AN ACT PROHIBITING HEALTH CARE PROVIDERS AND CLINICAL
LABORATORIES FROM IMPOSING OUT-OF-POCKET EXPENSES
BASED ON ESTIMATES OF CHARGES.
Be it enacted by the Senate and House of Representatives in General
Assembly convened:
That the general statutes be amended to prohibit any health care 1
provider or clinical laboratory from imposing, for health care services 2
or treatment rendered to an insured, a coinsurance, copayment, 3
deductible or other out-of-pocket expense at the time of such service or 4
treatment based on an estimate of charges, rather than an amount 5
identified in the medical bill for such service or treatment. 6
Statement of Purpose:
To prohibit any health care provider or clinical laboratory from
imposing, for health care services or treatment rendered to an insured,
a coinsurance, copayment, deductible or other out-of-pocket expense at
the time of such service or treatment based on an estimate of charges,
rather than an amount identified in the medical bill for such service or
treatment.
