12-AN ACT CONCERNING THE ADOPTION OF ANIMALS FROM

20+BREEDERS AND ANIMAL TESTING FACILITIES.
1421 Be it enacted by the Senate and House of Representatives in General

17-Section 1. Section 10a-150e of the general statutes is repealed and the 1
18-following is substituted in lieu thereof (Effective October 1, 2025): 2
19-(a) For purposes of this section, "animal adoption or animal rescue 3
20-organization" means any collaboration of individuals or any nonprofit 4
21-organization that is exempt from taxation pursuant to Section 501(c)(3) 5
22-of the Internal Revenue Code of 1986, or any subsequent corresponding 6
23-internal revenue code of the United States, as amended from time to 7
24-time, that has, as part of such collaboration's or organization's purposes, 8
25-the sale or placement of animals that were removed from animal 9
26-shelters, municipal dog pounds or an individual's home. 10
27-(b) Each constituent unit of the state system of higher education, each 11
28-public institution of higher education and each independent institution 12
29-of higher education shall offer for adoption by an animal adoption or 13
30-animal rescue organization any cat, rabbit, guinea pig, ferret or dog that 14
31-such constituent unit or institution of higher education possesses for the 15
32-purpose of conducting research or testing provided such offer occurs 16
33-after the completion of any such research or testing, such research or 17
34-testing does not require the destruction of such cat, rabbit, guinea pig, 18 Substitute Bill No. 6277
24+Section 1. (NEW) (Effective October 1, 2025) (a) Notwithstanding the 1
25+provisions of section 10a-150e of the general statutes, any animal 2
26+breeder or animal testing facility that no longer has need for a dog, cat, 3
27+rabbit or guinea pig that is in its possession, and that does not otherwise 4
28+pose a health or safety risk to the public, shall (1) offer such dog, cat, 5
29+rabbit or guinea pig for release to an animal adoption or animal rescue 6
30+organization for eventual adoption, or (2) in the case of a testing facility 7
31+operated by any constituent unit of the state system of higher education, 8
32+any public institution of higher education or any independent 9
33+institution of higher education, develop its own adoption program for 10
34+such animals, provided such program maintains records that comply 11
35+with any record retention standards prescribed by the Commissioner of 12
36+Agriculture. Such animal breeder or animal testing facility shall keep 13
37+such offer for release open for a period of time of not less than six weeks, 14
38+prior to euthanizing such dog, cat, rabbit or guinea pig. Such period of 15
39+time shall commence upon the receipt of electronic mail notification of 16
40+such offer by any such animal adoption or animal rescue organization, 17

39-ferret or dog and such animal is no longer needed by such constituent 19
40-unit or institution of higher education. Any constituent unit of higher 20
41-education or institution of higher education that is required to offer a 21
42-cat, rabbit, guinea pig, ferret or dog for adoption pursuant to this section 22
43-may enter into an agreement with an animal adoption or animal rescue 23
44-organization for the purpose of complying with the provisions of this 24
45-section. 25
46+or upon the posting of any such offer on the adoption program Internet 18
47+web site for any such constituent unit, public institution or independent 19
48+institution, as applicable. Any such animal breeder or animal testing 20
49+facility may enter into an agreement with an animal adoption or animal 21
50+rescue organization for the implementation of the provisions of this 22
51+section. 23
52+(b) Any such animal breeder or animal testing facility shall not be 24
53+liable for any harm caused by, or any defect suffered by, any such dog, 25
54+cat, rabbit or guinea pig that is adopted pursuant to this section. 26
55+(c) The Department of Agriculture may retain a list of animal 27
56+adoption or animal rescue organizations that may be notified of such 28
57+offer for purposes of this section. 29
58+(d) For purposes of this section, "animal breeder" means any person 30
59+who breeds dogs, cats, rabbits or guinea pigs for sale or transfer to an 31
60+animal testing facility and "animal adoption or animal rescue 32
61+organization" has the same meaning as provided in section 10a-150e of 33
62+the general statutes. 34
