28 | 28 | incarceration for noncriminal violations and implement proportionate, 2 | |
29 | 29 | noncustodial consequences such as suspension of earned time credit, (2) 3 | |
30 | 30 | introduce earned time credit to shorten probation sentences for 4 | |
31 | 31 | compliance, (3) guarantee timely hearing, neutral locations and the right 5 | |
32 | 32 | to counsel for individuals accused of violations, (4) remove supervision 6 | |
33 | 33 | fees and other financial obligations that disproportionately impact low-7 | |
34 | 34 | income individuals, and (5) replace automatic detention with written 8 | |
