29 | 28 | | (a) The board shall grant the certificate of "certified public 4 |

---|

53 | 51 | | 182l and shall submit proof of, or attest to, completion of continuing 22 |

---|
55 | 53 | | Sec. 4. Section 20-305 of the general statutes is repealed and the 24 |
---|
56 | 54 | | following is substituted in lieu thereof (Effective July 1, 2024): 25 |
---|
57 | 55 | | Applications for licensure under this chapter shall be on forms 26 |
---|
58 | 56 | | prescribed and furnished by the Department of Consumer Protection. 27 |
---|
59 | 57 | | The nonrefundable application fee for a professional engineer license 28 |
---|
60 | 58 | | shall be eighty dollars. The nonrefundable application fee for an 29 |
---|
61 | 59 | | engineer-in-training license shall be seventy-six dollars, which shall 30 |
---|
62 | 60 | | accompany the application and which shall include the cost of the 31 |
---|
63 | 61 | | issuance of a license. The nonrefundable application fee for a land 32 |
---|
64 | 62 | | surveyor license shall be eighty dollars. The nonrefundable application 33 |
---|
65 | 63 | | fee for a surveyor-in-training license shall be sixty-four dollars, which 34 |
---|
66 | 64 | | shall accompany the application and which shall include the cost of the 35 |
---|
67 | 65 | | issuance of a license. The initial license fee for a professional engineer 36 |
---|
68 | 66 | | license or a land surveyor license shall be [two hundred twenty] one 37 |
---|
69 | 67 | | hundred dollars. The application fee for a combined license as 38 |
---|
70 | 68 | | professional engineer and land surveyor shall be eighty dollars. The 39 |

---|
73 | 71 | | Sec. 5. Subsection (a) of section 20-306 of the general statutes is 42 |
---|
74 | 72 | | repealed and the following is substituted in lieu thereof (Effective July 1, 43 |

82 | 79 | | (a) (1) The Department of Consumer Protection shall notify each 45 |
---|
83 | 80 | | person licensed under this chapter of the date of the expiration of such 46 |
---|
84 | 81 | | license and the amount of the fee required for its renewal for one year. 47 |
---|
85 | 82 | | Such license renewals shall be accompanied by the payment of the 48 |
---|
86 | 83 | | professional services fee for [class G] class B, as defined in section 33-49 |
---|
87 | 84 | | 182l, in the case of a professional engineer license, a professional 50 |
---|
88 | 85 | | engineer and land surveyor combined license, or a land surveyor 51 |
---|
89 | 86 | | license. The license shall be considered lapsed if not renewed on or 52 |
---|
90 | 87 | | before the expiration date. 53 |
---|
91 | 88 | | (2) Annual renewal of an engineer-in-training license or a surveyor-54 |
---|
92 | 89 | | in-training license shall not be required. Any such license shall remain 55 |
---|
93 | 90 | | valid for a period of ten years from the date of its original issuance and, 56 |
---|
94 | 91 | | during this time, it shall meet in part the requirements for licensure as a 57 |
---|
95 | 92 | | professional engineer or land surveyor. It shall not be the duty of the 58 |
---|
96 | 93 | | department to notify the holder of an engineer-in-training license or a 59 |
---|
97 | 94 | | surveyor-in-training license of the date of expiration of such license 60 |
---|
98 | 95 | | other than to publish it annually in the roster. 61 |
---|
99 | 96 | | (3) Renewal of any license under this chapter or payment of renewal 62 |
---|
100 | 97 | | fees shall not be required of any licensee serving in the armed forces of 63 |
---|
101 | 98 | | the United States until the next renewal period immediately following 64 |
---|
102 | 99 | | the termination of such service or the renewal period following the fifth 65 |
---|
103 | 100 | | year after such licensee's entry into such service, whichever occurs first. 66 |
---|
104 | 101 | | The status of such licensees shall be indicated in the annual roster of 67 |
---|
105 | 102 | | professional engineers and land surveyors. 68 |
---|
106 | 103 | | Sec. 6. Subsection (a) of section 20-308 of the general statutes is 69 |
---|
107 | 104 | | repealed and the following is substituted in lieu thereof (Effective July 1, 70 |

