1918 AN ACT IMPLEMENTING WEIGH -IN-MOTION SYSTEMS FOR
2019 COMMERCIAL MOTOR VEHICLE ENFORCEMENT ACTIVITIES.
2120 Be it enacted by the Senate and House of Representatives in General

24-Section 1. (NEW) (Effective from passage) (a) As used in this section, 1
25-"weigh-in-motion system" means a system that (1) consists of an array 2
26-of sensors used to measure various features of a vehicle while such 3
27-vehicle is moving, such as the time, date, speed, vehicle axle counts, axle 4
28-spacing, axle weight, gross vehicle weight, weight violations, vehicle 5
29-classification and overall length, and (2) is capable of transmitting the 6
30-collected information. 7
31-(b) Not later than July 1, 2026, the Departments of Motor Vehicles, 8
32-Transportation and Emergency Services and Public Protection shall 9
33-jointly expand the use of weigh-in-motion systems throughout the state 10
34-to improve the safety and productivity of commercial motor vehicle 11
35-operators and enhance commercial motor vehicle size, weight and 12
36-safety enforcement. The departments shall execute a memorandum of 13
37-understanding that specifies the role of each agency in expanding and 14
38-implementing the use of weigh-in-motion systems and the collection 15
39-and distribution of information collected from such use. Such agreement 16

45-shall include, but need not be limited to, sharing information collected 17
46-from such use with (1) the Department of Revenue Services to aid in the 18
47-collection of the tax imposed pursuant to section 12-493a of the general 19
48-statutes, and (2) the Department of Transportation to aid in the 20
49-provision of real-time traffic management and the development of plans 21
50-to address the present and future transportation needs of the state. 22
51-Sec. 2. (Effective from passage) Not later than July 1, 2027, the 23
52-Departments of Motor Vehicles, Transportation and Emergency 24
53-Services and Public Protection shall jointly submit a report, in 25
54-accordance with the provisions of section 11-4a of the general statutes, 26
55-concerning the expanded use of weigh-in-motion systems pursuant to 27
56-section 1 of this act and the impact of such use on commercial motor 28
57-vehicle enforcement activities to the joint standing committees of the 29
58-General Assembly having cognizance of matters relating to 30
59-transportation, public safety and finance, revenue and bonding. 31
60-This act shall take effect as follows and shall amend the following
