2626 AN ACT CONCERNING THE COMPOSITION AND CONDUCT OF THE
2727 PUBLIC UTILITIES REGULATORY AUTHORITY.
2828 Be it enacted by the Senate and House of Representatives in General
2929 Assembly convened:

3131 That the general statutes be amended to require that (1) the Public 1
3232 Utilities Regulatory Authority issue no final determination on any 2
3333 docket until existing vacancies on said authority are filled, (2) the 3
3434 existing vacancies on said authority be filled by one appointment by the 4
3535 president pro tempore of the Senate and one appointment by the 5
3636 speaker of the House of Representatives, (3) three members of said 6
3737 authority shall be members of the majority party and two members shall 7
3838 be members of the minority party, (4) any matter assigned to be heard 8
3939 by the chairperson of said authority must include a member of the 9
4040 authority from the minority party, (5) said authority be separated from 10
4141 the Department of Energy and Environmental Protection, (6) the 11
4242 chairperson of said authority provide for administrative support for 12 Proposed Bill No. 5404

4747 each member of said authority, (7) the members of the authority refrain 13
4848 from ex parte communications with representatives of the Office of the 14
4949 Governor and any chairperson of any joint standing committee of the 15
5050 General Assembly having cognizance of matters relating to said 16
5151 authority, (8) electric distribution companies be allowed to recover costs 17
5252 in any rate case for reasonably known or expected costs, and (9) the 18
5353 affirmative vote of both chambers of the General Assembly be required 19
5454 to enact any moratorium or other policy that would preclude electrical 20
5555 service shutoff for nonpayment based on end use customer hardship or 21
5656 other factors. 22
5757 Statement of Purpose:
5858 To require full and bipartisan membership on the Public Utilities
5959 Regulatory Authority, restructure the role of said authority and make
6060 said authority independent from the Department of Energy and
6161 Environmental Protection.
