1819 AN ACT CONCERNING THE USE OF SMART DEVICES IN SCHOOLS.
1920 Be it enacted by the Senate and House of Representatives in General

2223 Section 1. Section 10-233j of the general statutes is repealed and the 1
2324 following is substituted in lieu thereof (Effective July 1, 2025): 2
2425 (a) No student in a public school in the state shall possess or use a 3
2526 remotely activated paging device unless such student obtains the 4
2627 written permission of the school principal for such possession and use. 5
2728 The principal shall grant such permission only if the student or his 6
2829 parent or guardian establishes to the satisfaction of the principal that a 7
2930 reasonable basis exists for the possession and use of the device. 8
3031 (b) A local or regional board of education may restrict the student 9
3132 possession or use of cellular mobile telephones in the schools under its 10
3233 jurisdiction. In determining whether to restrict such possession or use, 11
3334 the local or regional board of education shall consider the special needs 12
3435 of parents and students. 13
3536 (c) For the school year commencing July 1, 2025, and each school year 14

4144 policy, in addition to any restrictions pursuant to subsection (b) of this 16
4245 section, limiting the use of smart devices in the schools governed by 17
4346 such board of education using the policy guidance developed by the 18
4447 Department of Education. As used in this subsection, "smart device" 19
4548 means a cellular mobile telephone or other wearable or portable 20
4649 technology that can connect to the Internet, collect, process and transmit 21
4750 data, and communicate with other devices and networks. 22
4851 This act shall take effect as follows and shall amend the following
