2020 AN ACT CONCERNING REFORM OF LAWS RELATED TO CANNABIS
2121 AND EQUITY.
2222 Be it enacted by the Senate and House of Representatives in General
2323 Assembly convened:

2525 That the general statutes be amended to (1) mandate the immediate 1
2626 termination of cannabis-related investigations and charges not 2
2727 involving violence or public safety risks, (2) ensure individuals with 3
2828 past cannabis convictions have their records expunged and those 4
2929 incarcerated for cannabis offenses have their sentences reviewed and 5
3030 potentially vacated, with civil rights restored, (3) provide that there is 6
3131 equity in the cannabis industry by ensuring that at least fifty per cent of 7
3232 new cannabis licenses go to individuals with past cannabis convictions 8
3333 or from communities impacted by enforcement of cannabis-related laws 9
3434 and provide for a new equity fund that will offer financial assistance for 10
3535 these applicants, and (4) require law enforcement officers to undergo 11
3636 training on cannabis laws, biases and nonviolent enforcement 12
3737 approaches, with ongoing education funded by cannabis tax revenues. 13 Proposed Bill No. 6377

4242 Statement of Purpose:
4343 To end the enforcement of nonviolent cannabis offenses, facilitate the
4444 release of individuals affected by outdated laws, create equity
4545 opportunities for communities impacted by cannabis prohibition and
4646 provide comprehensive education and training for law enforcement on
4747 cannabis-related matters.
