23	23	AGREEMENTS, AMENDING THE DEFINITION OF CLASS I
24	24	RENEWABLE ENERGY SOURCES, SEPARATING THE PUBLIC
25	25	UTILITIES REGULATORY AUTHORITY FROM THE DEPARTMENT OF
26	26	ENERGY AND ENVIRONMENTAL PROTECTION, ELIMINATING
27	27	CERTAIN ELECTRICITY INCENTIVE PROGRAMS AND REQUIRING A
28	28	STUDY OF METHODS TO INCREASE THE SUPPLY OF NATURAL
29	29	GAS.
30	30	Be it enacted by the Senate and House of Representatives in General
31	31	Assembly convened:

33	33	That the general statutes be amended to (1) remove charges 1
34	34	collectively called the "Combined Public Benefits Charge" from electric 2
35	35	bills for end use customers of each electric distribution company, (2) 3
36	36	prohibit the Commissioner of Energy and Environmental Protection or 4
37	37	any electric distribution company from entering into a power purchase 5
38	38	agreement that provides for the purchase of electricity at a rate 6
39	39	exceeding one hundred fifty per cent above the wholesale price of 7
40	40	electricity, (3) redefine "Class I renewable energy source" to include any 8
41	41	electricity generated from a hydropower or nuclear power generating 9 Proposed Bill No. 5534

46	46	facility, (4) separate the Public Utilities Regulatory Authority from the 10
47	47	Department of Energy and Environmental Protection, (5) eliminate any 11
48	48	incentive program that increases electric demand, including, but not 12
49	49	limited to, any electric vehicle rebate program, and (6) study methods 13
50	50	by which the supply of natural gas may be increased in the state. 14
51	51	Statement of Purpose:
52	52	To (1) remove the "Combined Public Benefits Charge" from consumer
53	53	electric bills, (2) prohibit the Commissioner of Energy and
54	54	Environmental Protection or electric distribution companies from
55	55	entering into a power purchase agreement if the price for electricity
56	56	under such agreement exceeds one hundred fifty per cent above the
57	57	wholesale price of electricity, (3) redefine "Class I renewable energy
58	58	source" to include electricity generated from any hydropower or nuclear
59	59	power generating facility, (4) separate the Public Utilities Regulatory
60	60	Authority from the Department of Energy and Environmenta l
61	61	Protection, (5) eliminate any incentive program that increases electric
62	62	demand, including, but not limited to, any electric vehicle rebate
63	63	program, and (6) study methods by which the supply of natural gas may
64	64	be increased in the state.
