AN ACT ESTABLISHING PROFICIENCY EXAMINATIONS AND A PUBLIC SCHOOL VOUCHER PROGRAM. Be it enacted by the Senate and House of Representatives in General Assembly convened: That the general statutes be amended to (1) require each local or 1 regional board of education to administer a grade-level proficiency 2 examination in reading, writing and math to each student as a condition 3 to elevating such student to the next grade level or allowing such 4 student to graduate, and (2) allow the parent or guardian of any student 5 who attends a public school in which less than sixty per cent of students 6 pass such grade-level proficiency examinations to obtain a voucher to 7 enroll such child in a public school within the same or an adjoining 8 school district. 9 Statement of Purpose: To (1) require administration of a grade-level proficiency examination as a condition to elevating a student to the next grade level or allowing a student to graduate, and (2) allow the parent or guardian of a student who attends a school in which less than sixty per cent of students pass such grade-level proficiency examinations to obtain a voucher to enroll such child in a public school within the same or adjoining school district.
