84	84	AN ACT CONCERNING MENTAL HEALTH AND SUBSTANCE USE
85	85	PARITY, COMPLIANCE AND TRANSPARENCY.
86	86	Be it enacted by the Senate and House of Representatives in General
87	87	Assembly convened:

89	89	That the general statutes be amended to: (1) Require each health 1
90	90	carrier to submit an annual certification regarding compliance with 2
91	91	applicable state and federal parity laws for mental health and substance 3
92	92	use disorder benefits; (2) repeal state law provisions mandating 4
93	93	confidential treatment of the names and identities of health carriers on 5
94	94	annual nonquantitative treatment limitations filings; (3) establish a 6
95	95	parity advancement account within the General Fund to fund initiatives 7
96	96	supporting enforcement and consumer education; and (4) authorize the 8
97	97	Insurance Commissioner to assess civil penalties for violations of parity 9
98	98	laws by health carriers. 10
99	99	Statement of Purpose:
100	100	To: (1) Require each health carrier to submit an annual certification
