18	19		AN ACT CONCERNING THE DISTRIBUTION OF FUNDS FROM THE
19	20		REGIONAL PLANNING INCENTIVE ACCOUNT TO EACH REGIONAL
20	21		COUNCIL OF GOVERNMENTS FOR THE HIRING OF CERTAIN
21	22		PERSONNEL.
22	23		Be it enacted by the Senate and House of Representatives in General
23	24		Assembly convened:

25	26		Section 1. Section 4-66k of the general statutes is repealed and the 1
26	27		following is substituted in lieu thereof (Effective July 1, 2025): 2
27	28		(a) There is established an account to be known as the "regional 3
28	29		planning incentive account" which shall be a separate, nonlapsing 4
29	30		account within the General Fund. The account shall contain any moneys 5
30	31		required by law to be deposited in the account. Moneys in the account 6
31	32		shall be expended by the Secretary of the Office of Policy and 7
32	33		Management for the purposes of first providing funding to regional 8
33	34		planning organizations in accordance with the provisions of this section, 9
34	35		next providing grants for the support of regional election advisors 10
35	36		pursuant to section 9-229c and then providing grants under the regional 11
36	37		performance incentive program established pursuant to section 4-124s. 12

42	45		planning incentive account shall be distributed to each regional 14
43	46		planning organization, as defined in section 4-124i of the general 15
44	47		statutes, revision of 1958, revised to January 1, 2013, in the amount of 16
45	48		one hundred twenty-five thousand dollars. Any regional council of 17
46	49		governments that is comprised of any two or more regional planning 18
47	50		organizations that voluntarily consolidate on or before December 31, 19
48	51		2013, shall receive an additional payment in an amount equal to the 20
49	52		amount the regional planning organizations would have received if 21
50	53		such regional planning organizations had not voluntarily consolidated. 22
51	54		[(c)] (2) For the fiscal years ending June 30, 2015, to June 30, 2021, 23
52	55		inclusive, funds from the regional planning incentive account shall be 24
53	56		distributed to each regional council of governments formed pursuant to 25
54	57		section 4-124j, in the amount of one hundred twenty-five thousand 26
55	58		dollars plus fifty cents per capita, using population information from 27
56	59		the most recent federal decennial census. Any regional council of 28
57	60		governments that is comprised of any two or more regional planning 29
58	61		organizations, as defined in section 4-124i of the general statutes, 30
59	62		revision of 1958, revised to January 1, 2013, that voluntarily consolidated 31
60	63		on or before December 31, 2013, shall receive a payment in the amount 32
61	64		of one hundred twenty-five thousand dollars for each such regional 33
62	65		planning organization that voluntarily consolidated on or before said 34
63	66		date. 35
64	67		[(d) (1)] (3) For the fiscal years ending June 30, 2022, and June 30, 2023, 36
65	68		funds from the regional planning incentive account shall be distributed 37
66	69		to each regional council of governments formed pursuant to section 4-38
67	70		124j, in the amount of one hundred eighty-five thousand five hundred 39
68	71		dollars plus sixty-eight cents per capita, using population information 40
69	72		from the most recent federal decennial census. 41
70	73		[(2)] (4) For the fiscal [year] years ending June 30, 2024, and [each 42
71	74		fiscal year thereafter] June 30, 2025, funds from the regional planning 43
72	75		incentive account shall be distributed to the regional [council] councils 44
73	76		of governments formed pursuant to section 4-124j, in the amount 45

	83	+	totaling seven million dollars. Such funds shall be distributed under a 46
79	84		formula determined by the Secretary of the Office of Policy and 47
80	85		Management in consultation with the regional [council] councils of 48
81	86		governments, that includes (A) a base payment amount payable to each 49
82	87		such regional council, and (B) a per capita payment amount to each such 50
83	88		regional council based upon population data for each such regional 51
84	89		council from the most recent federal decennial census. [Such formula 52
85	90		shall be reviewed and updated every five years after the initial adoption 53
86	91		of such formula.] 54
87	92		(5) For the fiscal year ending June 30, 2026, and each fiscal year 55
88	93		thereafter, funds from the regional planning incentive account shall be 56
89	94		distributed to the regional councils of governments formed pursuant to 57
90	95		section 4-124j as follows: (A) Each such regional council shall receive 58
91	96		four hundred thousand dollars, for the purpose of funding three 59
92	97		positions within each such council, including, but not limited to, a 60
93	98		regional building inspector position, to provide technical support for 61
94	99		the planning and development of additional housing in each such 62
95	100		council's region, and (B) an amount totaling seven million dollars shall 63
96	101		be distributed under a formula determined by the Secretary of the Office 64
97	102		of Policy and Management in consultation with the regional councils of 65
98	103		governments, that includes (i) a base payment amount payable to each 66
99	104		such regional council, and (ii) a per capita payment amount to each such 67
100	105		regional council based upon population data for each such regional 68
101	106		council from the most recent federal decennial census. Such formula 69
102	107		shall be reviewed and updated every five years after the initial adoption 70
103	108		of such formula. 71
104	109		[(3)] (c) Not later than July 1, 2021, and annually thereafter, each 72
105	110		regional council of governments shall submit to the secretary a proposal 73
106	111		for expenditure of the funds described in [subdivision (1) of this] 74
107	112		subsection (b) of this section. Such proposal may include, but need not 75
108	113		be limited to, a description of [(A)] (1) functions, activities or services 76
109	114		currently performed by the state or municipalities that may be provided 77
110	115		in a more efficient, cost-effective, responsive or higher quality manner 78
111		-	by such council, a regional educational service center or similar regional 79
112		-	entity; [(B)] (2) anticipated cost savings relating to the sharing of 80 Raised Bill No. 7144

118	125		[(C)] (3) the standardization and alignment of various regions of the 82
119	126		state; or [(D)] (4) any other initiatives that may facilitate the delivery of 83
120	127		services to the public in a more efficient, cost-effective, responsive or 84
121	128		higher quality manner. 85
