AN ACT CONCERNING RECOMMENDATIONS OF THE LEGISLATIVE 
COMMISSIONERS' OFFICE FOR TECHNICAL CHANGES TO 
ENVIRONMENT-RELATED STATUTES.  
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. Subsection (a) of section 22-277 of the 2024 supplement to 1 
the general statutes is repealed and the following is substituted in lieu 2 
thereof (Effective from passage): 3 
(a) As used in this section, "livestock animal" means any camelid or 4 
hooved animal raised for domestic or commercial use. The 5 
Commissioner of Agriculture shall supervise commission sales stables 6 
where livestock animals are sold at public auctions. Any person, firm or 7 
corporation engaged in the business of selling livestock animals at such 8 
auctions or sales shall annually apply to said commissioner for a license 9 
upon a form to be prescribed by the commissioner. The fee for each such 10 
license shall be one hundred ninety dollars, payable to said 11 
commissioner. Each such license shall be issued for the period of one 12 
year from July first and may be revoked for cause. If, in the judgment of 13 
the commissioner, any provision of this section has been violated, the 14 
commissioner shall send notice by registered or certified mail to the 15 
licensee, who shall be given a hearing, and, if violation is proven, the 16 
license shall be revoked. If a license to deal in livestock, issued to any 17 
person, firm or corporation by another state, has been suspended or 18 
revoked by such state within five years next preceding the date of 19  Substitute Bill No. 295

issuance or renewal of a license to such person, firm or corporation 20 
under the provisions of this section, such suspension or revocation shall 21 
constitute just cause for revocation under this section. All dairy animals 22 
to be sold at such auction shall be segregated from beef animals prior to 23 
such sales. The sale of dairy animals shall precede the sale of those 24 
assigned for slaughter. All bovines more than three hundred pounds in 25 
weight, except dairy and breeding animals, that are delivered to a sale 26 
shall be branded with the letter "S" in a conspicuous place or identified 27 
in a manner acceptable to the commissioner or the commissioner's 28 
designee by the operator of the sale or the operator's representative. All 29 
dairy and breeding animals from within the state arriving at a sale shall 30 
be from a herd that: (1) Is under state supervision for the control of 31 
brucellosis and tuberculosis and that has been tested for brucellosis and 32 
tuberculosis less than fourteen months before the sale, (2) has been 33 
tested for tuberculosis less than fourteen months before the sale and is 34 
regularly tested under the brucellosis ring test program of the 35 
Department of Agriculture, or (3) is certified to be brucellosis-free under 36 
the program established pursuant to section 22-299a. All dairy and 37 
breeding animals which are not [cosigned] consigned for immediate 38 
slaughter, arriving at a sale from outside the state shall comply with 39 
chapter 433 and be accompanied by a health certificate issued by the 40 
livestock official of the state of their origin and by an import permit from 41 
the commissioner or, alternatively, such dairy or breeding animals shall 42 
be examined by a licensed accredited veterinarian who shall issue an 43 
interstate health certificate for such animal at the expense of the licensee. 44 
All animals offered for dairy or breeding purposes shall be identified by 45 
an official ear tag, or by a breed registration number if accompanied by 46 
the corresponding breed registration certificate. Animals consigned for 47 
slaughter shall be sold only to owners or agents of slaughtering 48 
establishments and moved directly to such slaughtering establishments 49 
for immediate slaughter or slaughter that occurs not later than seventy-50 
two hours after the time of sale. All stables and sales rings shall be kept 51 
clean and shall be suitably disinfected prior to each sale. The provisions 52 
of this section shall not apply to the sale of an individual herd at an 53 
auction conducted by the owner thereof. Any person, or any officer or 54  Substitute Bill No. 295

agent of any corporation, who violates any provision of this section or 55 
who obstructs or attempts to obstruct the Commissioner of Agriculture 56 
or the commissioner's deputy or assistants in the performance of their 57 
duty, shall be guilty of a class D misdemeanor. 58 
Sec. 2. Section 23-5 of the general statutes is repealed and the 59 
following is substituted in lieu thereof (Effective from passage): 60 
The Commissioner of Energy and Environmental Protection shall 61 
have charge and supervision of all lands acquired by the state, as public 62 
reservations, for the [purposes] purpose of public recreation or the 63 
preservation of natural beauty or historic association, except such lands 64 
as may be placed by law in the charge and under the supervision of 65 
other commissions or officials. 66 
This act shall take effect as follows and shall amend the following 
sections: 
 
Section 1 from passage 22-277(a) 
Sec. 2 from passage 23-5
