| 28 | 28 | conduct of elections, (2) eliminate the presumption that the Secretary's 3 | |
| 29 | 29 | regulations, declaratory rulings, instructions, opinions and orders 4 | |
| 30 | 30 | correctly interpret and effectuate the administration of elections and 5 | |
| 31 | 31 | primaries under title 9 of the general statutes, and (3) in the case of 6 | |
