the Department of Public Health appointed by the Commissioner of 1061
1284+Public Health, one representative of the state Department of Education 1062
1285+appointed by the Commissioner of Education and one representative of 1063
1286+the Board of Regents for Higher Education appointed by the [president] 1064
1287+chancellor of the Connecticut State Colleges and Universities. The 1065
1288+Commissioners of Children and Families and Mental Health and 1066
1289+Addiction Services, or the commissioners' designees, shall serve as 1067
1290+cochairpersons of the board and may appoint a representative of a local 1068
1291+organization with expertise in mental health or a suicide prevention 1069
1292+foundation to serve as a third cochairperson of the board. The board 1070
1293+may adopt bylaws to govern it and its meetings. 1071
1294+Sec. 37. Subdivision (15) of subsection (b) of section 17b-27c of the 1072
1295+general statutes is repealed and the following is substituted in lieu 1073

1316+services program established pursuant to section 17b-688c for recipients 1088
1317+of temporary family assistance, provided a regional workforce 1089
1318+development board, enters into a written agreement with the 1090
1319+administrator, pursuant to subdivision (2) of this subsection, concerning 1091
1320+protection of the confidentiality of such information prior to the receipt 1092
1321+of any such information; (B) a nonpublic entity that is under contract 1093
1322+with the administrator or another state agency where necessary for the 1094
1323+effective administration of this chapter or with the United States 1095
1324+Department of Labor to administer grants which are beneficial to the 1096
1325+interests of the administrator, provided such nonpublic entity enters 1097
1326+into a written agreement with the administrator, pursuant to 1098
1327+subdivision (2) of this subsection, concerning protection of the 1099
1328+confidentiality of such information prior to the receipt of any such 1100
1329+information; (C) the [president] chancellor of the Connecticut State 1101
1330+Colleges and Universities, appointed under section 10a-1a, for use in the 1102
1331+performance of such [president's] chancellor's official duties to the 1103
1332+extent necessary for evaluating programs at institutions of higher 1104
1333+education governed by said board pursuant to section 10a-1a, provided 1105
1334+such [president] chancellor enters into a written agreement with the 1106
1335+administrator, pursuant to subdivision (2) of this subsection, concerning 1107
1336+protection of the confidentiality of such information prior to the receipt 1108
1337+of any such information; or (D) a third party pursuant to written, 1109
1338+informed consent of the individual or employer to whom the 1110
1339+information pertains. 1111
1340+(2) Any written agreement shall contain safeguards as are necessary 1112
1341+to protect the confidentiality of the information being disclosed, 1113

1396+section, and further require each employee of such board, nonpublic 1156
1397+entity or [president] chancellor of the Connecticut State Colleges and 1157
1398+Universities, and any agent of such board, nonpublic entity or 1158
1399+[president] chancellor of the Connecticut State Colleges and 1159
1400+Universities, authorized to review such information, to sign an 1160
1401+acknowledgment that such employee or such agent has been advised of 1161
1402+such sanctions; 1162
1403+(H) Statement that redisclosure of confidential information is 1163
1404+prohibited, except with the written approval of the administrator; 1164
1405+(I) Requirement that the regional workforce development board, 1165
1406+nonpublic entity or [president] chancellor of the Connecticut State 1166
1407+Colleges and Universities, as appropriate, dispose of information 1167
1408+disclosed or obtained under this subsection, including any copies of 1168
1409+such information made by the board, nonpublic entity or [president] 1169
1410+chancellor of the Connecticut State Colleges and Universities, after the 1170
1411+purpose for which the information is disclosed has been served, either 1171
1412+by returning the information to the administrator, or by verifying to the 1172
1413+administrator that the information has been destroyed; 1173
1414+(J) Statement that the regional workforce development board, 1174
1415+nonpublic entity or [president] chancellor of the Connecticut State 1175
1416+Colleges and Universities, as appropriate, shall permit representatives 1176
1417+of the administrator to conduct periodic audits, including on-site 1177 Substitute Bill No. 107

1426+State Colleges and Universities to the confidentiality and security 1180
1427+provisions of the written agreement; and 1181
1428+(K) Statement that the regional workforce development board, 1182
1429+nonpublic entity or [president] chancellor of the Connecticut State 1183
1430+Colleges and Universities, as appropriate, shall reimburse the 1184
1431+administrator for all costs incurred by the administrator in making the 1185
1432+requested information available and in conducting periodic audits of 1186
1433+the board's, nonpublic entity's or procedures of the [president] 1187
1434+chancellor of the Connecticut State Colleges and Universities in 1188
1435+safeguarding the information. 1189
1436+(3) Any employee or agent of a regional workforce development 1190
1437+board, nonpublic entity or [president] chancellor of the Connecticut 1191
1438+State Colleges and Universities, as appropriate, who discloses any 1192
1439+confidential information in violation of this section and the written 1193
1440+agreement, entered into pursuant to subdivision (2) of this subsection, 1194
1441+shall be fined not more than two hundred dollars or imprisoned not 1195
1442+more than six months, or both, and shall be prohibited from any further 1196
1443+access to confidential information. 1197
1444+Sec. 39. Subsection (a) of section 32-4i of the general statutes is 1198
1445+repealed and the following is substituted in lieu thereof (Effective July 1, 1199
1446+2024): 1200
1447+(a) The Commissioner of Economic and Community Development, 1201
1448+in consultation with the Commissioner of Revenue Services and the 1202
1449+[president] chancellor of the Connecticut State Colleges and 1203
1450+Universities, may establish the Learn Here, Live Here program. Such 1204
1451+program may provide an incentive for graduates of a public institution 1205
1452+of higher education, private university or college, or health care training 1206
1453+school in this state, or graduates from a technical education and career 1207
1454+school, to buy a first home in the state. Persons who graduate on or after 1208
1455+January 1, 2014, from such institutions, universities, colleges or schools 1209 Substitute Bill No. 107

