2626 AN ACT CONCERNING CRYPTOCURRENCY THEFT AND THE
2727 RESOURCES OF THE DEPARTMENT OF EMERGENCY SERVICES
2828 AND PUBLIC PROTECTION TO FIGHT SUCH THEFT.
2929 Be it enacted by the Senate and House of Representatives in General
3030 Assembly convened:

3232 That the general statutes be amended to: (1) (A) Define digital 1
3333 currency in the penal code as a monetary instrument in a manner that is 2
3434 consistent with banking definitions; (B) allow preconviction 3
3535 confiscation of digital wallets associated with theft in order to create a 4
3636 victims' compensation fund; and (C) create a hearing process to allow 5
3737 due process that notices the alleged offender who is the holder of the 6
3838 digital wallet; and (2) create an operating budget within the Department 7
3939 of Emergency Services and Public Protection to (A) acquire the needed 8
4040 technology to pursue cryptocurrency theft, and (B) support training and 9
4141 communications between local police departments and the Department 10

4747 Statement of Purpose:
4848 To make cryptocurrency theft easier to prosecute, allow for
4949 compensation of victims and provide resources to ease the pursuit of
5050 such cases to the Department of Emergency Services and Public
5151 Protection.
