LCO 1 of 3 General Assembly Substitute Bill No. 6722 January Session, 2025 AN ACT CONCERNING REIMBURSEMENT OF CERTAIN FEES FOR VETERANS OR SPONSORS OF VETERANS IN APPRENTICESHIP PROGRAMS. Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (NEW) (Effective July 1, 2025) (a) Not later than January 1, 1 2026, the Commissioner of Consumer Protection, in consultation with 2 the Labor Commissioner and the executive director of the Technical 3 Education and Career System, shall establish a grant program through 4 which any veteran who resides in this state, and any person sponsoring 5 an apprenticeship program in which any such veteran participates, may 6 apply for reimbursement, pursuant to subsection (b) of this section, of 7 licensure, certification, registration or tuition fees associated with 8 occupations, apprenticeships or trade programs under the jurisdiction 9 of the Technical Education and Career System or boards or councils 10 within the Department of Consumer Protection or the Labor 11 Department, as applicable. As used in this section, "veteran" has the 12 same meaning as provided in section 27-103 of the general statutes. 13 (b) The following shall be eligible for reimbursement through the 14 grant program established under this section: 15 (1) Any fee paid to the Department of Consumer Protection on or 16 after July 1, 2025, by a veteran for any (A) examination, (B) initial 17 Substitute Bill No. 6722 LCO 2 of 3 licensure or certification, or (C) annual renewal for the five years 18 immediately following such initial licensure or certification; 19 (2) Any fee paid to the Labor Department on or after July 1, 2025, by 20 a person sponsoring an apprenticeship program for any apprentice who 21 (A) participates in such program, and (B) is a veteran; and 22 (3) Up to one thousand dollars, in the aggregate, in tuition fees 23 charged by the Technical Education and Career System board for a 24 student who is a veteran, and paid to said board on or after July 1, 2025, 25 by, (A) such veteran, or (B) the person sponsoring an apprenticeship 26 program in which such veteran participates. 27 (c) The Commissioner of Consumer Protection, in consultation with 28 the Labor Commissioner and the executive director of the Technical 29 Education and Career System, shall prescribe the manner in which 30 eligible veterans or persons sponsoring apprenticeship programs shall 31 apply for reimbursement through the grant program established under 32 this section. 33 (d) Not later than January 1, 2027, and every six months thereafter, 34 the Commissioner of Consumer Protection, the Labor Commissioner 35 and the executive director of the Technical Education and Career System 36 shall jointly submit a report, in accordance with the provisions of section 37 11-4a of the general statutes, to the joint standing committee of the 38 General Assembly having cognizance of matters relating to veterans' 39 affairs. Such report shall contain (1) information detailing the number 40 of applications approved, and the total amount reimbursed, under the 41 grant program established under this section, and (2) recommendations 42 for legislation to address any areas for improvement in the 43 administration of such grant program that have been identified in such 44 report. 45 Sec. 2. (Effective July 1, 2025) The sum of one hundred thousand 46 dollars is appropriated to the Department of Consumer Protection from 47 the General Fund, for the fiscal year ending June 30, 2026, for the grant 48 program established under section 1 of this act. 49 Substitute Bill No. 6722 LCO 3 of 3 This act shall take effect as follows and shall amend the following sections: Section 1 July 1, 2025 New section Sec. 2 July 1, 2025 New section VA Joint Favorable Subst.
