AN ACT REQUIRING AN EXPLANATION OF THE COMBINED PUBLIC
BENEFITS CHARGE ON UTILITY BILLS.
Be it enacted by the Senate and House of Representatives in General
Assembly convened:
That the general statutes be amended to require that any bill sent to 1
an end use customer of any electric distribution company contain a full 2
and easily understood explanation of any cost that constitutes a portion 3
of the charges collectively called the "Combined Public Benefits 4
Charge". 5
Statement of Purpose:
To require transparency concerning the origin and cost of any
individual public benefits charges on each ratepayer's bill.
