1818 AN ACT CONCERNING THE DUTIES OF THE OFFICE OF THE
1919 INSPECTOR GENERAL AND ACTIONS RESULTING FROM THE
2020 DEPRIVATION OF EQUAL PROTECTION.
2121 Be it enacted by the Senate and House of Representatives in General
2222 Assembly convened:

2424 That (1) section 51-277e of the general statutes be amended to require 1
2525 the Office of the Inspector General to (A) determine whether the death 2
2626 of a person arising from the use of force by a police officer was a suicide; 3
2727 and (B) make recommendations to the Police Officer Standards and 4
2828 Training Council concerning training to reduce the incidence of any 5
2929 such suicides; and (2) section 52-571k of the general statutes be amended 6
3030 to (A) allow a civil action brought pursuant to said section to be 7
3131 commenced not later than two years after the date on which the cause 8
3232 of action accrues, instead of one year after such date; and (B) if the 9
3333 subject of any civil action brought under said section is also the subject 10
3434 of an investigation conducted by the Office of the Inspector General 11
3535 under section 51-277e of the general statutes, require said office to make 12
3636 available to the parties to such action any documents related to such 13

4242 Statement of Purpose:
4343 To (1) require determinations of whether certain deaths were suicides,
4444 (2) require recommendations concerning training to reduce the
4545 incidence of any such suicides, (3) update the amount of time allowed
4646 for bringing certain civil actions to be congruent with the release of
4747 report findings by the Office of the Inspector General, and (4) increase
4848 the transparency of and access to findings made by said office.
