AN ACT PROHIBITING A MUNICIPALITY FROM IMPOSING A
PENALTY ON HOMELESS PERSONS FOR UNDERTAKING LIFE -
SUSTAINING ACTIVITIES ON PUBLIC LAND.
Be it enacted by the Senate and House of Representatives in General
Assembly convened:
That the general statutes be amended to prohibit a municipality from 1
imposing any penalty on homeless persons for undertaking life-2
sustaining activities on public land, including homeless persons 3
sleeping and sheltering in an unobtrusive manner. 4
Statement of Purpose:
To prohibit a municipality from imposing a penalty on homeless
persons for undertaking life-sustaining activities on public land.
