2121 AN ACT REQUIRING AN AUDIT OF UNPAID UTILITY BILLS DUE TO
2222 FINANCIAL HARDSHIP.
2323 Be it enacted by the Senate and House of Representatives in General
2424 Assembly convened:

2626 That the general statutes be amended to require (1) an audit of any 1
2727 hardship protection measure that precludes the termination of delivery 2
2828 services to any end use customer of a public utility based on such 3
2929 customer's financial hardship, including an examination of efforts made 4
3030 by public utilities and the Public Utilities Regulatory Authority to 5
3131 recover costs of unpaid bills for customers utilizing such protection 6
3232 measures and investigation into whether such costs have been passed 7
3333 on to ratepayers despite the utility's recovery of such costs through 8
3434 other means, and (2) that the Public Utilities Regulatory Authority 9
3535 provide monthly public updates concerning the recovery of unpaid 10
3636 utility bills related to any hardship protection measure and the total 11

4242 Statement of Purpose:
4343 To require (1) an audit of shut-off moratoria related to the financial
4444 hardship of an end use customer of any utility, and (2) monthly
4545 statements from the Public Utilities Regulatory Authority concerning
4646 efforts to collect unpaid bills related to such moratoria.