126 | 122 | | such license, certificate of qualification or registration was issued shall 83 |
---|
127 | 123 | | not conflict with the provisions of this chapter and shall be of a standard 84 |
---|
128 | 124 | | not lower than that specified in section 20-302. Upon request of any such 85 |
---|
129 | 125 | | applicant the board may, if it determines that the application is in 86 |
---|
130 | 126 | | apparent good order, authorize the department to grant to such 87 |
---|
131 | 127 | | applicant permission in writing to practice engineering or land 88 |
---|
132 | 128 | | surveying or both for a specified period of time while such application 89 |
---|
133 | 129 | | is pending. The board may waive the first part of the examination 90 |
---|
134 | 130 | | specified in subdivision (1) of section 20-302 in the case of an applicant 91 |
---|
135 | 131 | | for licensure as a professional engineer who holds a certificate as an 92 |
---|
136 | 132 | | engineer-in-training issued to him by the proper authority of any state, 93 |
---|
137 | 133 | | territory or possession of the United States, provided the requirements 94 |
---|
138 | 134 | | under which the certificate was issued do not conflict with the 95 |
---|
139 | 135 | | provisions of this chapter and are of a standard at least equal to that 96 |
---|
140 | 136 | | specified in said subdivision (1). The board may waive that part of the 97 |
---|
141 | 137 | | examination specified in subdivision (3) of section 20-302 relating to the 98 |
---|
142 | 138 | | fundamentals of land surveying, in the case of an applicant for licensure 99 |
---|
143 | 139 | | as a land surveyor who holds a certificate as a surveyor-in-training 100 |
---|
144 | 140 | | issued to him by the proper authority of any state, territory or 101 |
---|
145 | 141 | | possession of the United States, provided the requirements under which 102 |
---|
146 | 142 | | the certificate was issued do not conflict with the provisions of this 103 |
---|
147 | 143 | | chapter and are of a standard at least equal to that specified in said 104 |
---|
148 | 144 | | subdivision (3). 105 |
---|
149 | 145 | | Sec. 7. Subsection (f) of section 20-314 of the 2024 supplement to the 106 |
---|
150 | 146 | | general statutes, as amended by section 11 of public act 23-84, is 107 |
---|
151 | 147 | | repealed and the following is substituted in lieu thereof (Effective July 1, 108 |
---|
160 | 155 | | biennially. At the time of application for a real estate broker's license, 111 |
---|
161 | 156 | | there shall be paid to the department, for each individual applicant and 112 |
---|
162 | 157 | | for each business entity, the sum of [one thousand one hundred thirty] 113 |
---|
163 | 158 | | two hundred dollars, and for the biennial renewal thereof, the sum of 114 |
---|
164 | 159 | | [seven hundred fifty] two hundred dollars. [, except that for licenses 115 |
---|
165 | 160 | | expiring on March 31, 2022, a prorated renewal fee shall be charged to 116 |
---|
166 | 161 | | reflect the fact that the March 2022, renewal shall expire on November 117 |
---|
167 | 162 | | 30, 2023.] At the time of application for a real estate salesperson's license, 118 |
---|
168 | 163 | | there shall be paid to the department [five hundred seventy] two 119 |
---|
169 | 164 | | hundred dollars and for the biennial renewal thereof the sum of [five 120 |
---|
170 | 165 | | hundred seventy] two hundred dollars. Six dollars of each such biennial 121 |
---|
171 | 166 | | renewal fee shall be payable to the Real Estate Guaranty Fund 122 |
---|
172 | 167 | | established pursuant to section 20-324a. A real estate broker's license 123 |
---|
173 | 168 | | issued to any business entity shall entitle the designated broker, upon 124 |
---|
174 | 169 | | compliance with the terms of this chapter, but without the payment of 125 |
---|
175 | 170 | | any further fee, to perform all of the acts of a real estate broker under 126 |
---|
176 | 171 | | this chapter on behalf of such business entity. Any license which expires 127 |
---|
177 | 172 | | and is not renewed on or before the ninetieth day following the 128 |
---|
178 | 173 | | expiration date of such license may be reinstated by the commission or 129 |
---|
179 | 174 | | department, in the commission's or department's discretion, provided 130 |
---|
180 | 175 | | such license has expired for less than three years and the former licensee 131 |
---|
181 | 176 | | (1) attests that such former licensee did not work in this state in the 132 |
---|
182 | 177 | | occupation or profession in which such former licensee was licensed 133 |
---|
183 | 178 | | while such former licensee's license was lapsed, (2) pays the renewal fee 134 |
---|
184 | 179 | | due for such license for the year in which such license is reinstated, and 135 |
---|
185 | 180 | | (3) completes any continuing education required for such license for the 136 |
---|
186 | 181 | | year preceding such reinstatement. If an applicant for reinstatement 137 |
---|
187 | 182 | | worked in this state in the occupation or profession in which such 138 |
---|
188 | 183 | | applicant was formerly licensed while such license was lapsed, the 139 |
---|
189 | 184 | | applicant shall pay all license and late fees due and owing for the lapse 140 |
---|
190 | 185 | | period and demonstrate that such applicant has completed all 141 |
---|
191 | 186 | | continuing education required for such license for the year preceding 142 |
---|
192 | 187 | | such reinstatement. Such late fees shall be assessed for each real estate 143 |
---|
201 | 195 | | amount of [two hundred eighty-five] one hundred dollars for each year 146 |
---|
202 | 196 | | or fraction thereof from the date of expiration of the previous license to 147 |
---|
203 | 197 | | the date of payment for reinstatement. If a license has lapsed for at least 148 |
---|
204 | 198 | | three years, the former licensee is ineligible for reinstatement under this 149 |
---|
205 | 199 | | subsection and may apply for a new license. Notwithstanding any 150 |
---|
206 | 200 | | contrary provision of this subsection, a former licensee whose license 151 |
---|
207 | 201 | | expired after such former licensee entered military service shall be 152 |
---|
208 | 202 | | reinstated without payment of any fee if an application for 153 |
---|
209 | 203 | | reinstatement is filed with the commission or department before the 154 |
---|
210 | 204 | | third anniversary of such expiration date, and the former licensee 155 |
---|
211 | 205 | | provides evidence that is sufficient to demonstrate to the commission or 156 |
---|
212 | 206 | | department that such former licensee completed at least six hours of 157 |
---|
213 | 207 | | continuing education for such license, including, but not limited to, the 158 |
---|
214 | 208 | | mandatory continuing education required for such license, during the 159 |
---|
215 | 209 | | calendar year preceding the date on which such application for 160 |
---|
216 | 210 | | reinstatement is filed. Any such reinstated broker's license shall expire 161 |
---|
217 | 211 | | on the next succeeding November thirtieth. Any such reinstated real 162 |
---|
218 | 212 | | estate salesperson's license shall expire on the next succeeding May 163 |
---|
219 | 213 | | thirty-first. 164 |
---|
220 | 214 | | Sec. 8. Subsection (a) of section 20-333 of the general statutes is 165 |
---|
221 | 215 | | repealed and the following is substituted in lieu thereof (Effective July 1, 166 |
---|

