AN ACT REQUIRING THE COMMISSIONER OF EMERGENCY 
SERVICES AND PUBLIC PROTECTION TO ACQUIRE A FEDERAL 
FIREARMS LICENSE. 
Be it enacted by the Senate and House of Representatives in General 
Assembly convened: 
 
That title 29 of the general statutes be amended to require the 1 
Commissioner of Emergency Services and Public Protection to acquire 2 
a federal firearms license to facilitate firearm transfers from person to 3 
person. 4 
Statement of Purpose:   
To ensure the Commissioner of Emergency Services and Public 
Protection facilitates firearm transfers from person to person in 
compliance with rules established by the federal Bureau of Alcohol, 
Tobacco and Firearms regarding such transfers.
