2020 AN ACT CONCERNING CAREGIVERS, QUALIFYING PATIENTS AND
2121 THE PALLIATIVE USE OF CANNABIS.
2222 Be it enacted by the Senate and House of Representatives in General
2323 Assembly convened:

2525 That chapter 420f of the general statutes be amended to, for purposes 1
2626 of the state's palliative-use cannabis market, (1) redefine "caregiver" as 2
2727 "medical cannabis caregiver", (2) redefine "qualifying patient", (3) define 3
2828 "plant canopy" and "incidental cannabis material", (4) authorize 4
2929 qualifying patients and medical cannabis caregivers to engage in 5
3030 additional cultivation activities subject to area, security, privacy, odor 6
3131 mitigation and fee requirements, (5) cap certain cannabis testing 7
3232 laboratory fees, (6) provide additional anti-discrimination protections to 8
3333 qualifying patients and medical cannabis caregivers, (7) modify the 9
3434 Department of Consumer Protection's enforcement powers and the 10
3535 duration and terms of qualifying patient registration certificates, and (8) 11

4141 Statement of Purpose:
4242 To, for purposes of the state's palliative-use cannabis market, (1) define

4444 cannabis caregivers to engage in additional cultivation activities, (3) cap
4545 certain cannabis testing laboratory fees, (4) provide additional anti-
