AN ACT CONCERNING THE INCLUSION OF CIVICS EDUCATION AS
PART OF SPECIAL EDUCATION INSTRUCTION.
Be it enacted by the Senate and House of Representatives in General
Assembly convened:
That title 10 of the general statutes be amended to (1) include civics 1
education as part of the special education instruction and curriculum to 2
provide students with special needs instruction on civic rights and 3
responsibilities, (2) provide funding to support schools in developing or 4
adapting civics courses specifically designed for accessibility and 5
engagement for special needs students, and (3) create an inclusive 6
educational environment that encourages students with special needs 7
to participate fully in civic life. 8
Statement of Purpose:
To create an inclusive educational environment that encourages
students with special needs to participate fully in civic life.