1462+may have their income tax liability, up to a maximum of two thousand 1210
1463+five hundred dollars annually, segregated into the Connecticut first-1211
1464+time homebuyers account established pursuant to section 32-4j, 1212
1465+provided not more than one million dollars from all program 1213
1466+participants may be so segregated in any calendar year. After a period 1214
1467+not exceeding ten years after graduation, any amounts so segregated 1215
1468+may be withdrawn by a participant for the purchase of a first home in 1216
1469+the state. The Commissioner of Economic and Community 1217
1470+Development may make payments in accordance with this section from 1218
1471+said fund to the participants. For the purposes of this section, "health 1219
1472+care training school" means a medical or dental school, chiropractic 1220
1473+college, school or college of optometry, school or college of chiropody 1221
1474+or podiatry, school of occupational therapy, hos pital-based 1222
1475+occupational school, school or college of naturopathy, school of dental 1223
1476+hygiene, school of physical therapy or any other school or institution 1224
1477+giving instruction in the healing arts. 1225
1478+Sec. 40. Section 32-6j of the general statutes is repealed and the 1226
1479+following is substituted in lieu thereof (Effective July 1, 2024): 1227
1480+In the assessment and provision of job training for employers, the 1228
1481+Commissioner of Economic and Community Development and the chief 1229
1482+executive officer of Connecticut Innovations, Incorporated shall request 1230
1483+the assistance of the Labor Commissioner. Upon receipt of a request for 1231
1484+job training pursuant to this section, the Labor Commissioner shall 1232
1485+notify the [president] chancellor of the Connecticut State Colleges and 1233
1486+Universities, or [his or her] the chancellor's designee, of such request. 1234
1487+The [president] chancellor, or [his or her] the chancellor's designee, shall 1235
1488+determine if a training program exists or can be designed at a regional 1236
1489+community-technical college to meet such training need and shall notify 1237
1490+the Labor Commissioner of such determination. The Labor 1238
1491+Commissioner shall to the extent possible make arrangements for the 1239
1492+participation of the regional community-technical colleges, the 1240
1493+Connecticut State University System, other institutions of higher 1241
1494+education, other postsecondary institutions, adult education programs 1242 Substitute Bill No. 107

1503+Commissioner from considering or choosing other providers to meet 1245
1504+such training need. 1246
1505+Sec. 41. Subdivision (1) of subsection (b) of section 32-35 of the general 1247
1506+statutes is repealed and the following is substituted in lieu thereof 1248
1507+(Effective July 1, 2024): 1249
1508+(b) (1) The corporation shall be governed by a board of seventeen 1250
1509+directors. Nine members shall be appointed by the Governor, six of 1251
1510+whom shall be knowledgeable, and have favorable reputations for skill, 1252
1511+knowledge and experience, in the development of innovative start-up 1253
1512+businesses, including, but not limited to, expertise in academic research, 1254
1513+technology transfer and application, the development of technological 1255
1514+invention and new enterprise development and three of whom shall be 1256
1515+knowledgeable, and have favorable reputations for skill, knowledge 1257
1516+and experience, in the field of financial lending or the development of 1258
1517+commerce, trade and business. Four members shall be the 1259
1518+Commissioner of Economic and Community Development, the 1260
1519+[president] chancellor of the Connecticut State Colleges and 1261
1520+Universities, the Treasurer and the Secretary of the Office of Policy and 1262
1521+Management, who shall serve ex officio and shall have all of the powers 1263
1522+and privileges of a member of the board of directors. Each ex-officio 1264
1523+member may designate his deputy or any member of his staff to 1265
1524+represent him at meetings of the corporation with full power to act and 1266
1525+vote in his behalf. Four members shall be appointed as follows: One by 1267
1526+the president pro tempore of the Senate, one by the minority leader of 1268
1527+the Senate, one by the speaker of the House of Representatives and one 1269
1528+by the minority leader of the House of Representatives. Except as 1270
1529+provided in subdivision (2) of this subsection, (A) each member 1271
1530+appointed by the Governor shall serve at the pleasure of the Governor 1272
1531+but not longer than the term of office of the Governor or until the 1273
1532+member's successor is appointed and qualified, whichever is longer, (B) 1274

1568+Office shall, in codifying any public act of the 2024 session, make such 1304
