1219 AN ACT CONCERNING ACCESS TO REPRODUCTIVE HEALTH CARE.
1320 Be it enacted by the Senate and House of Representatives in General

1623 Section 1. (NEW) (Effective from passage) (a) As used in this section: 1
1724 (1) "Health care provider" means any person, corporation, limited 2
1825 liability company, facility or institution operated, owned or licensed by 3
1926 the state to provide health care or other professional services, or an 4
2027 officer, employee or agent thereof acting in the course and scope of his 5
2128 or her employment; 6
2229 (2) "Minor child" means a person who is under eighteen years of age; 7
2330 (3) "Physician" means a physician licensed pursuant to chapter 370 of 8
2431 the general statutes; and 9
2532 (4) "Services, examination or treatment related to pregnancy and 10
2633 pregnancy prevention" (A) includes, but is not limited to, contraceptive 11
2734 counseling and services, prenatal care and appropriate care and pain 12
2835 management during labor and delivery, including, but not limited to, 13
2936 epidural administration, but (B) does not include sterilization. 14

3043 (b) Any minor child may give consent for services, examination or 15
3144 treatment related to pregnancy and pregnancy prevention without the 16

3746 (c) No physician or other health care provider shall divulge any 18
3847 information concerning the provision to a minor child of such services, 19
3948 examination or treatment, or any consultation for such services, 20
4049 examination or treatment, including, but not limited to, by sending a bill 21
41-for such services, examination or treatment, to the minor child's parent 22
50+for such services, examination or treatment, to the minor child's parents 22
4251 or guardian without the minor child's express consent. 23
4352 (d) Nothing in this section shall be construed to affect the obligation, 24
4453 if any, of a physician or other health care provider to make a report to 25
45-the Department of Public Health or Children and Families, or to make 26
54+the Departments of Public Health or Children and Families, or to make 26
4655 any other report or disclosure that may be required pursuant to state 27
4756 law. 28
4857 (e) Any parent or guardian who was not informed of the provision of 29
4958 such services, examination or treatment to such parent's or guardian's 30
5059 minor child, shall not be liable for the costs of such services, examination 31
5160 or treatment. 32
5261 Sec. 2. (Effective July 1, 2025) Not later than October 1, 2025, the 33
5362 Secretary of the State shall update the official compilation of the 34
5463 regulations of Connecticut state agencies posted on the eRegulations 35
5564 System to comply with the provisions of chapter 54 of the general 36
56-statutes and section 3 of this act. 37

5766 Sec. 3. (Effective July 1, 2025) Notwithstanding the provisions of 38
58-chapter 54 of the general statutes, sections 19-13-D54 and 19a-116-1 of 39
