2019 AN ACT ESTABLISHING A MAXIMUM CHARGE FOR CERTAIN
2120 OCCUPATIONAL LICENSES, CERTIFICATIONS, PERMITS AND

2625 Section 1. Subsection (a) of section 20-281c of the 2024 supplement to 1
2726 the general statutes is repealed and the following is substituted in lieu 2

2928 (a) The board shall grant the certificate of "certified public 4
3029 accountant" to any person who meets the good character, education, 5
3130 experience and examination requirements of subsections (b) to (e), 6
3231 inclusive, of this section and upon the payment of a fee of [one hundred 7

3433 Sec. 2. Subsection (g) of section 20-281d of the general statutes is 9

4745 Sec. 3. Subsection (a) of section 20-292 of the general statutes is 16

5048 (a) Each licensed architect shall renew his or her license annually. 19
5149 Pursuant to section 20-289, a licensee shall pay to the department the 20
5250 professional services fee for [class F] class B, as defined in section 33-21

5553 Sec. 4. Section 20-305 of the general statutes is repealed and the 24
5654 following is substituted in lieu thereof (Effective July 1, 2024): 25
5755 Applications for licensure under this chapter shall be on forms 26
5856 prescribed and furnished by the Department of Consumer Protection. 27
5957 The nonrefundable application fee for a professional engineer license 28
6058 shall be eighty dollars. The nonrefundable application fee for an 29
6159 engineer-in-training license shall be seventy-six dollars, which shall 30
6260 accompany the application and which shall include the cost of the 31
6361 issuance of a license. The nonrefundable application fee for a land 32
6462 surveyor license shall be eighty dollars. The nonrefundable application 33
6563 fee for a surveyor-in-training license shall be sixty-four dollars, which 34
6664 shall accompany the application and which shall include the cost of the 35
6765 issuance of a license. The initial license fee for a professional engineer 36
6866 license or a land surveyor license shall be [two hundred twenty] one 37

7371 Sec. 5. Subsection (a) of section 20-306 of the general statutes is 42

8279 (a) (1) The Department of Consumer Protection shall notify each 45
8380 person licensed under this chapter of the date of the expiration of such 46
8481 license and the amount of the fee required for its renewal for one year. 47
8582 Such license renewals shall be accompanied by the payment of the 48
8683 professional services fee for [class G] class B, as defined in section 33-49
8784 182l, in the case of a professional engineer license, a professional 50
8885 engineer and land surveyor combined license, or a land surveyor 51
8986 license. The license shall be considered lapsed if not renewed on or 52
9087 before the expiration date. 53
9188 (2) Annual renewal of an engineer-in-training license or a surveyor-54
9289 in-training license shall not be required. Any such license shall remain 55
9390 valid for a period of ten years from the date of its original issuance and, 56
9491 during this time, it shall meet in part the requirements for licensure as a 57
9592 professional engineer or land surveyor. It shall not be the duty of the 58
9693 department to notify the holder of an engineer-in-training license or a 59
9794 surveyor-in-training license of the date of expiration of such license 60
9895 other than to publish it annually in the roster. 61
9996 (3) Renewal of any license under this chapter or payment of renewal 62
10097 fees shall not be required of any licensee serving in the armed forces of 63
10198 the United States until the next renewal period immediately following 64
10299 the termination of such service or the renewal period following the fifth 65
103100 year after such licensee's entry into such service, whichever occurs first. 66
104101 The status of such licensees shall be indicated in the annual roster of 67
105102 professional engineers and land surveyors. 68
106103 Sec. 6. Subsection (a) of section 20-308 of the general statutes is 69
107104 repealed and the following is substituted in lieu thereof (Effective July 1, 70

