AN ACT CONCERNING HABEAS CORPUS PROCEEDINGS. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That titles 51 and 52 of the general statutes be amended to provide 1 
that: (1) A trial court's denial of permission to appeal the denial of a 2 
habeas corpus petition is a final judgment with no right of appeal; (2) 3 
the right to appointed counsel shall be limited to a single habeas corpus 4 
petition, and appeal, unless there is new evidence that was not available 5 
at the time of trial; (3) all habeas claims be set forth in the initial petition; 6 
and (4) victims of the underlying crime are notified upon the filing of a 7 
habeas petition. 8 
Statement of Purpose:   
To revise habeas corpus proceedings in the state.
