| 44 | 55 | | such project elements as site acquisition, architectural design and 26 |

| 45 | 56 | | construction. The commissioner shall select a private developer from 27 |
|---|
| 46 | 57 | | among the developers who are selected and recommended by the award 28 |
|---|
| 47 | 58 | | panels established in this subdivision. All contracts for such designated 29 |
|---|
| 48 | 59 | | projects shall be based on competitive proposals received by the 30 |
|---|
| 49 | 60 | | commissioner, who shall give notice of such project, and specifications 31 |
|---|
| 50 | 61 | | for the project, by posting notice on the State Contracting Portal. No 32 |

| 51 | 62 | | contract which includes the construction, reconstruction, alteration, 33 |

| 52 | 63 | | remodeling, repair or demolition of any public building for work by the 34 |

| 53 | 64 | | state for which the total cost is estimated to be more than five hundred 35 |

| 54 | 65 | | thousand dollars may be awarded to a person who is not prequalified 36 |

| 55 | 66 | | for the work, in accordance with the provisions of section 4a-100. The 37 |