109106 (a) The board may, upon application and the payment of a fee of [one 72

111108 Protection, authorize the department to issue a license as a professional 74

121117 person who holds a certificate of qualification, licensure or registration 78
122118 issued to such person by the proper authority of any state, territory or 79
123119 possession of the United States, or any country, or the National Bureau 80
124120 of Engineering Registration, provided the requirements for the licensure 81
125121 or registration of professional engineers or land surveyors under which 82
126122 such license, certificate of qualification or registration was issued shall 83
127123 not conflict with the provisions of this chapter and shall be of a standard 84
128124 not lower than that specified in section 20-302. Upon request of any such 85
129125 applicant the board may, if it determines that the application is in 86
130126 apparent good order, authorize the department to grant to such 87
131127 applicant permission in writing to practice engineering or land 88
132128 surveying or both for a specified period of time while such application 89
133129 is pending. The board may waive the first part of the examination 90
134130 specified in subdivision (1) of section 20-302 in the case of an applicant 91
135131 for licensure as a professional engineer who holds a certificate as an 92
136132 engineer-in-training issued to him by the proper authority of any state, 93
137133 territory or possession of the United States, provided the requirements 94
138134 under which the certificate was issued do not conflict with the 95
139135 provisions of this chapter and are of a standard at least equal to that 96
140136 specified in said subdivision (1). The board may waive that part of the 97
141137 examination specified in subdivision (3) of section 20-302 relating to the 98
142138 fundamentals of land surveying, in the case of an applicant for licensure 99
143139 as a land surveyor who holds a certificate as a surveyor-in-training 100
144140 issued to him by the proper authority of any state, territory or 101
145141 possession of the United States, provided the requirements under which 102
146142 the certificate was issued do not conflict with the provisions of this 103
147143 chapter and are of a standard at least equal to that specified in said 104
148144 subdivision (3). 105
149145 Sec. 7. Subsection (f) of section 20-314 of the 2024 supplement to the 106
150146 general statutes, as amended by section 11 of public act 23-84, is 107

160155 biennially. At the time of application for a real estate broker's license, 111
161156 there shall be paid to the department, for each individual applicant and 112
162157 for each business entity, the sum of [one thousand one hundred thirty] 113
163158 two hundred dollars, and for the biennial renewal thereof, the sum of 114
164159 [seven hundred fifty] two hundred dollars. [, except that for licenses 115
165160 expiring on March 31, 2022, a prorated renewal fee shall be charged to 116
166161 reflect the fact that the March 2022, renewal shall expire on November 117
167162 30, 2023.] At the time of application for a real estate salesperson's license, 118
168163 there shall be paid to the department [five hundred seventy] two 119
169164 hundred dollars and for the biennial renewal thereof the sum of [five 120
170165 hundred seventy] two hundred dollars. Six dollars of each such biennial 121
171166 renewal fee shall be payable to the Real Estate Guaranty Fund 122
172167 established pursuant to section 20-324a. A real estate broker's license 123
173168 issued to any business entity shall entitle the designated broker, upon 124
174169 compliance with the terms of this chapter, but without the payment of 125
175170 any further fee, to perform all of the acts of a real estate broker under 126
176171 this chapter on behalf of such business entity. Any license which expires 127
177172 and is not renewed on or before the ninetieth day following the 128
178173 expiration date of such license may be reinstated by the commission or 129
179174 department, in the commission's or department's discretion, provided 130
180175 such license has expired for less than three years and the former licensee 131
181176 (1) attests that such former licensee did not work in this state in the 132
182177 occupation or profession in which such former licensee was licensed 133
183178 while such former licensee's license was lapsed, (2) pays the renewal fee 134
184179 due for such license for the year in which such license is reinstated, and 135
185180 (3) completes any continuing education required for such license for the 136
186181 year preceding such reinstatement. If an applicant for reinstatement 137
187182 worked in this state in the occupation or profession in which such 138
188183 applicant was formerly licensed while such license was lapsed, the 139
189184 applicant shall pay all license and late fees due and owing for the lapse 140
190185 period and demonstrate that such applicant has completed all 141
191186 continuing education required for such license for the year preceding 142
192187 such reinstatement. Such late fees shall be assessed for each real estate 143
193-broker's license in the amount of [three hundred seventy-five] one 144 Bill No. 135

