1818 AN ACT ESTABLISHING SAFE STAFFING COMMITTEES FOR EACH
1919 CORRECTIONAL FACILITY.
2020 Be it enacted by the Senate and House of Representatives in General
2121 Assembly convened:

2323 That title 18 of the general statutes be amended to establish safe 1
2424 staffing committees: (1) For (A) each adult correctional facility 2
2525 composed of the warden of each facility, one deputy warden, one 3
2626 captain, one lieutenant, two line officers with at least five years of 4
2727 experience, one counseling supervisor, one counselor, one nursing 5
2828 supervisor, two nurses, one facility physician, one licensed social 6
2929 worker, one addictions services specialist, one teacher and one technical 7
3030 job trainer, or their designees, and the Corrections Ombuds or the 8
3131 ombuds' designee, and (B) each youth facility, which shall include the 9
3232 membership described in subparagraph (A) of this subdivision and two 10
3333 staff members of the Department of Children and Families; (2) for which 11
3434 members shall be selected by the warden unless the job category has 12
3535 unionized members, in which case the union shall decide which 13
3636 member to appoint to the staffing committee; (3) that shall establish safe 14
3737 officer post standards and safe staffing standards by shift for all job titles 15 Proposed Bill No. 6515

4242 they represent to meet facility needs and promote a safe environment 16
4343 and positive outcomes; and (4) that shall report such standards to the 17
4444 joint standing committee of the General Assembly having cognizance of 18
4545 matters relating to the Department of Correction. 19
4646 Statement of Purpose:
4747 To establish safe staffing committees for each correctional facility within
4848 the state to develop safe officer post standards and safe staffing
4949 standards by shift for all job titles they represent to meet facility needs
5050 and promote a safe environment and positive outcomes.
