PERILLO J., 113th Dist. RESOLUTION APPLYING TO CONGRESS FOR AN ARTICLE V CONVENTION OF THE STATES. Resolved by this Assembly: That (1) the General Assembly apply to Congress, under Article V of 1 the United States Constitution, to call a convention of the states limited 2 to proposing amendments to the United States Constitution that impose 3 fiscal restraints on the federal government, limit the power and 4 jurisdiction of the federal government and limit the terms of office of its 5 officials and members of Congress; (2) the Secretary of the State transmit 6 copies of such application to (A) the President and Secretary of the 7 United States Senate and the Speaker and Clerk of the United States 8 House of Representatives, (B) members of this state's congressional 9 delegation, and (C) the presiding officers of each of the legislative 10 houses in the several states, requesting cooperation; and (3) such 11 application constitute a continuing application in accordance with said 12 Article V until the legislatures of at least two-thirds of the several states 13 have made applications on the same subject. 14 Proposed House Joint Resolution No. 23 LCO No. 2441 2 of 2 Statement of Purpose: To apply to Congress to call an Article V convention of the states for the purpose of imposing fiscal restraints on the federal government, limiting the power and jurisdiction of the federal government and limiting the terms of office of its officials and members of Congress.
