24 | 25 | | Section 1. (Effective from passage) (a) There is established a working 1 |

25 | 26 | | group to develop an economic development and tourism plan for the 2 |
---|
26 | 27 | | greater Mystic area. For the purposes of this section, "the greater Mystic 3 |
---|
27 | 28 | | area" means the towns of Groton and Stonington. Such plan shall 4 |
---|
28 | 29 | | include, but need not be limited to, the following: 5 |
---|
29 | 30 | | (1) Proposals for projects to develop and expand tourist destinations 6 |
---|
30 | 31 | | in the greater Mystic area; 7 |
---|
31 | 32 | | (2) An examination of transportation options to ease traffic 8 |
---|
32 | 33 | | congestion, which may include, but need not be limited to, water taxis, 9 |
---|
33 | 34 | | parking areas and structures, bike lanes, trolley services, train access 10 |
---|
34 | 35 | | and related options; 11 |
---|
35 | 36 | | (3) An analysis of alternatives to alleviate parking and traffic pressure 12 |
---|

41 | 44 | | (4) Consider the recommendations set forth in the final report of the 14 |

42 | 45 | | working group established pursuant to special act 24-2. 15 |

43 | 46 | | (b) The working group shall consist of the following members: 16 |

44 | 47 | | (1) The chairpersons of the joint standing committee of the General 17 |
---|
45 | 48 | | Assembly having cognizance of matters relating to commerce, or their 18 |
---|
46 | 49 | | designees; 19 |
---|
47 | 50 | | (2) The Commissioner of Transportation, or the commissioner's 20 |
---|
48 | 51 | | designee; 21 |
---|
49 | 52 | | (3) The Commissioner of Revenue Services, or the commissioner's 22 |
---|
50 | 53 | | designee; 23 |
---|
51 | 54 | | (4) The chief elected official of Groton, or the official's designee; 24 |
---|
52 | 55 | | (5) The chief elected official of Stonington, or the official's designee; 25 |
---|
53 | 56 | | (6) A representative of the local traffic authority of the town of 26 |
---|
54 | 57 | | Groton; 27 |
---|
55 | 58 | | (7) A representative of the local traffic authority of the town of 28 |
---|
56 | 59 | | Stonington; and 29 |

57 | 60 | | (8) Such other persons that the chairpersons of the joint standing 30 |

58 | 61 | | committee of the General Assembly having cognizance of matters 31 |

59 | 62 | | relating to commerce believe may serve as sources of information and 32 |

60 | 63 | | data to accomplish the purposes of the working group. 33 |

61 | 64 | | (c) The chairpersons of the joint standing committee of the General 34 |

62 | 65 | | Assembly having cognizance of matters relating to commerce shall 35 |
---|
63 | 66 | | appoint the members described in subdivisions (6) to (8), inclusive, of 36 |
---|
64 | 67 | | subsection (b) of this section. 37 |

65 | 68 | | (d) Any member of the working group appointed under subdivision 38 |
---|
66 | 69 | | (8) of subsection (b) of this section may be a member of the General 39 |
---|

72 | 77 | | (e) The working group may consult with any persons or 41 |

73 | 78 | | organizations to carry out the provisions of this section. 42 |

74 | 79 | | (f) All initial appointments to the working group shall be made not 43 |

75 | 80 | | later than thirty days after the effective date of this section. Any vacancy 44 |
---|
76 | 81 | | shall be filled by the appointing authority. 45 |

77 | 82 | | (g) The chairpersons of the joint standing committee of the General 46 |
---|
78 | 83 | | Assembly having cognizance of matters relating to commerce shall 47 |
---|
79 | 84 | | select the chairpersons of the working group from among the members 48 |
---|
80 | 85 | | of the working group. The chairpersons of the working group shall 49 |
---|
81 | 86 | | schedule the first meeting of the working group, which shall be held not 50 |
---|
82 | 87 | | later than sixty days after the effective date of this section. 51 |
---|
83 | 88 | | (h) The administrative staff of the joint standing committee of the 52 |
---|
84 | 89 | | General Assembly having cognizance of matters relating to commerce 53 |
---|
85 | 90 | | shall serve as administrative staff of the working group. 54 |
---|
86 | 91 | | (i) Not later than February 1, 2026, the working group shall submit a 55 |
---|
87 | 92 | | report on its activities, and any recommendations for legislation, to the 56 |
---|
88 | 93 | | joint standing committees of the General Assembly having cognizance 57 |
---|
89 | 94 | | of matters relating to commerce and transportation, in accordance with 58 |
---|
90 | 95 | | the provisions of section 11-4a of the general statutes. The working 59 |
---|
91 | 96 | | group shall terminate on the date that it submits such report or February 60 |
---|
92 | 97 | | 1, 2026, whichever is later. 61 |
---|
93 | 98 | | This act shall take effect as follows and shall amend the following |
---|
