20 | 20 | Be it enacted by the Senate and House of Representatives in General | |
21 | 21 | Assembly convened: | |

23 | 23 | That the general statutes be amended to provide that (1) an infraction 1 | |
24 | 24 | issued pursuant to a speed camera violation shall only be issued to the 2 | |
25 | 25 | person operating a motor vehicle at the time such vehicle was observed 3 | |
26 | 26 | operating in excess of the posted speed limit, (2) a speeding violation 4 | |
27 | 27 | shall not be enforced against any person the issuing jurisdiction fails to 5 | |
28 | 28 | prove was operating such vehicle at the time such vehicle was observed 6 | |
29 | 29 | operating in excess of the posted speed limit, and (3) the issuing 7 | |
30 | 30 | jurisdiction shall have the burden of proving the identity of the operator 8 | |
31 | 31 | of a motor vehicle observed to be operating in excess of the posted speed 9 | |
