LCO 6222 1 of 2 General Assembly Raised Bill No. 7220 January Session, 2025 LCO No. 6222 Referred to Committee on JUDICIARY Introduced by: (JUD) AN ACT CONCERNING THE COSTS TO OBTAIN TRANSCRIPTS FOR PROCEEDINGS CONDUCTED BEFORE PUBLIC AGENCIES. Be it enacted by the Senate and House of Representatives in General Assembly convened: Section 1. (NEW) (Effective July 1, 2025) (a) As used in this section: 1 (1) "Public agency" has the same meaning as provided in section 1-2 200 of the general statutes; 3 (2) "Party" has the same meaning as provided in section 4-166 of the 4 general statutes; 5 (3) "Transcript" means the official written record of a public agency 6 proceeding, or any part thereof, including, but not limited to, testimony 7 and arguments of counsel, produced by a stenographer; and 8 (4) "Transcript page" means a page consisting of twenty-seven 9 double-spaced lines on paper eight and one-half by eleven inches in size, 10 if printed, with sixty spaces available per line, on paper or stored in an 11 electronic medium that is retrievable in a perceivable form. 12 (b) Any recording or stenographic record of the proceedings before a 13 Raised Bill No. 7220 LCO 6222 2 of 2 public agency shall be transcribed on the request of any party. The cost 14 of any copy or transcript of such recording or record shall be charged 15 against the party requesting it. A stenographer may charge any party 16 two dollars and forty cents for each transcript page that is requested and 17 transcribed from the official record of a proceeding before a public 18 agency, provided such rate may only be charged once to the party 19 making the request. Any public agency requesting a transcript of the 20 proceedings before the public agency shall be responsible for the costs 21 of obtaining such transcript and may not charge, or otherwise seek 22 reimbursement from, any party to the proceedings for such costs. 23 This act shall take effect as follows and shall amend the following sections: Section 1 July 1, 2025 New section JUD Joint Favorable
