AN ACT REQUIRING THE PUBLIC UTILITIES REGULATORY AUTHORITY TO REGULATE RESIDENTIAL INTERNET SERVICE. Be it enacted by the Senate and House of Representatives in General Assembly convened: That the general statutes be amended to require the Public Utilities 1 Regulatory Authority to regulate all residential Internet service as a 2 public utility in the state, including a requirement that all rate increases 3 for such service be approved by said authority. 4 Statement of Purpose: To require the regulation of all residential Internet service as a public utility in the state.
