1224 Be it enacted by the Senate and House of Representatives in General
1325 Assembly convened:

15-Section 1. Subsection (b) of section 10a-34g of the general statutes is
16-repealed and the following is substituted in lieu thereof (Effective July 1,
17-2024):
18-(b) The executive director of the Office of Higher Education may deny
19-the application for initial or renewed [license or accreditation]
20-authorization of a for-profit institution of higher education or consider
21-a for-profit institution of higher education ineligible to receive any
22-public funds, including, but not limited to, federal funds administered
23-by the office pursuant to section 10a-45 if (1) such institution fails to
24-include the statement required under subsection (a) of this section in its
25-application, or (2) upon review of such statement, the executive director
26-determines that the public policy of protecting the interests of students
27-in the state requires such denial. Notwithstanding the provisions of
28-subsection (i) of section 10a-34, the executive director may deny the
29-[accreditation] authorization of an institution of higher education, for
30-the purposes of this subsection, by refusing to accept or withdrawing
31-any previous acceptance of [regional] accreditation made under Senate Bill No. 303

36-Sec. 2. Subsection (b) of section 10a-44d of the 2024 supplement to the
37-general statutes is repealed and the following is substituted in lieu
38-thereof (Effective July 1, 2024):
39-(b) There is established the Connecticut Open Educational Resource
40-Coordinating Council, which shall be part of the Connecticut State
41-Colleges and Universities. The president shall appoint the members of
42-the council, which shall consist of the following: (1) A state-wide
43-coordinator, who shall collaborate with all institutions of higher
44-education to promote open educational resources and administer
45-grants; (2) one faculty member, one administrator and one staff member
46-from The University of Connecticut; (3) one faculty member, one
47-administrator and one staff member from the regional community-
48-technical college system; (4) one faculty member, one administrator and
49-one staff member from Charter Oak State College; (5) one faculty
50-member, one administrator and one staff member from the Connecticut
51-State University System; (6) one faculty member, one administrator and
52-one staff member from the independent institutions of higher education;
53-and (7) one student from any public or independent institution of higher
54-education in the state. All initial appointments to the council shall be
55-made not later than September 1, 2019, and shall expire on August 30,
56-2022, regardless of when the initial appointment was made. Any
57-member of the council may serve more than one term.
58-Sec. 3. Subsection (b) of section 10a-178 of the 2024 supplement to the
59-general statutes is repealed and the following is substituted in lieu
60-thereof (Effective July 1, 2024):
61-(b) "Project", in the case of a (1) participating institution for higher
62-education, means a (A) structure suitable for use as a dormitory or other
63-housing facility, including housing for staff members, employees or
64-students at such institution of higher education, dining hall, student Senate Bill No. 303

72-the conducting of research or the operation of an institution for higher
73-education, including parking and other facilities or structures essential
74-or convenient for the orderly conduct of such institution for higher
75-education, also including equipment and machinery and other similar
76-items necessary or convenient for the operation of a particular facility or
77-structure in the manner for which its use is intended or for the operation
78-of a participating institution for higher education, or any combination
79-thereof, or (B) program or service that is in furtherance of the
80-organization or mission of a participating institution of higher
81-education; (2) participating health care institution means a (A) structure
82-suitable for use as a hospital, clinic, or other health care facility,
83-laboratory, laundry, residence facility, including housing for nurses,
84-interns, staff members, employees or students at such health care
85-institution and their immediate families and for physically or mentally
86-handicapped persons, administration building, research facility, and
87-maintenance, storage or utility facility and other structures or facilities
88-related thereto or required or useful for the operation of the project,
89-including parking and other facilities or structures essential or
90-convenient for the orderly operation of such project, also including
91-equipment and machinery and other similar items necessary or
92-convenient for the operation of the project in the manner for which its
93-use is intended or for the operation of a participating health care
94-institution, or any combination thereof, or (B) program or service that is
95-in furtherance of the organization or mission of a participating health
96-care institution; (3) participating qualified nonprofit organization means
97-a (A) structure or facility owned in its entirety by, or suitable for use in
98-accordance with the charitable or nonprofit status of the qualified
99-nonprofit organization, also including equipment and machinery and
100-other similar items necessary or convenient for the operation of the Senate Bill No. 303

104-project in the manner for which its use is intended or for the operation
105-of a participating qualified nonprofit corporation, or (B) program or
106-service that is in furtherance of the organization or mission of a
107-participating qualified nonprofit organization; and (4) participating
108-nursing home means a (A) structure or facility suitable for use as a
109-nursing home, residential care home, rest home, health care facility for
110-the handicapped, mental health facility or independent living facility
111-subject to the licensing requirements of chapter 368v and appurtenant
112-facilities, equipment and machinery and other similar items necessary
113-or convenient for the operation of a particular facility or structure in the
114-manner for which its use is intended or for the operation of a
115-participating nursing home, or (B) program or service that is in
116-furtherance of the organization or mission of a participating nursing
117-home;

97+thereof, or (B) program or service that is in furtherance of the 59
98+organization or mission of a participating institution of higher 60
99+education; (2) participating health care institution means a (A) structure 61
100+suitable for use as a hospital, clinic, or other health care facility, 62
101+laboratory, laundry, residence facility, including housing for nurses, 63
102+interns, staff members, employees or students at such health care 64
103+institution and their immediate families and for physically or mentally 65
