| 22 | 23 | | Section 1. Section 25-32 of the general statutes is amended by adding 1 |

| 25 | 26 | | procedures necessary to administer provisions relating to cross 4 |

| 26 | 27 | | connections between water supplies while in the process of adopting 5 |

| 27 | 28 | | such policies and procedures as regulations, in accordance with the 6 |
|---|
| 28 | 29 | | provisions of chapter 54, provided the department posts such policies 7 |

| 29 | 30 | | and procedures on the eRegulations System prior to adopting them. 8 |

| 30 | 31 | | Policies and procedures implemented pursuant to this section shall be 9 |

| 31 | 32 | | valid until final regulations are adopted in accordance with the 10 |

| 33 | 34 | | Sec. 2. Subdivision (1) of subsection (c) of section 19a-37 of the general 12 |

| 50 | 53 | | health authority study of morbidity and mortality regarding the results 25 |

| 51 | 54 | | shall be confidential pursuant to section 19a-25, except the local health 26 |

| 52 | 55 | | authority and the department may, if approved by the commissioner, 27 |

| 53 | 56 | | disclose the results or information obtained from an investigation of the 28 |

| 54 | 57 | | results to (A) the owner of the property on which the well is located, (B) 29 |

| 55 | 58 | | a prospective buyer of such property who has signed a contract to 30 |

| 56 | 59 | | purchase such property, (C) other persons or entities, when such 31 |

| 57 | 60 | | disclosure is necessary to carry out a statutory or regulatory 32 |

| 58 | 61 | | responsibility of the local health authority or department, [or] (D) an 33 |

| 59 | 62 | | agent of a state agency, or (E) the Department of Energy and 34 |
