1819 AN ACT ESTABLISHING A WORKING GROUP TO DEVELOP AN
1920 ECONOMIC DEVELOPMENT AND TOURISM PLAN IN THE GREATER
2021 MYSTIC AREA.
2122 Be it enacted by the Senate and House of Representatives in General
2223 Assembly convened:

2425 Section 1. (Effective from passage) (a) There is established a working 1
2526 group to develop an economic development and tourism plan for the 2
2627 greater Mystic area. For the purposes of this section, "the greater Mystic 3
2728 area" means the towns of Groton and Stonington. Such plan shall 4
2829 include, but need not be limited to, the following: 5
2930 (1) Proposals for projects to develop and expand tourist destinations 6
3031 in the greater Mystic area; 7
3132 (2) An examination of transportation options to ease traffic 8
3233 congestion, which may include, but need not be limited to, water taxis, 9
3334 parking areas and structures, bike lanes, trolley services, train access 10
3435 and related options; 11
3536 (3) An analysis of alternatives to alleviate parking and traffic pressure 12

4144 (4) Consider the recommendations set forth in the final report of the 14
4245 working group established pursuant to special act 24-2. 15
4346 (b) The working group shall consist of the following members: 16
4447 (1) The chairpersons of the joint standing committee of the General 17
4548 Assembly having cognizance of matters relating to commerce, or their 18
4649 designees; 19
4750 (2) The Commissioner of Transportation, or the commissioner's 20
4851 designee; 21
4952 (3) The Commissioner of Revenue Services, or the commissioner's 22
5053 designee; 23
5154 (4) The chief elected official of Groton, or the official's designee; 24
5255 (5) The chief elected official of Stonington, or the official's designee; 25
5356 (6) A representative of the local traffic authority of the town of 26
5457 Groton; 27
5558 (7) A representative of the local traffic authority of the town of 28
5659 Stonington; and 29
5760 (8) Such other persons that the chairpersons of the joint standing 30
5861 committee of the General Assembly having cognizance of matters 31
5962 relating to commerce believe may serve as sources of information and 32
6063 data to accomplish the purposes of the working group. 33
6164 (c) The chairpersons of the joint standing committee of the General 34
6265 Assembly having cognizance of matters relating to commerce shall 35
6366 appoint the members described in subdivisions (6) to (8), inclusive, of 36
6467 subsection (b) of this section. 37
6568 (d) Any member of the working group appointed under subdivision 38
6669 (8) of subsection (b) of this section may be a member of the General 39

7277 (e) The working group may consult with any persons or 41
7378 organizations to carry out the provisions of this section. 42
7479 (f) All initial appointments to the working group shall be made not 43
7580 later than thirty days after the effective date of this section. Any vacancy 44
7681 shall be filled by the appointing authority. 45
7782 (g) The chairpersons of the joint standing committee of the General 46
7883 Assembly having cognizance of matters relating to commerce shall 47
7984 select the chairpersons of the working group from among the members 48
8085 of the working group. The chairpersons of the working group shall 49
8186 schedule the first meeting of the working group, which shall be held not 50
8287 later than sixty days after the effective date of this section. 51
8388 (h) The administrative staff of the joint standing committee of the 52
8489 General Assembly having cognizance of matters relating to commerce 53
8590 shall serve as administrative staff of the working group. 54
8691 (i) Not later than February 1, 2026, the working group shall submit a 55
8792 report on its activities, and any recommendations for legislation, to the 56
8893 joint standing committees of the General Assembly having cognizance 57
8994 of matters relating to commerce and transportation, in accordance with 58
9095 the provisions of section 11-4a of the general statutes. The working 59
9196 group shall terminate on the date that it submits such report or February 60
9297 1, 2026, whichever is later. 61