201195 amount of [two hundred eighty-five] one hundred dollars for each year 146
202196 or fraction thereof from the date of expiration of the previous license to 147
203197 the date of payment for reinstatement. If a license has lapsed for at least 148
204198 three years, the former licensee is ineligible for reinstatement under this 149
205199 subsection and may apply for a new license. Notwithstanding any 150
206200 contrary provision of this subsection, a former licensee whose license 151
207201 expired after such former licensee entered military service shall be 152
208202 reinstated without payment of any fee if an application for 153
209203 reinstatement is filed with the commission or department before the 154
210204 third anniversary of such expiration date, and the former licensee 155
211205 provides evidence that is sufficient to demonstrate to the commission or 156
212206 department that such former licensee completed at least six hours of 157
213207 continuing education for such license, including, but not limited to, the 158
214208 mandatory continuing education required for such license, during the 159
215209 calendar year preceding the date on which such application for 160
216210 reinstatement is filed. Any such reinstated broker's license shall expire 161
217211 on the next succeeding November thirtieth. Any such reinstated real 162
218212 estate salesperson's license shall expire on the next succeeding May 163
219213 thirty-first. 164
220214 Sec. 8. Subsection (a) of section 20-333 of the general statutes is 165
221215 repealed and the following is substituted in lieu thereof (Effective July 1, 166
222216 2024): 167
223217 (a) To obtain a license under this chapter, an applicant shall have 168
224218 attained such applicant's eighteenth birthday and shall furnish such 169
225219 evidence of competency as the appropriate board or the Commissioner 170
226220 of Consumer Protection shall require. A recommendation for review 171
227221 issued pursuant to section 31-22u shall be sufficient to demonstrate such 172
228222 competency. The applicant shall satisfy such board or the commissioner 173
229223 that such applicant possesses a diploma or other evidence of graduation 174
230224 from the eighth grade of grammar school, or possesses an equivalent 175
231225 education to be determined on examination and has the requisite skill 176
232-to perform the work in the trade for which such applicant is applying 177 Bill No. 135

242235 demonstrate that an applicant possesses such requisite skill and can 181
243236 comply with all other requirements of this chapter and the regulations 182
244237 adopted under this chapter. For any application submitted pursuant to 183
245238 this section that requires a hearing or other action by the applicable 184
246239 examining board or the commissioner, such hearing or other action by 185
247240 the applicable examining board or the commissioner shall occur not 186
248241 later than thirty days after the date of submission for such application. 187
249242 Upon application for any such license, the applicant shall pay to the 188
250243 department a nonrefundable application fee of ninety dollars for a 189
251244 license under subdivisions (2) and (3) of subsection (a) and subdivision 190
252245 (4) of subsection (e) of section 20-334a, or a nonrefundable application 191
253246 fee of [one hundred fifty] one hundred dollars for a license under 192
254247 subdivision (1) of subsection (a), subdivisions (1) and (2) of subsection 193
255248 (b), subdivision (1) of subsection (c) and subdivisions (1), (2) and (3) of 194
256249 subsection (e) of section 20-334a. Any such application fee shall be 195
257250 waived for persons who present a recommendation for review issued 196
258251 pursuant to section 31-22u. 197
259252 Sec. 9. Section 20-335 of the general statutes is repealed and the 198
260253 following is substituted in lieu thereof (Effective July 1, 2024): 199
261254 Any person who has successfully completed an examination for such 200
262255 person's initial license under this chapter shall pay to the Department of 201
263256 Consumer Protection a fee of [one hundred fifty] one hundred dollars 202
264257 for [a contractor's license or a fee of one hundred twenty dollars for any 203
265258 other] such license. Any such initial license fee shall be waived for 204
266259 persons who present a recommendation for review issued pursuant to 205
267260 section 31-22u. All such licenses shall expire annually. No person shall 206
268261 carry on or engage in the work or occupations subject to this chapter 207
269262 after the expiration of such person's license until such person has filed 208
270263 an application bearing the date of such person's registration card with 209
271-the appropriate board. Such application shall be in writing, addressed 210 Bill No. 135

281273 prescribe, furnish evidence satisfactory to the board that the licensee has 214
282274 completed any continuing professional education required under 215
283275 sections 20-330 to 20-341, inclusive, or any regulations adopted 216
284276 thereunder. The board may renew such license if the application for 217
285277 such renewal is received by the board no later than one month after the 218
286278 date of expiration of such license, upon payment to the department of a 219
287279 renewal fee of [one hundred fifty] one hundred dollars. [in the case of a 220
288280 contractor and of one hundred twenty dollars for any other such 221
289281 license.] For any completed renewal application submitted pursuant to 222
290282 this section that requires a hearing or other action by the applicable 223
291283 examining board, such hearing or other action by the applicable 224
292284 examining board shall occur not later than thirty days after the date of 225
293285 submission for such completed renewal application. The department 226
294286 shall issue a receipt stating the fact of such payment, which receipt shall 227
295287 be a license to engage in such work or occupation. A licensee who has 228
296288 failed to renew such licensee's license for a period of over two years 229
297289 from the date of expiration of such license shall have it reinstated only 230
298290 upon complying with the requirements of section 20-333, as amended 231
299291 by this act. All license fees and renewal fees paid to the department 232
300292 pursuant to this section shall be deposited in the General Fund. 233
301293 Sec. 10. Subsection (h) of section 20-340d of the general statutes is 234
302294 repealed and the following is substituted in lieu thereof (Effective July 1, 235
303295 2024): 236
304296 (h) The initial fee for a swimming pool builder's license shall be [one 237
305297 hundred fifty] one hundred dollars and the renewal fee for such license 238
306298 shall be one hundred dollars. Licenses shall be valid for a period of one 239

321312 Sec. 12. Subsection (b) of section 20-341u of the general statutes is 248

324315 (b) Each application for a certificate of registration under this section 251

326317 Sec. 13. Subsection (d) of section 20-341y of the general statutes is 253

331322 Sec. 14. Subsection (c) of section 20-349 of the general statutes is 258
332323 repealed and the following is substituted in lieu thereof (Effective July 1, 259

334325 (c) Any person desiring to be licensed under this chapter shall apply 261
335326 to the board in writing, on forms which the Department of Consumer 262
336327 Protection shall provide, stating: (1) Such person's name, residence 263
337328 address and business address; (2) a brief description of his 264
338329 qualifications, including the length and nature of his experience; (3) in 265
339330 the case of an apprentice, the name of his employer or supervisor; and 266
340331 (4) such other information as the department may require. Each 267
341332 application for a license as a service dealer shall be accompanied by a 268
342333 fee of [two hundred] one hundred dollars. Each application for a license 269
343334 as a licensed electronics technician, licensed antenna technician or 270
344335 licensed radio electronics technician shall be accompanied by a fee of 271
345336 eighty dollars. Each application for a permit as an apprentice shall be 272
346337 accompanied by a fee of forty dollars. If a service dealer as an individual 273
347-is a licensed electronics technician or licensed radio electronics 274 Bill No. 135
338+is a licensed electronics technician or licensed radio electronics 274
339+technician, only one license fee shall be charged in the amount of [two 275

357347 Sec. 15. Subsection (d) of section 20-357m of the general statutes is 278
358348 repealed and the following is substituted in lieu thereof (Effective July 1, 279

