AN ACT REVISING THE CERTIFICATE OF NEED PROCESS FOR 
LABOR AND DELIVERY AND INTENSIVE CARE UNITS. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That title 19a of the general statutes be amended to revise the 1 
certificate of need process to enhance the scrutiny surrounding the 2 
proposed closure of a labor and delivery or intensive care unit, 3 
including, but not limited to, a requirement that a closure of such a unit 4 
be permitted only when another such unit exists within twenty-five 5 
miles of the labor and delivery or intensive care unit that is the subject 6 
of the certificate of need application. 7 
Statement of Purpose:   
To protect residents from living in a health care desert.
