AN ACT PROHIBITING CERTAIN TREATMENT PRACTICES AND 
PROMOTING PSYCHOTHERAPY FOR MINORS EXPERIENCING 
GENDER DYSPHORIA OR INCONGRUENCE. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That the general statutes be amended to (1) prohibit health care 1 
providers from prescribing puberty-blocking drugs or artificial cross-2 
sex hormones to minors for non-FDA approved uses, including, but not 3 
limited to, treatment for gender dysphoria or incongruence, (2) prohibit 4 
health care providers from practicing surgery on minors for the purpose 5 
of sex reassignment or treatment of gender dysphoria or incongruence, 6 
and (3) promote psychotherapy for minors who are dealing with stress 7 
from gender dysphoria or incongruence. 8 
Statement of Purpose:   
To ensure that the best interests of minors are protected when 
experiencing gender dysphoria or incongruence.
