| 32 | 32 | | That the general statutes be amended to: (1) (A) Define digital 1 |

| 33 | 33 | | currency in the penal code as a monetary instrument in a manner that is 2 |

| 34 | 34 | | consistent with banking definitions; (B) allow preconviction 3 |
|---|
| 35 | 35 | | confiscation of digital wallets associated with theft in order to create a 4 |
|---|
| 36 | 36 | | victims' compensation fund; and (C) create a hearing process to allow 5 |

| 37 | 37 | | due process that notices the alleged offender who is the holder of the 6 |

| 38 | 38 | | digital wallet; and (2) create an operating budget within the Department 7 |