---|
223 | 217 | | (a) To obtain a license under this chapter, an applicant shall have 168 |
---|
224 | 218 | | attained such applicant's eighteenth birthday and shall furnish such 169 |
---|
225 | 219 | | evidence of competency as the appropriate board or the Commissioner 170 |
---|
226 | 220 | | of Consumer Protection shall require. A recommendation for review 171 |
---|
227 | 221 | | issued pursuant to section 31-22u shall be sufficient to demonstrate such 172 |
---|
228 | 222 | | competency. The applicant shall satisfy such board or the commissioner 173 |
---|
229 | 223 | | that such applicant possesses a diploma or other evidence of graduation 174 |
---|
230 | 224 | | from the eighth grade of grammar school, or possesses an equivalent 175 |
---|
231 | 225 | | education to be determined on examination and has the requisite skill 176 |
---|
241 | 234 | | review issued pursuant to section 31-22u shall be sufficient to 180 |
---|
242 | 235 | | demonstrate that an applicant possesses such requisite skill and can 181 |
---|
243 | 236 | | comply with all other requirements of this chapter and the regulations 182 |
---|
244 | 237 | | adopted under this chapter. For any application submitted pursuant to 183 |
---|
245 | 238 | | this section that requires a hearing or other action by the applicable 184 |
---|
246 | 239 | | examining board or the commissioner, such hearing or other action by 185 |
---|
247 | 240 | | the applicable examining board or the commissioner shall occur not 186 |
---|
248 | 241 | | later than thirty days after the date of submission for such application. 187 |
---|
249 | 242 | | Upon application for any such license, the applicant shall pay to the 188 |
---|
250 | 243 | | department a nonrefundable application fee of ninety dollars for a 189 |
---|
251 | 244 | | license under subdivisions (2) and (3) of subsection (a) and subdivision 190 |
---|
252 | 245 | | (4) of subsection (e) of section 20-334a, or a nonrefundable application 191 |
---|
253 | 246 | | fee of [one hundred fifty] one hundred dollars for a license under 192 |
---|
254 | 247 | | subdivision (1) of subsection (a), subdivisions (1) and (2) of subsection 193 |
---|
255 | 248 | | (b), subdivision (1) of subsection (c) and subdivisions (1), (2) and (3) of 194 |
---|
256 | 249 | | subsection (e) of section 20-334a. Any such application fee shall be 195 |

