12-AN ACT CONCERNING EMPLOYMENT OPPORTUNITIES FOR
13-FORMER FEDERAL EMPLOYEES.

1420 Be it enacted by the Senate and House of Representatives in General

17-Section 1. (Effective from passage) (a) For purposes of this section and 1
18-section 2 of this act, "federal employee" includes individuals employed 2
19-directly by the federal government and individuals whose wages and 3
20-salaries are provided through federal grants or other federal funds. 4
21-(b) Not later than September 1, 2025, the Commissioner of 5
22-Administrative Services shall develop and implement policies and 6
23-procedures in order to give preference in hiring to federal employees 7
24-who were laid off or retired from federal service on or after January 1, 8
25-2025. If any such individuals are offered a position in state service, the 9
26-commissioner shall consider such individual's years in federal service 10
27-when deciding such individual's classification and pay grade. 11
28-Sec. 2. (Effective from passage) Not later than September 1, 2025, the 12
29-Labor Commissioner shall, within available appropriations, organize 13
30-and hold a job fair for federal employees who were laid off or retired 14
31-from federal service on or after January 1, 2025, in order to help facilitate 15
32-reemployment of such employees in private employment. 16

39-shall, within available appropriations, develop a job portal with 19
40-positions for applicants who, on or before January 1, 2025, were 20
41-previously employed by a higher education institution in the United 21
42-States to perform federally funded research. 22
23+Section 1. (Effective from passage) The Labor Commissioner shall 1
24+conduct a study of the Labor Department. Not later than January 1, 2026, 2
25+the commissioner shall report the results of the study, in accordance 3
26+with the provisions of section 11-4a of the general statutes, to the joint 4
27+standing committee of the General Assembly having cognizance of 5
28+matters relating to labor. Such report may include the commissioner's 6
29+recommendations for legislation regarding the Labor Department. 7
