20-AN ACT CONCERNING VETERANS WITH MOTOR VEHICLES OF A
21-CERTAIN AGE.
19+AN ACT PROVIDING A TAX CREDIT TO VETERANS' MOTOR
20+VEHICLES OF A CERTAIN AGE.
2221 Be it enacted by the Senate and House of Representatives in General

25-Section 1. (NEW) (Effective October 1, 2025) (a) Any veteran (1) who is 1
26-eligible for an exemption from tax on a motor vehicle belonging to or 2
27-held in trust for such veteran under section 12-81 of the general statutes, 3
28-and (2) whose motor vehicle is of such an age that the assessed value of 4
29-such vehicle, as determined by the schedule of depreciation described 5
30-in subdivision (7) of subsection (b) of section 12-63 of the general 6
31-statutes, is less than the full amount of property value specified in any 7
32-applicable exemption under section 12-81 of the general statutes, shall 8
33-be entitled to a monetary payment from the municipality in which such 9
34-veteran resides in an amount equal to the lesser of (A) the difference 10
35-between the actual tax paid on such assessed value and the tax that 11
36-would be paid for the full exemption to apply, or (B) one hundred 12
37-dollars. 13
38-(b) (1) In each year in which any veteran described in subsection (a) 14
39-of this section claims a monetary payment under this section, such 15

45-veteran shall give notice to the town clerk of such municipality that he 16
46-or she is entitled to such payment. 17
47-(2) In each year in which any such veteran submits a claim for such 18
48-payment, such veteran shall be required to file an application, on a form 19
49-prepared for such purpose by the assessor, not later than the assessment 20
50-date with respect to which such payment is claimed, which application 21
51-shall include (A) a certified copy of such veteran's military discharge 22
52-document, as defined in section 1-219 of the general statutes, or (B) in 23
53-the absence of such certified copy, at least two affidavits of disinterested 24
54-persons showing that the claimant is a veteran as defined in section 27-25
55-103 of the general statutes, provided the assessor may further require 26
56-such claimant to be examined by such assessor under oath concerning 27
57-such facts. Such assessor shall record each such affidavit in full and shall 28
58-list the name of such veteran, and such service shall be performed by 29
59-such assessor without remuneration. No assessor, board of assessment 30
60-appeals or other official shall allow any such claim for payment unless 31
61-evidence as specified in this section has been filed in the office of such 32
62-assessor. 33
63-(3) The assessor of such municipality shall annually make a certified 34
64-list of all such veterans who are found to be entitled to payment under 35
65-the provisions of this section, which list shall be filed in the town clerk's 36
66-office and shall be prima facie evidence that any such veteran whose 37
67-name appears on such list is entitled to such payment. 38
68-(4) No such veteran may receive such payment until such veteran has 39
69-proven his or her right to such payment in accordance with the 40
70-provisions of this section, together with such further proof as may be 41
71-required under such provisions. Upon sufficient proof, the assessor 42
72-shall notify the chief executive officer of such municipality who shall 43
73-draw an order upon the treasurer in favor of such veteran for the 44
74-amount set forth in subparagraph (A) or (B) of subsection (a) of this 45
75-section, as applicable. 46
