AN ACT CONCERNING THE APPOINTMENT OF RECEIVERS AND THE EXERCISE OF EMINENT DOMAIN TO ENSURE THE CONTINUITY OF HEALTH CARE SERVICES IN HOSPITALS FACING FINANCIAL DISTRESS. Be it enacted by the Senate and House of Representatives in General Assembly convened: That the general statutes be amended to authorize (1) the Attorney 1 General to petition the Superior Court for the appointment of a receiver 2 to manage hospitals in financial distress or operational crisis, and (2) the 3 state to exercise eminent domain to assume control of hospital facilities 4 at risk of closure due to financial instability. 5 Statement of Purpose: To ensure that health care infrastructure remains resilient and accessible.
