AN ACT REQUIRING AN AUDIT OF UNPAID UTILITY BILLS DUE TO FINANCIAL HARDSHIP. Be it enacted by the Senate and House of Representatives in General Assembly convened: That the general statutes be amended to require (1) an audit of any 1 hardship protection measure that precludes the termination of delivery 2 services to any end use customer of a public utility based on such 3 customer's financial hardship, including an examination of efforts made 4 by public utilities and the Public Utilities Regulatory Authority to 5 recover costs of unpaid bills for customers utilizing such protection 6 measures and investigation into whether such costs have been passed 7 on to ratepayers despite the utility's recovery of such costs through 8 other means, and (2) that the Public Utilities Regulatory Authority 9 provide monthly public updates concerning the recovery of unpaid 10 utility bills related to any hardship protection measure and the total 11 amount of such unpaid bills remaining. 12 Proposed Bill No. 383 LCO No. 812 2 of 2 Statement of Purpose: To require (1) an audit of shut-off moratoria related to the financial hardship of an end use customer of any utility, and (2) monthly statements from the Public Utilities Regulatory Authority concerning efforts to collect unpaid bills related to such moratoria.
