AN ACT CONCERNING THE CHARTER OF THE METROPOLITAN 
DISTRICT OF HARTFORD COUNTY.  
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
Section 1. Section 6 of special act 14-21 is amended to read as follows 1 
(Effective October 1, 2025):  2 
The Metropolitan District [Commission] shall annually prepare a 3 
report that includes the following: (1) A list of all bond issues for the 4 
preceding fiscal year, including, for each such issue, the financial 5 
advisor and underwriters, whether the issue was competitive, 6 
negotiated or privately placed, and the issue's face value and net 7 
proceeds; (2) a list of all projects receiving financial assistance during 8 
the preceding fiscal year, including each project's purpose, location, and 9 
the amount of funds provided by the district; (3) the cumulative value 10 
of all bonds issued, the value of outstanding bonds and capital projects 11 
associated with such bonds; (4) as of February 15th of each fiscal year, 12 
an accounting showing all water revenue and expenditures by source, 13 
category and type; and (5) the affirmative action policy statement, a 14  Raised Bill No. 6995

description of the composition of the district's work force by race, sex, 15 
and occupation and a description of the district's affirmative action 16 
efforts. The district shall, not later than [January] July first, submit one 17 
copy of such report to the Governor, [to] the Auditors of Public 18 
Accounts, [and to] the Office of Fiscal Analysis and, [two copies of such 19 
report to the Legislative Program Review and Investigations 20 
Committee. Not later than thirty days after receiving copies of such 21 
report from the district, the Legislative Program Review and 22 
Investigations Committee shall prepare an assessment of whether the 23 
report complies with the requirements of this section and shall submit 24 
the assessment and a copy of the report to] in accordance with the 25 
provisions of section 11-4a of the general statutes, the joint standing 26 
committee of the General Assembly having cognizance of matters 27 
relating to municipalities. 28 
Sec. 2. Section 1 of number 294 of the special acts of 1933 is amended 29 
to read as follows (Effective October 1, 2025): 30 
Any town [which is contiguous to the metropolitan district] may, 31 
subject to the provisions of any relevant special act or municipal charter, 32 
ordinance or regulation, after receiving the formal approval of the 33 
district board, become incorporated [in said district] into The 34 
Metropolitan District substantially in the same manner as provided in 35 
section ninety-six, sub-section (e), of an act creating a metropolitan 36 
district within the county of Hartford, approved May 13, 1929. Each 37 
such town, upon its incorporation into said district, shall be entitled to 38 
be represented upon said district board by one member of the first form, 39 
to be appointed by the governor in accordance with the provisions of 40 
said sub-section and to hold office until his successor shall be appointed 41 
and shall have qualified. 42 
Sec. 3. Number 173 of the special acts of 1939 is amended to read as 43 
follows (Effective October 1, 2025): 44 
The district board of [the] The Metropolitan District is authorized, 45

contiguous thereto, to agree with such town as to the terms of such 47 
incorporation, which terms may include the fixing of a temporary 48 
service charge to be collected with and in addition to the uniform water 49 
rates for a stated period. After the expiration of such period, the water 50 
rates current in such town shall be uniform with the rates in the rest of 51 
said district. Nothing herein contained shall affect the admission into 52 
said district of the town of West Hartford as heretofore provided by law. 53 
This act shall take effect as follows and shall amend the following 
sections:
