| 28 | 28 | services to any end use customer of a public utility based on such 3 | |
| 29 | 29 | customer's financial hardship, including an examination of efforts made 4 | |
| 30 | 30 | by public utilities and the Public Utilities Regulatory Authority to 5 | |
| 31 | 31 | recover costs of unpaid bills for customers utilizing such protection 6 | |
| 32 | 32 | measures and investigation into whether such costs have been passed 7 | |
| 33 | 33 | on to ratepayers despite the utility's recovery of such costs through 8 | |
| 34 | 34 | other means, and (2) that the Public Utilities Regulatory Authority 9 | |
