AN ACT CONCERNING FEES CHARGED BY INSTITUTIONS OF
HIGHER EDUCATION.
Be it enacted by the Senate and House of Representatives in General
Assembly convened:
Section 1. (NEW) (Effective July 1, 2025) (a) No institution of higher 1
education in the state shall charge a fee to any student that is not (1) part 2
of tuition or room and board costs at such institution, or (2) disclosed to 3
each student prior to requiring a student to pay an enrollment deposit 4
to enroll in such institution. 5
(b) Each institution of higher education shall return to each student 6
the amount of unexpended funds in such student's meal plan account at 7
the end of each academic semester. 8
This act shall take effect as follows and shall amend the following
sections:
Section 1 July 1, 2025 New section
Statement of Purpose:
To (1) prohibit institutions of higher education from charging fees to
students that are not part of tuition and room and board costs, and not

disclosed prior to requiring an enrollment deposit; and (2) require
institutions of higher education to return unexpended meal plan funds.