360350 (d) The commissioner shall issue a telecommunications infrastructure 281
361351 layout technician license to any individual who: (1) Completes a college 282
362352 level program or other program of instruction approved by the 283
363353 Department of Consumer Protection that assures industry standards in 284
364354 telecommunications infrastructure design; (2) submits an application 285
365355 pursuant to subsection (c) of this section deemed acceptable by the 286
366356 Commissioner of Consumer Protection; and (3) at the time of 287
367357 application, has held for not less than five years and continues to hold a 288
368358 valid unlimited or limited electrical license issued under the Electrical 289
369359 Work Board or a public service technician certificate of registration 290
370360 issued pursuant to section 20-340b, or has other equivalent experience 291
371361 and training as required for an electrical license, as determined by the 292
372362 commissioner. A license issued pursuant to this subsection is 293
373363 nontransferable. The fee for a telecommunications infrastructure layout 294
374364 technician license is [three hundred fifteen] two hundred dollars. Such 295
375365 license shall be renewed biennially and the renewal fee is [three 296
376366 hundred fifteen] two hundred dollars. 297
377367 Sec. 16. Subsection (b) of section 20-369a of the general statutes is 298
378368 repealed and the following is substituted in lieu thereof (Effective July 1, 299
379369 2024): 300
380370 (b) A qualifying corporation or limited liability company desiring a 301
381371 certificate of registration shall file with the board an application upon a 302
382372 form prescribed by the Department of Consumer Protection, 303
383373 accompanied by an application fee of eighty dollars. Each such 304
384374 certificate shall expire annually and shall be renewable upon payment 305
385-of a fee of [two hundred] one hundred dollars. If all requirements of this 306 Bill No. 135

398387 Sec. 17. Subsection (a) of section 20-374 of the general statutes is 313
399388 repealed and the following is substituted in lieu thereof (Effective July 1, 314
400389 2024): 315
401390 (a) Every licensed landscape architect shall pay an annual license fee 316
402391 to the department. A holder of a valid license who is not engaging in the 317
403392 active practice of the holder's profession in this state and does not desire 318
404393 to register may allow the license to lapse by notifying the board of the 319
405394 holder's intention not to renew the license. After a license has been 320
406395 allowed to lapse or has been suspended, it may be reinstated upon 321
407396 payment of a reinstatement fee and such proof of the landscape 322

449437 such applicant is required by any provision of the general statutes to 358
450438 have workers' compensation coverage, the identity of the insurer that 359
451439 provides the applicant with such workers' compensation coverage, (4) 360
452440 if such applicant is required by any provision of the general statutes to 361
453441 have an agent for service of process, the name and address of such agent, 362
454442 and (5) proof of general liability insurance coverage in an amount not 363
455443 less than twenty thousand dollars, demonstrated by providing the 364
456444 policy number and business name of the insurance provider. Each such 365
457445 application shall be accompanied by a fee of [one hundred twenty] one 366
458446 hundred dollars, except that no such application fee shall be required if 367
459447 such person has paid the registration fee required under section 20-421, 368
460448 as amended by this act, during any year in which such person's 369

479466 which such person's registration as a new home construction contractor 382
480467 would be valid. 383
481468 (3) A new home construction contractor that holds a certificate of 384
482469 registration issued in accordance with sections 20-417a to 20-417k, 385
483470 inclusive, that expires on September 30, 2023, shall renew such 386
484471 certificate of registration on or before the renewal date established for 387
485472 the eighteen-month period beginning October 1, 2023, and ending 388
486473 March 31, 2025, and shall pay (A) a prorated renewal fee in the amount 389
487474 of (i) one hundred eighty dollars [,] if such renewal date falls within the 390
488475 period beginning October 1, 2023, and ending June 30, 2024, or (ii) one 391
489476 hundred fifty dollars if such renewal date falls within the period 392
490477 beginning July 1, 2024, and ending March 31, 2025, (B) a prorated fee 393
491478 due under subsection (b) of section 20-417i in the amount of three 394
492479 hundred sixty dollars, and (C) a prorated fee due under subsection (b) 395
493480 of section 20-432 in the amount of one hundred fifty dollars if such new 396
494481 home construction contractor has opted to engage in home 397
495482 improvement under subsection (f) of this section. 398

734714 shall be in writing, shall be retained by the charitable organization for 595
735715 three years and shall be available to the department upon request. 596
736716 Sec. 28. Subsection (a) of section 21a-190f of the 2024 supplement to 597
737717 the general statutes is repealed and the following is substituted in lieu 598
738718 thereof (Effective July 1, 2024): 599
739719 (a) No person shall act as a paid solicitor unless such person has first 600
740720 registered with the department. Registration shall be in a form 601
