AN ACT CONCERNING MENTAL HEALTH AND SUBSTANCE USE 
PARITY, COMPLIANCE AND TRANSPARENCY. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That the general statutes be amended to: (1) Require each health 1 
carrier to submit an annual certification regarding compliance with 2 
applicable state and federal parity laws for mental health and substance 3 
use disorder benefits; (2) repeal state law provisions mandating 4 
confidential treatment of the names and identities of health carriers on 5 
annual nonquantitative treatment limitations filings; (3) establish a 6 
parity advancement account within the General Fund to fund initiatives 7 
supporting enforcement and consumer education; and (4) authorize the 8 
Insurance Commissioner to assess civil penalties for violations of parity 9 
laws by health carriers. 10 
Statement of Purpose:   
To: (1) Require each health carrier to submit an annual certification
