1524 Section 1. Subdivision (5) of section 4-250 of the general statutes is 1
1625 repealed and the following is substituted in lieu thereof (Effective October 2

1827 (5) "Large state contract" means an agreement or a combination or 4
1928 series of agreements between a state agency or a quasi-public agency 5
2029 and a person, firm or corporation, having a total value of more than five 6
2130 hundred thousand dollars in a calendar or fiscal year, for (A) a project 7
2231 for the construction, alteration or repair of any public building or public 8
2332 work, (B) services, including, but not limited to, consulting and 9
2433 professional services, (C) the procurement of supplies, materials or 10
2534 equipment, (D) a lease, or (E) a licensing arrangement. [The term "large 11
2635 state contract"] "Large state contract" does not include a contract 12
2736 between a state agency or a quasi-public agency and a political 13
2837 subdivision of the state; 14

2944 Sec. 2. Subsection (b) of section 4b-24b of the general statutes is 15
3045 repealed and the following is substituted in lieu thereof (Effective October 16

47+(b) The commissioner may designate projects to be accomplished on 18
3748 a total cost basis for (1) new facilities to provide for the substantial space 19
3849 needs of a requesting agency, (2) the installation of mechanical or 20
3950 electrical equipment systems in existing state facilities, or (3) the 21
4051 demolition of any state facility that the commissioner is authorized to 22
4152 demolish under the general statutes. If the commissioner designates a 23
4253 project as a designated total cost basis project, the commissioner may 24
4354 enter into a single contract with a private developer which may include 25
4455 such project elements as site acquisition, architectural design and 26
4556 construction. The commissioner shall select a private developer from 27
4657 among the developers who are selected and recommended by the award 28
4758 panels established in this subdivision. All contracts for such designated 29
4859 projects shall be based on competitive proposals received by the 30
4960 commissioner, who shall give notice of such project, and specifications 31
5061 for the project, by posting notice on the State Contracting Portal. No 32
5162 contract which includes the construction, reconstruction, alteration, 33
5263 remodeling, repair or demolition of any public building for work by the 34
5364 state for which the total cost is estimated to be more than five hundred 35
5465 thousand dollars may be awarded to a person who is not prequalified 36
5566 for the work, in accordance with the provisions of section 4a-100. The 37
5667 commissioner shall determine all other requirements and conditions for 38
5768 such proposals and awards and shall have sole responsibility for all 39
5869 other aspects of such contracts. Such contracts shall state clearly the 40
5970 responsibilities of the developer to deliver a completed and acceptable 41
6071 product on a date certain, the maximum cost of the project and, as a 42
6172 separate item, the cost of site acquisition, if applicable. No such contract 43
6273 may be entered into by the commissioner without the prior approval of 44
6374 the State Properties Review Board and unless funding has been 45
6475 authorized pursuant to the general statutes or a public or special act. 46