267 | 260 | | section 31-22u. All such licenses shall expire annually. No person shall 206 |
---|
268 | 261 | | carry on or engage in the work or occupations subject to this chapter 207 |
---|
269 | 262 | | after the expiration of such person's license until such person has filed 208 |
---|
270 | 263 | | an application bearing the date of such person's registration card with 209 |
---|
281 | 273 | | prescribe, furnish evidence satisfactory to the board that the licensee has 214 |
---|
282 | 274 | | completed any continuing professional education required under 215 |
---|
283 | 275 | | sections 20-330 to 20-341, inclusive, or any regulations adopted 216 |
---|
284 | 276 | | thereunder. The board may renew such license if the application for 217 |
---|
285 | 277 | | such renewal is received by the board no later than one month after the 218 |
---|
286 | 278 | | date of expiration of such license, upon payment to the department of a 219 |
---|
287 | 279 | | renewal fee of [one hundred fifty] one hundred dollars. [in the case of a 220 |

289 | 281 | | license.] For any completed renewal application submitted pursuant to 222 |

290 | 282 | | this section that requires a hearing or other action by the applicable 223 |

291 | 283 | | examining board, such hearing or other action by the applicable 224 |
---|
292 | 284 | | examining board shall occur not later than thirty days after the date of 225 |
---|
293 | 285 | | submission for such completed renewal application. The department 226 |
---|
294 | 286 | | shall issue a receipt stating the fact of such payment, which receipt shall 227 |
---|
295 | 287 | | be a license to engage in such work or occupation. A licensee who has 228 |
---|
296 | 288 | | failed to renew such licensee's license for a period of over two years 229 |
---|
297 | 289 | | from the date of expiration of such license shall have it reinstated only 230 |
---|
298 | 290 | | upon complying with the requirements of section 20-333, as amended 231 |
---|
299 | 291 | | by this act. All license fees and renewal fees paid to the department 232 |
---|
300 | 292 | | pursuant to this section shall be deposited in the General Fund. 233 |

301 | 293 | | Sec. 10. Subsection (h) of section 20-340d of the general statutes is 234 |

336 | 327 | | Protection shall provide, stating: (1) Such person's name, residence 263 |

337 | 328 | | address and business address; (2) a brief description of his 264 |
---|
338 | 329 | | qualifications, including the length and nature of his experience; (3) in 265 |
---|
339 | 330 | | the case of an apprentice, the name of his employer or supervisor; and 266 |
---|
340 | 331 | | (4) such other information as the department may require. Each 267 |
---|
341 | 332 | | application for a license as a service dealer shall be accompanied by a 268 |
---|
342 | 333 | | fee of [two hundred] one hundred dollars. Each application for a license 269 |
---|
343 | 334 | | as a licensed electronics technician, licensed antenna technician or 270 |
---|
344 | 335 | | licensed radio electronics technician shall be accompanied by a fee of 271 |
---|
345 | 336 | | eighty dollars. Each application for a permit as an apprentice shall be 272 |
---|
346 | 337 | | accompanied by a fee of forty dollars. If a service dealer as an individual 273 |

365 | 355 | | pursuant to subsection (c) of this section deemed acceptable by the 286 |

366 | 356 | | Commissioner of Consumer Protection; and (3) at the time of 287 |
---|
367 | 357 | | application, has held for not less than five years and continues to hold a 288 |
---|
368 | 358 | | valid unlimited or limited electrical license issued under the Electrical 289 |
---|
369 | 359 | | Work Board or a public service technician certificate of registration 290 |
---|
370 | 360 | | issued pursuant to section 20-340b, or has other equivalent experience 291 |
---|
371 | 361 | | and training as required for an electrical license, as determined by the 292 |
---|
372 | 362 | | commissioner. A license issued pursuant to this subsection is 293 |
---|
373 | 363 | | nontransferable. The fee for a telecommunications infrastructure layout 294 |
---|
374 | 364 | | technician license is [three hundred fifteen] two hundred dollars. Such 295 |
---|
375 | 365 | | license shall be renewed biennially and the renewal fee is [three 296 |

376 | 366 | | hundred fifteen] two hundred dollars. 297 |

377 | 367 | | Sec. 16. Subsection (b) of section 20-369a of the general statutes is 298 |

453 | 441 | | have an agent for service of process, the name and address of such agent, 362 |
---|
454 | 442 | | and (5) proof of general liability insurance coverage in an amount not 363 |
