2525 Be it enacted by the Senate and House of Representatives in General
2626 Assembly convened:

2828 That the general statutes be amended to (1) remove charges 1
2929 collectively called the "Combined Public Benefits Charge" from electric 2
3030 bills for end use customers of each electric distribution company, (2) 3
3131 redefine "Class I renewable energy source" to include any electricity 4
3232 generated from a hydropower or nuclear power generating facility, (3) 5
3333 prohibit the Commissioner of Energy and Environmental Protection or 6
3434 any electric distribution company from entering into a power purchase 7
3535 agreement that provides for the purchase of electricity at a rate 8
3636 exceeding one hundred fifty per cent above the wholesale price of 9
3737 electricity, and (4) remove the Public Utilities Regulatory Authority 10

4343 Statement of Purpose:
4444 To (1) remove the "Combined Public Benefits Charge" from consumer
4545 electric bills, (2) redefine "Class I renewable energy source" to include
4646 electricity generated from any hydropower or nuclear power generating
4747 facility, (3) prohibit the Commissioner of Energy and Environmental
4848 Protection or electric distribution companies from entering into a power
4949 purchase agreement if the price for electricity under such agreement
5050 exceeds one hundred fifty per cent above the wholesale price of
5151 electricity, and (4) remove the Public Utilities Regulatory Authority
5252 from the Department of Energy and Environmental Protection.
