1219 AN ACT CONCERNING RETIREMENT BENEFITS AND WORKERS'
1320 COMPENSATION BENEFITS.
1421 Be it enacted by the Senate and House of Representatives in General
1522 Assembly convened:

1724 Section 1. (NEW) (Effective July 1, 2025) Notwithstanding any 1
1825 provision of the general statutes or special act, a municipality or special 2
19-taxing district that provides a defined benefit pension and retirement 3
20-system for its officers and employees and their beneficiaries shall, for 4
21-purposes of calculating the pension or retirement benefits to be paid to 5
22-an employee in retirement, consider as wages the greater of the (1) 6
23-wages used to calculate the final average salary of such employee 7
24-pursuant to the terms of such pension and retirement system, or (2) 8
25-temporary total disability and temporary partial disability benefits 9
26-received by such employee pursuant to chapter 568 of the general 10
27-statutes over the course of the time period used to calculate the final 11
28-average salary of such employee pursuant to the terms of such pension 12
29-and retirement system. Nothing in this section shall be construed to 13
30-impair or alter the provisions of any collective bargaining agreement in 14
31-effect before July 1, 2025. 15
