LCO No. 375 1 of 2 General Assembly Proposed Bill No. 82 January Session, 2025 LCO No. 375 Referred to Committee on ENVIRONMENT Introduced by: SEN. KISSEL, 7 th Dist. AN ACT REQUIRING LOCAL REPRESENTATION AND PUBLIC HEARINGS FOR CONNECTICUT SITING COUNCIL PROCEEDINGS. Be it enacted by the Senate and House of Representatives in General Assembly convened: That the general statutes be amended to create a requirement for any 1 Siting Council proceeding that occurs on or after October 1, 2025, that 2 such council's membership include an elector from the municipality 3 where the subject facility is being proposed. The chief elected official of 4 such municipality would appoint such elector. If the proposed facility is 5 to be located in more than one municipality, the applicable regional 6 council of governments for the affected municipalities would appoint 7 such elector. Any such appointed elector would serve as a nonvoting 8 member and abide by all applicable confidentiality rules. If the 9 proposed facility would impact ten or more properties in a single 10 municipality, the Siting Council would be required to hold a public 11 hearing in such municipality. 12 Proposed Bill No. 82 LCO No. 375 2 of 2 Statement of Purpose: To require local representation on the Connecticut Siting Council and require local public hearings if a Siting Council proposal impacts a certain number of properties in a given municipality.
