AN ACT CONCERNING THE SUSPENSION OF MOTOR VEHICLE OPERATORS' LICENSES FOR FAILURE TO PAY FINES OR FEES OR FAILURE TO APPEAR FOR A SCHEDULED COURT APPEARANCE. Be it enacted by the Senate and House of Representatives in General Assembly convened: That chapter 246 of the general statutes be amended to (1) prohibit 1 the Commissioner of Motor Vehicles from suspending a license solely 2 for failing to pay fines, fees or other charges resulting from a motor 3 vehicle infraction or violation or for failure to appear for any scheduled 4 court appearance with regard to any such infraction or violation, and (2) 5 restore the operator's license of any person whose license was 6 suspended for such failure. 7 Statement of Purpose: To end the suspension of motor vehicle operators' licenses solely for failure to pay fines or fees or failure to appear for a scheduled court appearance in order to help low -income persons who need transportation for their livelihood.
