1818 AN ACT CONCERNING THE PSYCHIATRIC SECURITY REVIEW
1919 BOARD.
2020 Be it enacted by the Senate and House of Representatives in General
2121 Assembly convened:

2323 That the general statutes be amended to (1) require the Psychiatric 1
2424 Security Review Board to consider the protection of society its "primary 2
2525 concern" and the well-being of the acquittee its "secondary concern" 3
2626 when evaluating for discharge, conditional release or confinement, (2) 4
2727 in the context of an acquittee's request for temporary or conditional 5
2828 leave: (A) Require said board to hold hearings on all applications for 6
2929 temporary leave; (B) remove the ability of an acquittee to be released on 7
3030 temporary leave under the charge of himself or herself; and (C) increase 8
3131 the waiting period between applications for acquittee temporary leave 9
3232 from six months to twelve months, (3) increase the waiting period 10
3333 between applications for an acquittee's conditional release from six 11
3434 months to twelve months, and (4) require said board to apply a burden 12
3535 of proof of "clear and convincing evidence" when evaluating a request 13
